I haven't made any new doms since the difficulty options changed but I've tended to raise difficulty in the low to mid teens to rugged then so +1/x1/+b - some have gone higher - my Mind/Psi went to relentless (+2/x1/+b) about that point. Had to lower it for teams as the others couldn't handle it. I did clear an 8 man relentless mish at about lvl 18 but that was very slow going after the others gave up.
My Ice/En was just silly - came out of Breakout and attacked the first mob I came to before checking the level - they were lvl 6 mostly Lts and went down easily enough so I put the diff there to relentless before even hitting a second mob.
My fire thorns I raised the team size - so +0/x2/+b about lvl 10 when solo but that was built for a team primarily and really needed someone with a taunt to get the best out of her
Generally I use the rule of thumb that when the mobs drop easily its time to consider raising difficulty.
AoE heavy toons get mob size raised first, ST get level raised first. -
The only other thing really to be careful of is don't use any extra long screws to fix the drive in - the shank should be no longer than about 3/8" long and if they don't screw in easily you either have the wrong type of screw or you've crossthreaded it - don't force it.

Update: The card requires a 450W supply, so I'm over it by a good 150W.
So it is possible that if you have multiple high current drawing components connected to one rail you could overload the PSU even if you are nowhere near the max rating - check if there are any splitter cables being used and note what is connected to them.
Another possibility is that as you say you are in the middle of a heat wave this is reducing the rating of the psu or possibly the psu fan is failing or clogged.
I'd certainly suggest looking into your system temperatues first and making sure the fans are rotating and clean. Extra system fans are very cheap if you find that is still a problem - only a few £/$/whatever.
USB also limits the power that can be drawn from a USB port so check if you have other peripherals connected other than via a powered hub. -
There have been national TV advertisement campaigns in the past about the time of EU launch iirc and also prior to CoV launch - so they *may* run one for GR - indeed I've seen more adverts for CoX than for WoW - although that amounts to single figures for the two combined.
However I'm sure the marketing depts have analysed the results from the previous campaigns and will use that as a guide to the likely return they would expect from running another. If it won't generate sufficient revenue to cover the cost of the campaign - and that's not just the cost of the airtime its not going to happen.
I'd also agree with the earlier statements that national prime time tv campaigns are probably not the best place to put their money. Adds in the computing or gaming press or in retailers on the other hand may well have a much better return. -

Of course if Recluse forgets to pay the electric bill again you might get it sooner but it will be totally dark in the mish.

There are several other things I'd suggest clearing out first.
Internet caches and
anything in Windows\temp that predates your last reboot.
These two can often result in a lot of space being cleared.
Try a search for *.log, *.tmp, *.~*
These are mostly safe to delete. - If you don't know what a log file is storing you're not likely to be checking its contents. The other two are temp files so just as with windows/temp if it predates your last reboot it should be safe to get rid of.
Check any saved games for any others you play - these can quickly add up.
Music, Movies, Pictures or indeed any documents you don't use any more - write them to a CD or DVD and delete. -
As others have already stated Trailblazer is the last badge in the set.
Just as with any other badge involving a count - the progress doesn't show any increase once the criteria for the final badge has been met.
That would appear to be WAI to me. -
NVidia had some major problems with the drivers some time ago - they basically ended up reducing fan speed as the card ran hotter. Resulting in the card crashing - you either ended up with a black screen or the PC would reset - assuming you hadn't disabled the shutdown on overheating settings.
I was under the impression the last several driver releases had resolved that though.
My 8800 GTS runs about 45 degrees under load even on overclocked settings so if you're seeing 80+ I'd certainly recommend checking the fan settings. -
Best is definitely Mercy - there are some in PO as well but nowhere near as many.
Bone Daddies only spawn in mishes though. -
High level SGs can also spawn TTS (Redside just hunt in GV - plenty there)
Magmite bosses - look for the burning patches in the Hollows and hit it with an AoE and they will spawn. Note you need to be able to aggro them but cannot target them individually if you are too high a level until they spawn and they won't aggro on you from proximity if you are out of the level range.
Easier to pick up on CoT trial - no shortage on the way to the main room as long as you aren't stealthing it. -
Rubberbanding is simply the result of the server and client not agreeing as to where you are. This generally is a result of lost packets somewhere between the servers and you - it could be anywhere in the internet and rarely will be anything NCSoft will have any direct control over. You, they and your ISP all can report this to those responsible for the link affected in order to try to put pressure on them to identify and hopefully correct any fault. It may however also be a case of very high load exceeding the bandwith capability of that link.
When the client is able to re-establish the connection it will redisplay your location at the location held by the server.
Lag can be the result of problems on the servers, on your PC or anywhere in between so a lot more information is needed to identify the nature of it before anything can be done to fix it.
Latency is a measure of the time it takes a network packet to travel between cliet and server and is related to physical distance, link type and number of links involved.
A high latency connection will generally be seen as displaying significant levels of lag.
Areas requiring a large amount of graphical rendering will also tend to exhibit higher levels of lag - this relates to the graphics hardware on the client.
High loads on the server will again result in higher lag.
These are all very different causes and will have slightly different characteristics but all can be described as lag. -

