But with multiple paths to 50 and dozens of power sets already in the game, aren't new zones and power sets just optional add-ons by now?

As a casual friendly game, putting purples on the market makes sense, as not everyone has the time to dedicate to getting the Inf for purples in game, or waiting for them to drop.

When a red side zone gets a revamp, they also need to do a blue side one at the same time.

Exactly. The total: 3 co-op zones & 1 Hero exclusive zone revamp. After 3 co-op zones & nearly 5 years without a new villain exclusive zone, redside deserves a revamp.
New players can and do play low level villains. I still stand behind Port Oakes getting a revamp.

Apparently, the Atlas Park revamp took about a year to do - so even if they'd started a Shadow Shard revamp directly after they'd finished with Atlas Park, it still wouldn't be ready yet - especiaslly as they've also been giving attention to Dark Astoria and Night Ward.

As we're coming up to the 8th anniversary now, I hope that the devs will finally tell us how to win the game - I know the sandbox approach is popular with MMOs, but I don't think it's a good idea to make it so hard to find the route to the winning line.
I've been here for over 5 years, and according to the badge list and the Ouroboros misison list, I've explored all the zones and done all the missions - but I haven't found out how to win the game yet. -
Steel Canyon is another zone that's just crying out for some ultra mode lovin'.

A variation could be to split the zone into 3 areas - a Hero area that only Hero actions could affect, a Villain area that only Villain actions could affect, and a neutral area in the middle that both sides could affect.

1) Statesmans Pal will remain Statesmans Pal and will be given out when completing A Heros Hero, the original Maria Jenkins arc, in flashback
2) Positrons Pal will be given out when completing, A Heros Epic, the new Maria Jenkins arc
3) Sister Psyches Comrade will remain the same and be given out when completing Psyches task force in flashback once Issue 23 is launched.
4) Penelope Yins Friend will be rewarded when completing her new task force
5) The Task Force Commander badge will be rewarded by having either Penelope Yins Friend or Sister Psyches Comrade
That's the perfect solution for everyone. -

FW assumes that every player chose the Resistance option to free Katie in her GR arc - which fits with design of the Praetorian meta-storyline of everyone siding with the Resistance to set up the eventual fall of the dictatorship in the Trials - but it's still an example of them simply ignoring a pro-loyalist choice, rather than writing around it like they did for other situations.
