You know, for anyone not familiar with 'the biz', this would sound like the most moronic statement ever made, often satirized by the 'dumb salesman' who says that they'll give their product away for free and they'll make their profit through 'volume.'
And anyone writing articles in 'the biz' and doesn't use the term 'microtransactions' maybe *is* that proverbial dumb salesman. -

Anyone known to have fought Praetoria in the war would also be known as an Incarnate, as the Well-powered debuff that Tyrant used to cripple all non-Incarnates during the loyalist invasion would be big news.
The general public mightn't have known all the details about Incarnates and the Well, but just from following the news, blogs, chatrooms and so on, they'd know that the loyalist AVs that had previously been defeated during the rescue of Statesman were now much stronger because of a power source that Tyrant had access to, and that the heroes of Primal Earth were using a similar power source to combat them. -
On an amusing side note, since December, when EA launced their smash hit galactic fanfiction MMO, Paragon Studios has actually put out more content for CoH than Bioware has managed for the TORtanic.

Another option would be to retcon him into just a Dual Blades build.
As he's only ever appeared in a Korean launch trailer and one comic, the chances of a major fan outcry over dropping his pistol powers are close to zero
To keep him unique, he could use Battle Maiden's flying sword attacks too, which would make him this kind of uber swordmaster who was so badass that he could fight with more than 2 swords at a time. -
Or, any storyline with them can have him in a non-combat role.

A white concrete, steel and glass building in a landscaped area would by good, with a similar function to the AE buildings, allowing players to go inside but still see the rest of the zone through the windows. -

The code for bases is extremely old, extremely fragile, and extremely messy - the chances of any major new additons or changes to the base system are pretty close to zero.
Basically, the devs can either leave bases as they are, scrap the entire system and rebuild it from the ground up, or add a new system of customizable personal player housing as a separate system from bases.
The personal player housing option would give them the biggest return on their investment, as while the basic types of housing would very likely be free for VIPs, the accessories would be purchasable on the market. -