I've seen (or is that really not seen) something similar to this happen before although when the screen goes black it would still show the power effects when I attacked and the UI was still visible. I eventually traced it down to the supplier of my PC had left the clear plastic protective covering on the graphics card which was causing it to overheat.
I can tell you that finishing a timed mish and find the last few glowies when you can't see where you are isn't easy. Defeating the last few remaining mobs was interesting as well. -
Another possibility is you are playing at a resolution which does not match the native resolution of your monitor. If that is the case the monitor will interpolate pixels on a flatscreen - this won't affect CRTs.
You can also get a similar effect on CRTs to your screenshots if the refresh rate is set too high - not sure if this also affects flatscreens -

Normal EBs are solable, yes. Ballista's are no normal EBs. Rikti Magi only spawn on the ship raid, when there are massed teams, and the CoT Archmages are on specifi missions.
Ballista's are randomised 'Tank Mages' who are on the same level as the RV Heavies and Vanguard HVAS'. I wouldn't bet on one of them beating a Ballista, either.
For Solo play, they are horrible. But +3? Broken.
I remember the first time I did this and couldn't believe how easy it was running on top difficulty. GW just tore through the mobs but that was on my Dark/Dark corrupter so DN on the Ballista probably made a huge difference.
That bears up on later runs - my Widow which should have been able to handle it easily was two shotted by the Ballista - Hosp and reset before it failed. The repeat attempt downed the Ballista but on low health and GW down to about half then she got hit by the Wardens.
The heroside version otoh can be very nasty - I couldn't take her on my tank as it went - hit her once - HELD, click BF, DEAD. A trayload of purples allowed me to get her down to about 1/2 health before she got the lucky hits in - then quickly dead with her on full health.
Ballistas are very definitely soloable without having to rely on temp pets and there are plenty of arcs where you come across them. The hardest I had was with my Fire/Fire Brute before he had any KB protection where he couldn't get the self heals off so died very quickly but my Corrupter, various Doms and even my petless MM have taken them down solo with varying degrees of difficulty.
Indeed there are many other EBs that are much harder to solo - mostly the downgraded AVs/Heroes.
Rikti Magi also spawn in some RWZ mishes so not just on the ship and they are also soloable - bring BFs if you're playing a squishy. -
probably being implemented as a pseudo pet. There are several powers that are implemented this way.

Pedestrians/Vehicles still push you out of their way though - indeed they will push anything out of the way except other pedestrians/vehicles. Makes sense for vehicles but not peds. Of course seeing two trucks phasing through each other doesn't make too much sense either.
Been that way for several years if not from the beginning. -

If it's the middle of the night and no players are there, then no lag.
There is lag around WW/BM irrespective of whether there is anyone present - This is why I am conjecturing that there may be a problem with the linking of the two servers. Oh and auras especially from powers have a much greater effect than any costumes and it has been suggested before to have a power dampening field around both. -
Realy more details of your current system are needed to give you much advice
Upgrading memory is generally a cheap upgrade and will usually give the best return for the money.
How much memory do you have?
What operating system are you using and is it 32 or 64 bit?
How much memory and what clock speed is your graphics card running at? (Some versions are factory overclocked) - Overclocking it if it isn't already is also a straightforward option - a lot easier than overclocking the rest of the system.
What games are you looking to play - apart from CoH that is?
What resolution do you intend playing at? - This will affect whether the graphics card will be adequate. -

I suspect it does.
Rubberbanding occurs when the location seen by the client and server are out of step. Faster move rates mean you can move further between packets being received at the server. I'd assume there is a threshold distance beyond which you will be rubber banded back to the server stored location so if packets are being dropped somewhere along the route it is easier to move beyond the threshold where it can be auto-corrected the faster you are travelling and so the more rubber banding that you will experience.
oops misread that - the lag is indeed probably more likely due to the location as more information is being sent to the servers - rubberbanding is a consequence of it.
In particular the WW servers operate across all game servers for both EU and US and so is probably being hit hard and the game servers are having to wait on responses from it. -

You can just copy the EU folder structure across and download the US updater to that folder.
Renaming the updater as you described should work. I believe the only difference between the two updaters is that the EU one contains the language settings - I'm not sure what would happen if you use non English language settings though. The server group appears to be identified from the executable name so if its called CoHUpdater.exe you will access US, if its called CoHUpdaterEU.exe you will access EU.
