Actually, the word that they meant to write there was "wont" - so it's possible a limited spellchecker might change it to "want".

First, all villain groups are a danger to innocent people - and second, being a hero isn't restricted by national borders or dimensions.

Interestingly, they're opening up quite a few new development tools in I24, so they might get the ability to phase older NPCs more easily.

The theme and feel is still the same - we fight Tyrant's D.U.ST. stormtroopers who like to use the citizens of FW for live fire exercises, and the loyalists responsibility contatc Mother Mayhem also plays a majopr role in the problems we face in FW - plus, there's a side order of Crusader smacking, just to reinforce that there's only one real path through the Praetorian content - the Warden/Hero path, that feeds in perfectly to the Trials where the Crusader faction of the Resistance are pushed aside, and the loyalists are routed and crushed in the war of liberation that Primal Earth wages against them and their evil emperor.

Noble Savage is a Warden too, and he runs the security of the compound after the Crusader who held the post is removed.
Resistance fighters around the compound also have non-aggressive coding, and the Resistance contact Roadflare also lives at the compound, and, according to his bio:

While they're awesome, they're also deliberately left unfinished, with players being kept from smashing the dictatorship and bringing the Praetors to justice - the 1-20 stories lay the groundwork for the Incarnate Trials, which provide the resolution to the storyline, where all the loyalist AVs and their evil empire that we couldn't defeat in GR are finally brought crashing down.

That's basically why, personally, I got so annoyed at First Ward (and why I'm utterly uninterested now in even trying Night Ward), too. Four different, separate arcs, separate viewpoints to see Praetoria. Then First Ward comes with one, that ties into none of them.

As one of the longest-serving members of the loyalist dictatorship, he'd have seen all the crimes committed by it - but didn't seem to care until the lives of the soldiers under his command were going to be under risk in a real war. -

First Ward works best story-wise as a Warden or a Primal Hero - just like all Praetorian content

His biggest problem will be trying to explain why he waited so long before joining the Resistance - the last minute side switchers who turned to the good side only when the dictatorship was collapsing mightn't have as much popularity with the people as the ones who risked their lives to take on the dictatorship at the height of its power.
Plus, as one of the oldest members of the loyalist dictatorship, he'll be guility of a lot of crimes against humanity - he even admits that the "safety" of Praetoria sometimes requires "extreme measures" - so he's fully aware of what the government he served had been up to - and that mightn't go down well with the people he was helping to oppress until very recently.
