The 7-20 range for Kings Row sounds like it'll be a perfect story transition from Atlas Park and the Galaxy City tutorial - we've already seen the Skulls and Hellions in Atlas Park taking advantage of the chaos from the disaster, and I24 looks like it'll be expanding on that in a big way.
Also, with the overview mentioning BAB and the Regulators putting out a call for more heroes to help them, I think that means that BAB will finally become a contact and get a bigger presence in the game. -
The level range for the new blue and red Praetorian content is interesting - it looks like it'll be possible to deal with the aftermath of the war 20 levels before the war starts
That may be part of a wider plan to make the Praetorian Incarnate content "historical", and replace it in the timeline with the Battalion content. -

That's because you're always traveling back in time to the same point - it's like having a mission where you travel back to 1962 and meet President Kennedy - the time point is locked in, and what happens later doesn't affect it.

They could all be done in a similar way to the way Bio Armor adds "costume pieces" to different parts of the body with each power.

Those are all basic building blocks for the foundaion of the meta-story - there's no "maybe" about any of these major events, because without them, writing the meta-story becomes impossible. -
