I mean, yeah, of course you'd RP that it didn't *always* rain there but if you ever needed that type of atmosphere, hop over to Kings Row and have at it.
I think the use of a lot of neon signs would also look good, as well as highlighting the darkness - like the glow tech used in Neutropolis, only on normal signs. -
Well, that is correct story-wise - but what the devs and players there didn't mention was that there's been zero story use been made of the presence of the Clockwork and Blue Steel in the same zone - there's a huge opening there to set up the Clockwork King more fully for the Synapse TF, and to explore the vigilante aspect of crimefighting through Blue Steel - he crossed the line from hero to vigilante, but then came back again, but his actions created an archvillain that's still causing trouble in the city.

But perma-night in Kings Row would let Vigilantes brood on rooftops 24/7 - and it's also make it easier for the PPD Commissioner to signal that they needed help.

I don't know if it's been mentioned yet, but another idea the devs suggested to the audience which seemed to get quite a positive response was making any revamp of Kings Row include turining it into a perma-night zone.

I am honestly shocked it made it to the final 3, considering some amazing concepts were put up there. In all honesty, I thought Aztec / Mayan was going to get it. I felt it would have fit thematically as a follow-up to Imperial Dynasty.
The Film Noir set would have run out of suggestions for distinctive parts quite fast, and ended up more as suggestions for which current costume parts that fit the theme could be revamped - it had the wide flexibility, but not the distinctive look.
The Aztec/Mayan set had the visual uniqueness, but not the flexibility, because the a lot of the parts would be almost too unique.
Basically, I think that the majority of the audience just looked at the 3 choices and thought "which of these will offer the most new and interesting parts that I can use on the widest variety of costume concepts?". -
Actually, that's not totally true, especially in any game that uses micro-transactions - finding out what would be popular with players and then delivering something based on it is a vital part of keeping up the cash flow, even if what's being asked for isn't at the top of the list of things that the developers themselves would like to work on first.

Post-apocalyptic costume set? I'd never been given even the slightest impression that there was anyone interested in this sort of thing, but now we're getting it, according to this thread because it had the best and most popular presenter.
Radiation armor? I might've argued for this, but I'd always had the impression that I was in a very small minority. -

It's red sdie too - but story-wise, i'm not sure if Paretoria will be included or not - the 3 GR zones are now "historical" zones that take place at an earlier point in the timeline.

You missed out something that could make dirty Villains weep with joy - when they were talking about how they liked space, and how SSA1.7 had proven that they could pull it off, they also floated the idea of letting red siders conquer their own planet as a substitute for taking over the world.

Something similar to the Praetor statues in Nova Praetoria would be ncie - but on a smaller scale - like some kind of memorial park, with water features.
The strip of land across the street from Atlas Plaza is a bit too small, and Prometheus Park is also kinda limited for more than 1 statue as so much of it is taken up by the lake - so the memorial garden could be in the park area behind the police station. -

Actually, I think IP would be interesting to quite a few people - after sci-fi fascists, alien meteorites and gods of death, the Family and the docks they control presents a perfect example of genuine, non-epic level comicbook crime to fight that quite a few people have been asking for.
They're a group that's so Golden Age they could cause the word "hoodlum" to make a comeback, and make players refer to any missions featuring them as "capers" -
