For example, Statesman and Sister Psyche die on 40-50 arcs, but Penny Yin gives out her TF in the 20-25 range - and SSA 2 actually takes place in the 35-50 range, making it quite possible for someone to play through the whole 2nd SSA before they reach the right level to experience the death of Statesman and Sister Psyche, even though SSA 2 has several references to their deaths.
The SSAs are more like snapshots of key moments in the history of the game world that follow their own episode timeline without being integrated into the standard 1-50 leveling path. -
That's not quite correct - for example, Lambda Sector was added in I20, and First Ward was added in I21, but FW takes place before Lambda Sector.

They carried through the 1-20 set up into all the following Praetorian content - there's nothing post 20 that contradicts anything in the GR content - it just builds on and expands from the very solid foundations they laid out in GR.

They could expand on the way Belladonna's arc has a bot at the start telling us that it take splace after the events in DA and the DD Trial - like they could add a bit at the start of the LGTF and the RWZ arcs saying that they took place during the 2nd Rikti invasion.

EDIT: Beladonna's Incarnate arc also seems to come close to a canon version of a moral choice, as she's still working for the Resistance and not a prisoner of the loyalists, which were the 2 options available during Chimera's GR arc. -
