    Actually, looking over it, my math is wrong, but not in the way you pointed out. FR doesn't have a chance to proc with every tic. If it did, then a single damage proc would do over 1,000 damage. The way it actually works is that there's a chance to proc when the power first goes off, and then every ten seconds afterwards until the rain ends. Since the achilles' heel debuff actually lasts slightly more than 10 seconds, I can't tell what the actual damage increase would be unless someone knows whether achilles' heel is set to refresh on a recast (as 99% of buffs and debuffs do) or if it's set to suppress (like mystic fortune and force feedback do). I'm 90% sure it would refresh based on what I've seen but I'm not positive.

    At level 50, a damage proc does about 72 damage. In order for the achilles' heel proc to contribute 72 points of damage, the enemy it's on has to take 360 points of damage in the span of about 10 seconds. If your team is capable of dishing out that kind of damage with area attacks, the enemies are going to be dropping very quickly either way. Furthermore, a level 50 minion has 430 hit points. 360+72=432. That means that against even level minions, it is IMPOSSIBLE for the achilles' heel proc to outperform a damage proc.

    The achilles' heel proc is best placed in single target powers that recharge quickly, so that the debuff can be easily placed on bosses and AVs and kept on them constantly. In a power like freezing rain, assuming that you have its recharge at 30 seconds, the debuff will only be active on an AV about 6.7% of the time.
  3. The way the math works out, it's actually more effective to use a damage proc in freezing rain instead of the -res proc in most situations.

    The -res proc is set to not stack from the same caster. I know that some pets are able to sidestep this because they're each treated as a seperate source for the debuff, but I don't think tornado is capable of doing this. Also, I don't know if it's true, but I've heard that procs don't work properly in tornado and they will only have a chance to activate once.

    20% ranged defense
    33.5% area defense
    16% global recharge

    The end draining was focused on thunderous blast, and ignored it all other powers.

    I don't think it'll be possible for you to cap melee defense. Ranged and area defense is pretty easy to get though.

    As for stacked world of confusion, that has some potential. If you both get the contagious confusion proc in there, I think you'll definitely see good results.

    No reason why it wouldn't be good. You probably don't see it often because it's one of those combinations that's hard to explain thematically.
  14. The build's pretty tight. One thing you can definitely do though is take out the second accuracy from fulcrum shift. You could also copy the slotting you're using maneuvers and use that in weave too.

    Oh, and are you okay with using the gladiator's armor proc? It's delicious, but last I heard it costs 1.5 billion.

  16. a lot of mezzes are area types, most notably the stun grenades from malta. An easy way to boost your area defense is to use Aegis in your tough and mind over body.

    Have you used defender world of confusion before? I tried it and found it completely useless, though I did find ONE person who found it useful.

    As for stamina, you can safely go without it once you have transfusion, but I suggest you keep it for those times when you exemplar below the levels where you have transfusion, and to reduce how often you need to use it.

    This has been my experience as well, along with being mezzed, and being at range won't protect you from that when it comes to many enemy groups.

    enfeebled operation acc/rech

    enhancement:
    53% accuracy
    48% endurance
    95% recharge
    58% to-hit debuff

    bonuses:
    1.5% hit points
    2.5% recovery
    5% recharge bonus

    I did this in order to maximize the big debuff from chill of the night (I think that's the power)

    Coolness is a good reason. It's definitely not a bad looking power, and the damage is only slightly less than that of a normal blast so it's not like you'd be gimping yourself by taking it. You're probably on to something with conserve power. Because of its long recharge, I only find it useful for helping me get through a long AV fight. Any endurance issues you may have at level 50 will be better solved with a change in slotting than with conserve power.

    I think you should do power build up instead of total focus. Energy blasts do more damage than total focus does because they're faster, and since power build up needs less slots than total focus you can put those slots into your blasts to make them even better.

    You say you aren't neglecting my example, but then you list why you're ignoring it.
    Being level 50 does not magically make my enhancements better than yours. If I had level 50 inventions slotted in my attacks you might have a point, but I don't. Everything I have slotted in my power bolt and power blast are things you have access to on your level 39 character.
    You have access to passive accolades just like I do. The only advantage I should have over you is portal jockey (5 endurance), though despite this your endurance efficiency should actually be BETTER than mine because I don't have power burst and had to use energy torrent as my third attack.
    I'm not sure why you bring up the point that powersets other than force field and energy blast would do better on this task, because energy blast was basically the only powerset I used.
    You are the only one who thinks that my example is confusing the issue. Everyone else thinks that it is valid.
