Calvin Scott's story needs some closure too - plus, popular NPCs like Katie Douglas and Praetorian Penny should probably be set up for future use on Primal Earth.
Also, if a lot of people are leaving Praetoria for Primal Earth, then a lot of their villain groups should show up here too, as well as the Resistance and their allies - especially the Carnival of Light, as I'd like to see how Primal Vanessa would respond to the CoL and Desdemona. -

Synapse said that they're doing something with ranged powers in I24 - so Balsters might be hopeful about that

Stage 4 is the largest part of the download - stage 1 is the costume/avatar creator, stage 2 is the tutorial, stage 3 is the starting zone, and stage 4 is the rest of the game.

Sorry, but I don't consider patch notes to be 'very reliable'.
'occasionally', 'sometimes' or 'usually' reliable I'd let you get away with, but my natural cynicism and past experience of patch notes refuses to let you get away with 'very'.

I think that the problem of Villains in Atlas would be solved by not letting them go there - rather than oopenign up every zone, it migth be easier to simply reduce the amount of blue zones to roughly the same number as the red zones, and then make everything else shared - so blue side would "lose" places like Eden, Crey's Folly, the Hollows, Boomtown, Faultline and maybe Brickstown and even Independence Port - but would keep enough zones at all levels to allow a pure 1-50 Hero path without needing to enter a shared zone, just like red side currently offers a pure 1-50 Villain path, even though it has far fewer zones than blue side.

I assume its the its the signature arc, but I can only see references to him disappearing.
Which exact mission/tf is it?

Something important to remember story-wise with the new DA is that when you finish a contact's arc, as well as giving uyou the next contact they also let you play a short non-combat mission as the contact themselves, which gives more insight into them and the story.
