A Kings Row revamp needs to include perma-night or perma-rain - or even both, just to let everyone know that it's out Gotham
Sweeping away the old KR contacts and content to Ouroboros would also let them create new arcs that would bridge the new Atlas Park content with the newer Steel Canyon content, or possibly even Faultline if they bump the KR level range to 5-15. -

How far back does it have to be to count as a legacy arc?
Generally, a lot of people seem to draw a line between pre-GR and post-GR content, but that would mean that Faultline, the RWZ, the Midnighters, Cimerora and Ouroboros would count as legacy content, even though they feel more modern. -
