My guess is that Super Personality = Leadership, Super Willpower = Willpower, and Density Control = Gravity.

If we get some Paretorian charcters crossing over to live here, then I think that Noble Savage would make an ideal hero on Primal Earth - and I can also see plenty of scope for wacky hijinks with 2 Penny's living in the same city

Now that the conquest of Praetoria is complete, we'll need to mind-scan the surviving population to detect and eliminate any potential trouble-makers - the rest will be allowed to become citizens of the new Primal Empire.

The love letters were mostly played for laughs - Ms. Liberty's arc was played straight - there weren't really any hints in it that we weren't supposed to take it totally seriously.

The ones Heroes fight are always rogue members of Longbow.

I'd twist Independence Port from north-south to east-west, then put it in place of the Baumton Canal, making Valor Bridge be the connection between Steel Canyon and Boomtown.
The harbor would then become the main entrance to the city from the sea, with a huge statue standing with one foot on either side of the entrance, and lots of trendy shops and apartments near it, but the zone would gradually become darker and grittier further away from the sea entrance to the east with Terra Volta being merged into the zone at the far western end. -

They could reskin the Atlas blimp model and use it for a fleet of airships, just for a bit of cosmetic detail.
