It's always worked that way. In a toggle shield, the power gives you a 5% status resistance bonus every 10 seconds until it hits the maximum stack of 5. It's a really roundabout way of making the power give 25% mez resistance, but in most cases it won't be noticeable that it works that way. The only way this is a problem is if you slot it into a click buff power.

regeneration aura is pretty tough to use reactively, but there's no reason someone can't wait until a person is low on end and then use recovery aura specifically on them. There's really no need to announce aura buffs. Parties tend to stay together well enough for regeneration aura to hit them all, and the entire party doesn't need to be hit by recovery aura.

I think that corner herding should be mentioned in some way. It's a situation in which it's viable to use snow storm before freezing rain.

Short circuit and thunderous blast are the only powers in electric blast with a drain that's worth slotting. On everything else you won't see a very good return on end mod slotting and they're best used to keep the blue bars down and deal damage inbetween short circuit's recharge. Make sure you pick up tesla cage for single target lock down if you haven't already. It's the only power besides short circuit and thunderous blast that have a 100% chance to debuff the enemy's recovery rate.

I messed with a lot of stuff. Because of the amount of accuracy bonuses in the build and the presence of tactics, you don't need to have accuracy slotted in infrigidate or benumb. I moved power selections around so that tactics came before benumb in the build. I also took out freeze ray. Even with two hold procs in it, freeze ray only has a 27.75% chance of holding a boss for eight seconds, and minions and lieutenants are better dealt with by dealing a lot of damage to them really fast for this build. Benumb is your best option for dealing with bosses. I also replaced blizzard with frost breath. The damage procs in sleet, ice storm, and frost breath combined should be enough for you to seriously damage the enemy group. There's no need to be waiting on blizzard's long recharge timer when you can wipe out all of the minions with your faster powers.

You should definitely drop amplify. With all the damage buffs you have being thrown around, amplify won't be helping much, if at all.

Fire is best for damage (obviously), standard is best for defense against mobs of normal enemies since bullet rain is fairly reliable knockback, and toxic is best for defense against single targets like AVs. Cold is best for looking pretty.

This is right. Every ten seconds, the power will roll for the proc on every enemy in its area. Since repel actively pushes things out of its area, it's very unlikely to get procs to go off with it.

The status effects that are useful in pvp are disorients, holds, and confusion if you're lucky. The other status effects either won't be worth the time or will cause a useful status effect to be suppressed. Speaking specifically about sonic blast, the status effect you want to be using is screech.

I say go for assault. Siren's song is nice, but you can easily live without it.

Kinetics is the most powerful offensive buff/debuff set in the game, but pays for it by requiring you to constantly click a whole lot of powers. This can potentially cause problems with pistols and assault rifle since it makes you have to keep redrawing the weapon. If you don't have a problem with this though, then the sets can be plenty effective together.

Force field isn't good for you in that case since it doesn't supply any killing power. If you can deal with drop powers then storm and dark would work well for you. If you can't, then sonic resonance is probably best, or radiation if you don't mind dealing with being reliant on anchor powers. Kinetics offers the most killing power of any set, but it requires you to click a whole bunch of powers constantly in order to do that, which I don't think you'd like.

Although not the most useful aspect of O2 Boost, you will find this bonus helpful in PvP situations and against the handful of enemies (Arachnos Night Widows for example) who use blind. Perhaps the most useful application of this is to O2 Boost npc allies. This way they can see you with Steamy Mist on so that you don't need to turn it off to have them follow you. This, unfortunately, does not help against non targetable allies. -

That's always been my theory. The biggest mechanical difference between the two is that their primaries and secondaries are switched, and that makes a large difference in how players think they need to build them.

It's the opposite thing for me. I'm kind of interested in the prize, but I'm not a screen shot sort of guy. If there's ever a contest for writing fanfiction in which Statesman is turned into an aardvark and has to go on a blind date with Ghost Widow in order to stop the terrorists, I'll sign up immediately.

Because I don't care for 8v8, and most of the people on other servers aren't any better than the people here but they're a hundred times cockier and act like thirteen year olds from battle.net.
