I'm assuming you mean in the proposed scenario... cause the only reason I ever take snipes on my blasters is to make a game of one shotting lts. Well, that's the fun reason. I guess the real reason is SoM, but you catch my drift.

I *loved* playing Ninja Blade / Energy Aura. It was the first villain I really got into and still the only one at 50.
I think it might be what you're looking for, honestly, because it had that assassin feel without becoming a hokey ninja. The primary lacks in utility that the secondary makes up for. It also has a few skippables if you have any ideas for branching into power pools.
Dual Blades, I think, will give you the same feeling Electric is, because the PBAoE is part of two important chains. Come to think of it, I'm not sure if that's the case for stalkers, but either way the chains will leave you thinking you're focusing on DBs and not assassinating!
EM might be fun.
On a side note, the powers you listed for Electric's good AT aren't anything special. Like, I believe you'd have that and MORE for ST in most other sets. Ninja Blade is almost all ST, so it's a good contrast. -

Leveling up I'm partial to doing -1 level then ramping up the team size as I get more AoE, or whatever. Probably to x3 or x4, then leave it there for a while. I farm on my archery/energy blaster at +3/x8, but no bosses.

Champion isn't abnormal in that there's plenty of nice and nasty people. Other than Virtue, I've only dipped into other servers so take my observations with a grain of salt. Champion has a couple huge SGs, and a ton of little ones. Champion has the most Tankers built to scrank (or something 'sides tanking). Champion has a lot of server events and enough people hosting TFs from the boards that if you're willing to schedule some CoH time it will be a grand old time.
There used to be an awful, awful SG here on Champion that scared people away in droves. In my fantasy world, you were offended by one of its former members. If you're looking for a big friendly SG that doesn't just farm or PvP I would definitely echo the previous sentiments towards United Heroes Brigade or Hammers of Justice.
You're more than welcome to join us, but our SG isn't anything special. I am though. I'm humble, too. So if you're playing on Champion shoot me a tell @Gilia1. I only play blueside there, though. -

I suggest you do:
/bindsavefile C:\warshade.txt
Open up that file, and look for other binds you might have tried. This could include ones with "shift" instead of "lshift," "click" instead of "lbutton," etc etc.
Wherever you see them replace what you had bound with "" so it would look like:
SHIFT+CLICK ""
After all those have been replaced, save it and in the game:
/bindloadfile C:\warshade.txt
That should undo them.
You can get the same effect if you remember everything you've tried in the game, but unfortunately experimenting on binds has a tendency to leave you with these ghosts binds that ruin any possible solutions. -
I would recommend you get Mids so you can upload the data chunks or even link to your builds.
That said, I have a few comments about the power choices and orders.
Because you said this is a leveling build, certain powers can be pushed back (swift, hover, fly) . Depending on how things are going by the time you hit 30, I might say you should take something besides Kick/Tough/Weave, and save those for a post-respec sort of thing. With sets, and stacked with Temp Invulnerability, you will notice a lot of mitigation once it's added up. Tough/Weave alone have very low numbers for blasters though.
You skipped Electron Haze, which is the highest AoE DPS in your sets. Along with that, Boost Range would make it cover (by far) the most area. That's a combo you might hesitate to lose!
If you're going to take Hasten, I would recommend you push it up. Likewise, I would push Conserve Power back. If absolutely nothing else, I would switch those two in your build.
Bone Smasher and Total Focus are awesome ST attacks, and a lot of people will swear by them. However, I would be curious if by 38 you don't already have a full ST attack chain. If you do, I might be hesitant. I'm not a fan of TF just because of long animation time, and playing Energy/Energy against Rikti a lot meant I could get sworded down mid-strike very easily.
Lastly, slots, the powers that I said could be delayed could definitely have their slotting delayed. Fly and Hover can have their slots wait till your attacks are all solid. I would only start with 2 slots in Aim, Build Up, Conserve Power, and Power Boost. Possibly even Hasten, though that third slots pretty tempting.

