The Positron TF in its current form is a HORRIBLE introduction to the TF system. It was originally designed as a TF and a Faultline Trial (which was never finished), but the two got smashed together due to time and resource constraints when the game launched. People have been clamoring for years for it to be reworked so as to be more streamlined, and the developers finally listened.

Do you know how many Kheldians and Arachnos Soldiers are currently in-game? Not that many, and it's due largely to them both requiring getting a character to 50 as the requirement for their unlocking. The devs have said multiple times that tying Epic ATs to achieving maximum level was a mistake because - despite the illusion that AE farms gave some people - the majority of active players still do not have any level 50 characters. And while I think that 20 is a bit low, at least these two ATs will likely see more use now. It's not like they're uber-powerful or anything (remember that in this game "epic" refers to them having storylines which tie into the greater CoH/CoV story), so it's not like the devs are taking away your Precious or anything.

Monstrous faces, that didn't all look like rabid hedgehogs (Yes, a bird's head could be a monstrous one).
A back pack - that did NOTHING!!! but was there to see, at the time dismissed because of animation problems - well there's several in game now, not to mention the purchasable one, plus wings, which all cope rather well.
Movable hair, or flowing hair. Not a favourite of mine but it was highly requested.

Animated tails were likely more a byproduct of the upcoming Demon Summoning Masterminds than Jay's costume thread. The pets for that powerset have animated tails, and since that was revealed, there's been demand for players to have animated tails. The devs probably looked into it, saw that it wasn't that difficult to port the tech over to player characters, and decided to add the functionality as part of I17. Now, players have wanted better tails in general for a long time, but I'd bet that Demon Summoning was the major catalyst for this new addition.
As for new monsterous/animal heads: Who knows? We still have a mutant booster pack coming at some point; seems like a good place to give us various animal-based costume pieces.
Backpacks: Not an animation problem so much as a scaling problem with how the various player models are done. Ever seen how a jetpack looks on a really thick character with the Huge bodytype? A lot of it is
inside them. Or a really thin or small character? It's not even touching their bodies! You can't compare NPC backpacks to player backpacks either, because NPCs have a limited number of models and don't have adjustable body scaling. Back-worn items are either designed with the particular NPCs in mind, or are built based on the fact that NPCs are fairly standardized.
Wings only come in contact with the body at two specific points, so scaling issues are nowhere near as apparent, and much easier to deal with.
Moving hair is highly requested by ONE person that I know of. It's become somewhat of a running gag at this point.

This was brought up at HeroCon, and the devs were actually fairly surprised that people wanted a co-op or villains-only version of the Shard. It may or may not be coming (the devs do try to work an Issue or two ahead, even if it's just design documents), but you've got to remember that because of all the work going into Going Rogue, we weren't even promised an Issue prior to it. Everything we're getting in Issue 17 is either stuff that was already done, or could be pulled off within a certain time frame.

How so? No, there haven't been any new villain-only zones introduced or anything, but a lot of that has to do with the fact that the Rogue Isles had a better design that Paragon City. How many extraneous zones are there in Paragon? How many hazard zones lie there empty most of the time? Instead of piling on new villain zones that serve no purpose than to double up on the existing zones for certain level ranges (nevermind that the villain zones already overlap each other with regard to level range), what about cutting the fat off of Paragon?
Back to the topic: Villains get content whenever Heroes get content. And not, it hasn't all been Co-op. Again, not like some new, uncharted island has popped up in the middle of the Etoile Isles, but we have received new content. We'll be receiving new content with this issue - the same amount as heroes get, actually (an SF a lot have probably never done in the Silver Mantis SF [which fills in the previous 20-25 SF gap btw], and a couple of storyarcs). You want lots of content? Wait for Going Rogue. You want lots of villain-only cantent? You might have to wait a bit longer, as the current design policy is one of giving both sides content at the same time via either co-op or opposing yet related storyarcs.

MA content cannot just be moved to a live server. Any MA arcs that would be deemed appropriate for canon material would have to be rebuilt from the ground up using the developer design tools. And if stuff from the MA would satisfy you, just play stuff in the MA. I'm not sure of how aware you are of this, but there's a lot of stuff in there that's NOT farms. Some of it's really good, too.
Your post comes off as you complaining about how the devs pander to noobs and hate villains. Both of these complaints are old, tired, and untrue.
