I usually say "Happy Holidays" during the whole holiday period, but say "Happy Christmas" on the day itself.

Yeah, a team of 5 or more clciking presents will spawn him.
I'd also recommend you try it in Atlas, as there'll be plenty of other Heroes around to lend a hand if you find he's too tough.
We spawned 11 in Atlas in about an hour on the first evening it was available, and that gave players of all levels the chance to get the badge - we had 50s and 2s fighting it on the same team
(Just make sure you announce it over Broadcast, so no one can accuse you of trying to get other's killed by spawning a GM )