If you're seriously trying to avoid macros, switching trays, and loading bind files you could just do this:
/bind lshift+lbutton powexecname shadow step
/bind lshift powexecname black dwarf step
Then when you're in human form, you shift+click to teleport, and in dwarf you shift -> click to teleport. -

Read a bit about taunt and threat (http://paragonwiki.com/wiki/Taunt &http://paragonwiki.com/wiki/Threat).
Damage contributes to threat, just like taunting. Scrappers' damage auras do something like 40% more than tankers', yet the tankers' AT modifier is only 33% higher. The taunt changes were implemented because scrappers with a taunt aura could hold aggro well enough that a tanker couldn't take it away. In the current setup, adding taunt to the damage auras would recreate that effect.
Plus, the taunt auras grant the scrapper something in return for keeping mobs near them. The damage auras help by killing things faster... but do scrappers need to kill things even faster? A change like this encroaches on the tanker and blasters' default roles on a team.
In short, this is a really really unlikely change. -
The black costume aspect aside (which has already been explained) anime and anime-inspired movies/shows (e.g. Super Sentai) brought in this idea that martial artists do flips constantly and there's that goofy "whoosh!" sound every time they do.

Interestingly enough, as far as I can tell, Ninja Run adds that same "control" that Super Jump does when you fly. You don't drift if you have Ninja Run and Fly on. -

I'm curious since the OP mentioned Mastermind's way of equipping henchmen, why that wasn't suggested? I mean, it would fix the "gather for..." annoyance, it wouldn't affect the caster, and the costs / recharge could be some reasonable in between (like say the cost of hitting 3 or 4 allies).
I don't really care for either idea, but that sounds better than PBAoEs.
I'd really just rather see the duration on ST buffs increased. It might mean some counter measures, like more buffs only work on teammates than do now, and stopping door stacking. I would take such set backs to only have to buff at the beginning of a mission. -

Original post? I'm curious why you don't try another blaster. Blasters are utterly delicious. AR/Dev is a thematic and rounded blaster, but it plays a fair bit differently than some others. Since you don't care for melee, I would just avoid /Electric and /Fire. Even /Energy (another common blapping set) has Boost Range and Power Boost to help your ranged attacks out.
So anyway, if you consider that, I recommend Fire/Ice, Archery/Energy, Ice/Mental. Those are fun fairly safe combinations, but there's certainly more (probably even better) ideas.
If you're thinking Defender anyway, Empathy is incredibly simple. Not the best, but I believe just about any person new to Defenders can use them well. If you're keen on ranged attacks and not so much buffs and heals I would definitely say Dark/Dark. You get tons of -tohit, so you're sparing your team that way, with Tar Patch you can do decent damage, and it's just so cute. A little bit of -tohit enhancing in Fearsome Gaze and you can take a whole mob down 22%. You might want to skip Torrent though, that knock back is annoying. -

I do. Using purple sets to punch up my recharge to increase my DPS while freeing up space for more mitigation allows me to do those things.
So.. worth it? Absolutely when you're doing the things that necessitate their use. Unnecessary? It's not necessary to play this game or drink coke. Yet people do out of enjoyment.
And other people are fine playing at the lowest diff and taking 500 hours to hit 50.

If the answer is "yes", then purples should be worth it for you, seeing as they give the same bonuses, only bigger.
Anyway, to summarize and echo a little bit, purple sets are fun if they suit what you want to do in the game. If they don't, they are unnecessary. In regards to the OP I would say the only strategy I would add to the list is Ouroboros (keeping bonuses when you exemplar) and Task Forces. For someone like me, who likes to hit 50, finish the current arc, and start a new toon, they are a ridiculous waste of money. I could slot out a character with decent sets for the cost of 2 purples.
All that said, I think some purples (like Coercive Persuasion) are cheap enough to put me on the fence. -
I'm very impressed. Can I ask what those red powers are in Voices' power tray? I don't recognize them at all!

