"Who Will Die" isn't actually "now" either - it was only current to the game world situation during its release - it's now become a "historical" arc outside the leveling storyline.
For example, Statesman and Sister Psyche die on 40-50 arcs, but Penny Yin gives out her TF in the 20-25 range - and SSA 2 actually takes place in the 35-50 range, making it quite possible for someone to play through the whole 2nd SSA before they reach the right level to experience the death of Statesman and Sister Psyche, even though SSA 2 has several references to their deaths.
The SSAs are more like snapshots of key moments in the history of the game world that follow their own episode timeline without being integrated into the standard 1-50 leveling path.

That's not quite correct - for example, Lambda Sector was added in I20, and First Ward was added in I21, but FW takes place before Lambda Sector.

The devs have said that they now treat certain older lore reveals as common knowledge, and gave the Lost-Rikti connection as an example.

They carried through the 1-20 set up into all the following Praetorian content - there's nothing post 20 that contradicts anything in the GR content - it just builds on and expands from the very solid foundations they laid out in GR.

The Praetorian version of Paragon City was called Shroud City and it was nuked off the map right at the start of the Hamidon Wars.

Those are just from the rough concept art done at the Player Summit - not everything from that art will make it into the final pack.

The lack of contact/trainer circles at the their feet also suggests that it's more of a posed shot.

Or, if he genuinely liked Nova Praetoria, seeing what Tyrant did to it in the name of "order" could also turn him to the good side.

That could cause problems by making one of the moral choices "official" - although they already did that in a way with Katie Douglas - the moral choice to help free her or re-enslave here during her GR arc seems to be decided in favor of freeing her once we run into her again in First Ward - so it's possible that they could also decide that the canon version of events was that Washington was taken down and Cleo lived.

EDIT: Beladonna's Incarnate arc also seems to come close to a canon version of a moral choice, as she's still working for the Resistance and not a prisoner of the loyalists, which were the 2 options available during Chimera's GR arc.

They'll just merge into on entity.
