My expectation is that it will be like the GvE jump pack. A permanent version of the booster pack jetack that can only be used for 15-30 seconds between recharges.

From what your saying it appears this would need a target in order to work. So either you would have to have mobs to target (and end up in the middle of a group if you're not quick enough) or you'd need to wait until the clutter in city zones is targettable.

Nice idea, but I don't think feasible without an overhaul.
