At best, a "good" loyalist will be like a cop in Berlin in the 30s - they'll stop some genuine criminals, but the longer they're in the job and the higher up the ranks they rise, the more they get to see what the system is really like. -

The dev suggestion of KR as a perma-night zone might be a bit extreme, but making it a perma-rain zone would be awesome - if they could find a way to transfer the rain from mission maps to whole zones
It'd be a way to make it more visually unique, but without needing an explanation like perma-night would need.
Another option - or one that could be used along with perma-rain - would be to turn down the brightness of the KR war walls - plus using the newer glow tech to make more neon signs. -

For most T9s, I think that access to the whole game, the Incarnate system, free zone content, free power sets and free costume sets are probably a bigger hook than 2-3 exclusive costume sets a year.
If they want to keep them vaguely exclusive, just make them free for T9s, 75% off for 4 year vets, 50% off for 3 year vets, 25% off for 2 year vets, and 800 points for everyone else. -

Right now I've stopped trying to fill in the survey. I came to this thread in the hope it had more information, I have read all the posts. Someone explained Amplifiers after the post by Gorgar quoted above.
I'm stuck on page 1, as I don't know what the options mean, and I can only make a reasonable guess for the costume suggestions
Chain Mail - the new costume set in I23, free to VIPs, buyable by freebies in the market.
Cyberpunk - a costume set chosen and partly designed by the players at the recent Player Summit.
Halloween II - there was a Halloween costuem pack last year, so this could eb a secodn one, but it could also mean an expanded halloween event.
Night Ward - the new 30-40 Paretorian zone coming in I23 - free to VIPs, buyable by freebies in the market.
It's a "ghost" version of First Ward.
Summer Blockbuster - a new summer event, starting this year, and based around a movie theme, with players playing out versions of the movies on shwo in Paragon city.
Hybrid Slot - the 6th new power pool from the Incarnate endgame system, coming in I23, and available only to VIPs. -

As an alternative starting zone or as the follow on from Atlas, Kings Row needs a revamp, graphics and content - probably the only gemoetrical changes would be the newer style trees and bushes, but the old building and street textures should be switched for sharper higher resolution ones.
Content-wise, the old launch content there can be shifted to Ouroboros, and replaced with the new post-GR style of dynamic joined-up storytelling - maybe with a slight increase in the level range of the zone.
Positron has mentioned that he's had his eye on a KR revamp to make the transition from Atlas smoother, so I think that there's a pretty good chance that it'll be getting some kind of improvement eventually. -
