While I agree that Ninja Run is awesome for eliminating the need for a power pick to get a travel power, IOing out a toon for Defense keeps the travel power more than viable for it's ability to slot BotZ in them, and I always end up grabbing at least one.

I tend to go with SS for reasons already stated; Hasten and the ability to Stealth missions with a Stealth IO. I always take Hurdle, and then use either the bank mission jet pack, the Jump Pack from the Good vs. Evil edition, or turn on Ninja Run. I rarely run into an issue.
My wife, however, is a SJ junkie. She hates the limited vertical on SS, and, though she has a few toons with TP, it's too clicky for her. -
Quite true. I think I got fixated on Fire/ due to the prior points about it's better AoE potential.

I'll second Fire/Shield with Aid Self. It's survivability isn't quite as high as DM/Shield, due to SL, and using Aid Self will lower your DPS, but SD won't be killing your AAO fodder, so it's got a bit better sustainability during long fights while still maintaining excellent DPS.
As a caveat, I don't know how easy soft-capping and keeping 95% DDR is on a Fire/Shield if your taking the Medicine Pool, so this is something I'd have to play around in Mids to find out. Failing this, I'd say DM/Shield as SL will assist immensely with survivability and allow you to keep attacking. The only issue is reliable fodder for SD and AAO being around without specifically preparing for it. This holds especially true in a teaming situation as the team wil likely destroy the minions/Lts before you're done killing the Boss/EB/AV.

Procs will function regardless of their level as long as you have access to the power.
As far as set bonuses and globals that act as set bonuses(Such as the Steadfast +Def), they will function up to three levels lower than the level of the enhancements that comprise them. So, for example, if you have a full set of Crushing Impacts in an attack and 4 of them are level 34, one is 35, and one is 41; set bonuses for the first four will be applied down to exemplar level 31 or higher, the fifth tier set bonus will be applied if you exemplar to level 32 or higher, and the sixth set bonus will be applied if you exemplar down to level 38 or higher. Even if you do not have access to the power when exemplared, the set bonuses from the lost powers still function as long as they are within these strictures.
Essentially, if you know you want to exemplar down to certain level and maintain all set bonuses, purchase IOs that are no higher than three above the level you want them to function at, except procs, which you can use any level of.

Skip Slash. Get Slice - it has a 130 degree arc, which is easy to saturate, especially if you happen to pull into a corner/box/etc, and since you'll be soft-capping Melee Def, you won't actually need Parry, eventually.
If you're looking at getting IO sets, you can start slotting them at 37. Touch of Death level-caps at 40, so they are excellent to acquire for the final grind to 50 and help your melee def. I also generally slot Oblits in HS and Whirling Sword for the melee Def as well, and a GSFC set in Build Up. The extra few % to get level 50 Oblits/GSFC isn't going to make a noticeable difference.
Also, I would consider getting Focused Senses earlier. It's 20%+ Ranged Def will assist in survival if you happen to exemplar for Posi.
Here's a build I threw together quickly, take what you will from it. It stays soft-capped even if you slot down to level 30 IO sets(for exemplaring down to level 27 if you go this route), +95% DDR, has +95% Acc vs. +4 mobs, It can run the Hack > HS > Hack > Disembowel chain(which is the best DPS chain), 306% regen, sustainable endurance, and only 6.2 seconds from perma-Hasten. I did use purples, and I stuck in the PVP IO FotG: Chance for Res Debuff in HS. Feel free to replace this with a damage proc due to expense.

DM has far greater ST damage and is lacking in AoE, whereas Elec/ is the direct opposite. DM has SL's heal for added survivability built into it's ST attack chain, which helps if you choose a Defensive-based secondary like /Shields. Elec/ does have some decent soft-control in it's sleep/knockdown effects. It's really going to depend heavily on if you want to excel at St or AoE. Pairing DM/ with /Shields can help balance matters due to Shield Charge. -

As far as specifically AoE potential, I vote Electric/ due to the fact that you can dip into the Blaze APP for Fireball. Essentially, with enough recharge, you can alternate Lightning Rod and Shield Charge on spawns using Fireball for mop up at each. Electric/ also offers CI, JL, and TS for added AoE, though, you generallyu won't even need them for farming if you alternate nukes + Fball.
Now, the prior information is a direct reply to your exact question, however, this is not to say that Fire/ is a slouch. FSC is excellent AoE and pairing it with SC and Fball would certainly allow for excellent AoE and Fire/ has substantially better ST damage than does Electric/, so, for all around utility, I like Fire/. -

My 50 Fire/SR runs at +4/x8 for any mission without an AV, using a build that is softcapped and does not have Aid Self - I went the Fireball route for more AoE excellence. I have a seperate build I switch to for AV soloing, which has Aid Self and Conserve Power.

~170 DPS Scrapper-wise, more if you're adding the Hecatomb damage proc into Scorch.
I Don't know about Gloom, but in BillZ's thread 'The Results are in", Gloom was excellent for dps. Top DPS chain for Fire Brute was Gloom - Incinerate - GFS at 213 dps and 3.83 eps. -
Congrats! I haven't tried Tyrant yet. My first was Marauder on my Fire/SR and it's definately a rush when you do it. Now kill more!

This will help you if you're softcapped for those instances when defense just isn't enough. However, its values aren't enormous, so yes it can be skipped. Works for a special recovery power if you don't mind a half crash, and it can be a good set mule. -

Thanks for the link Umbral, and for the suggested chains Harkness. Played for a bit today and went from level 1 to 14. I was surprised that Fireball was in the IO chain in your link Umbral - didn't think it was terribly good for DPA vs. a single target.
I'll be frankenslotting once I hit 27, and with Hsten in my build I'm hoping to achieve the Blaze>Flares>Fireblast chain. Failing that, I'll throw in the second Flares. Also, so far, the damage is vastly superior to Dark/ and I am much happier with the toon, especially since my concept is intact with Fireblast/ colored black and purple. -

My DM/Shield is at 37, so it'll be a while before I can test this out. If it works, it would make getting to 95% DDR possible without the need for Grant Cover. -

Thanks Broken and Amy for the Fire/ reccommendation. I'll likely choose it. I can't locate Silverado's dps/attack chain guide after searching his posts for over an hour, though he did post his Fire/Rad 'troller soloing GMs and Lusca, so that certainly speaks for Fire/'s damage. I still wonder what the dps difference between Fire/ and Dark/ would be though. I imagine Dark/ having Life Drain might increase survivability a good bit, much like Siphon Life in Dark Melee, but at what dps cost?

As far as why I brought it here, it's because the Scrapper forum, in general, is helpful, contains number crunching gurus of unquestionable excellence, and is also generally the go-to place for Min/Maxing assistance due to the forum-goers generally being AV soloists. In particular, the Scrapper forumites have Umbral, Werner, Shred Monkey, and Iggy, among other notables, who are all attack chain experts, and I value their opinions greatly and trust that their findings will be accurate and reliable.
As to the effectiveness of Moonbeam in an attack chain...I can't see it being good dps. The animation time is ridiculously long. Also, the -to-hit of Darkblast/ isn't going to be terribly effective against AVs, as StormDevil said.
Fire-Minded, I am sad to say that I have yet to read a post from you offering good advice or supporting anything you claim with either video proof or numbers to back it up. The fact that you state, "I use 4 attacks mainly.All of Which have 1-3 Endurance Redux SOs in them for longjevity in the fight", says to me that you're using no IOs, even for frankenslotting, let alone set bonuses, are not optimizing your build even remotely, and don't have a clear grasp of game mechanics.
I'll give a look for Silvarado's calculations, and otherwise see what the number guys come up with. -
