I like the idea of developer voiced trailers to explain new sets - is this going to be a new thing for the future, or just a one-off for this set?

On the last coffee talk, they said that they new Skulls mask was going to be in a 2nd Halloween costume bundle.

I'm assuming that they're implying that the main language on Axis Earth is now German, and almost 70 years after the Nazis won, Reichsman would have picked up an accent.

The devs are aiming to give them an ethic background similar to the Italian one for the family, and the Asian one for the Tsoo. -
Actually, the models weren't unfinished - the "sexy Flanders" look was intended for lower level mages and minions, and the minions had visible human faces - after the player feedback, the new CoT man-skirts were added to all levels, and all visible human faces were replaced by black masks with glowing eyes.

I wondered the same thing for the CoT. The old and new would have given us much more variety. The classic old look robes could have been the lower ranks and so on. -
The new Skulls look great - they've added some new shades of blue to go with their traditional black, gray and white, their masks now look properly like human skulls, and the whole revamp has really helped to move them away from looking like reskinned Hellions.
Plus, Hollywood-style Eastern European accents, the big increase in references to Slavic mythology and the subtle vampire vibe that the new named bosses give off really makes them into a unique gang now.
Kings Row is also a more brutal place now - there are a lot of spawns of the Skulls kicking PPD officers and members of the Lost on the ground, large-scale stand-offs between Skulls and the PPD, Skull knife fights, the Lost with kidnapped citizens, CoT with summoned Hordeling Lashers, and lots more homeless NPCs - the revamped spawns make the whole zone feel like the police have lost their grip. -
As another semi-on topic thing, the Skulls revamp that's currently on the Beta server has them talking in broken English to represent them as being mostly drawn from the Eastern European community in Paragon City.

The first 2 wouldn't really change the story much, as the results would still be the same - but the 3rd one would make I24 difficult

Yeah, Lovecraft is still an awesome writer - but it's important not to be ignorant about what lay behind a lot of his writing - or to ignore the rather uncomfortable fact that it's very likely that works of HPL wouldn't have been the same without his obsessive racisim that helped to drive his creativity.

The wikipedia entry for ""The Horror at Red Hook" has a quote from his wife about his reaction to parts of New York:
"Whenever we found ourselves in the racially mixed crowds which characterize New York, Howard would become livid with rage. He seemed almost to lose his mind."
One more wacky fact from the zany world of HPL - his wife actually had Eastern European and Jewish acestors -
Although they're too disgusting and vile to post here, I'd suggest anyone who wants to check out some of Lovecraft's "wittiest" quotes on race look for the Tumblr page called "Fhtagn Yeah - Xenophobic Lovecraft" to see them collected in semi-meme form.
WARNING: They're pretty extreme.
After reading them, re-read "The Horor at Red Hook".
