It's a bug - enabling the leader teamates permission should allow people you're teamed with to enter - but at the moment, it's not working.

Ok, if your SG is Arcane rather than Tech, instead of 6 items of Tech Power, you need to make 6 items of Mystic Foci - these require a Basic Forge to create them.

Already done it once and got the badge, but if I'm not doing anything else, I can come along to help out if you need it.

Ok, that's the wrong one - you need to make a Basic Telepad from salvage - you'll need to make 6 pieces of Tech Power salvage first.