I am running an Crab and a Fort in almost parallel right now. I have not picked up the 33 month power on either of them. Since from what I understand, Natural origin villains get the damage bonus on both powers, SoAs need to decide based on the secondary effects.
I can't decide which ones I want. Here's my thoughts though!
The Blackwand's -tohit stacks nicely with either of their defenses. They will spend much of their career not softcapped, so any powers that get them closer to that effect are a good idea!
The Staff's knock back offers a different form of mitigation, entirely. One that has a much more visible and immediate effect, but has all its usual annoyances. Plus it has an increase in range.
Anyhow, I just can't decide for either of them.
So, could you share with me which you took on your VEATs, and possibly why?
A possible secondary consideration, if you have thought of it: whichever you took, would you still have if it didn't get the damage bonus? In other words, is knockback and range enough to sell the staff on its own, even if you were a magic origin? (I know that's not possible.) -

Local_Man is beyond right in this instance anyway. No only does the EULA address this circumstance explicitly (4.a), all non-essential contracts ("luxury") in the United States are made valid by parents' consent... no matter how old the child is. Age of Majority in the USA also varies by the circumstance in question. AFAIK there is no federal precedence on the matter, but there are states at least where a 13 year old can enter into a contract when it is dependent on a contract their guardian is in. This includes EULAs for software that their parents are paying for and ringtone "subscriptions" on their parents' cellphones.
No matter how you slice it, children can legitimately play the game in accord with the EULA.
People who swear in public channels can't.
In regards to the OP, just take a gander at all the "Generic" heroes. One of the best things about CoH is that there's a responsive and responsible support staff. If they swear, ask them not to. Perhaps remind them that it's a suspendable and bannable offense. I have been suspended for it, so I'm totally being a hypocrite right now. It was my own fault though, and it won't happen again! If they keep on swearing and being offensive, petition! Haha! -

OP: The numbers are different, but they achieve the same ends. If you really want to know how the two ATs would compare with Empathy, you should say what secondary you're using as a defender and what primary you are considering for a controller. That could make a huge difference in how they compare. -

I just wanted to also to point out that the sets that I would consider the most ST heavy for blasters (at least in the primary) are Ice/ and Psychic/. Ice/ has two holds, enough -speed and -recharge to floor any targets' attack rate, and a nuke (yes, it's AoE) that when used appropriately is jaw dropping. Psy has a sleep, disorient, knockback, knock up AoE, and all that aforementioned -recharge.
Yeah, ST Blasters shine more on small teams, but I'd go as far as to say the ST sets can be amazing on a smaller team. An Ice/Ice/Elec blaster that knows what it's doing can pin down two bosses at a time easily. They're like Controllers who gave up all the buffs and debuffs for Blizzard.
I would probably put Sonic in a ST category too, even though it was mentioned that it has the average number of AoEs. The problem with it is Shockwave's knockback is huge (see: arguments about Energy Blast for AoEs) and Siren's Song and Screech both do really low damage for the sake of Sleep/Disorient. So anyway, I would shove it into the first set and make it a trio with a lil asterisk. It has a significant debuff and some good mez for mitigation. (Howl, the one I didn't mention, is comprable to Frost Breath IIRC)
Sonic could certainly be played AoE style considering the -res, too, I would say it swings both ways. -

somehow, no matter what I deleted or changed in the bind file, every time I logged in and flipped through the forms, it inserted this back into the bind file

I tried deleting it several times, tried /unbind, etc, then reloaded the binds file without that in there. and every time, it got inserted back in.
finally, I decided that if I couldn't beat it, I would try to force it to do my bidding :-) so the next time I saved the bind file and this was in there, I left the bind but changed it to
SHIFT+LBUTTON ""
and that seems to be working. whatever was inserting that bind every time apparently doesn't overwrite this. or maybe this overwrites whatever was inserting the shadow step bind in there.
either way, right now my warshade is much happier. thanks everyone for all your help. and pass along the idea of using /bindsavefile command to edit things.
I may know what that problem was, too. If you simply remove a bind from the file (I believe this is the same effect as /unbind), then load it again... it makes no difference. Any bind not listed in a file is not effected. So you literally have to replace a faulty bind with something like you listed (SHIFT+LBUTTON ""), then load it again.

I have a Katana/Energy Stalker named Roboninjitsu. Yeah, people assume I was /ninjitsu, but no one seemed upset when they found out I wasn't. I think Ice and Earth control would be the same way. You supply something similar anyway.
