Maybe Stateside that's the case but in the UK its managed mainly by the BCS - a professional body by the same Royal Charters as are Doctors, Dentists etc. We have both professional ethics and professional standards set out in the charter. The IEE also do some as does the IAP. I can't remember the EU body off the top of my head which covers the rest of Europe. All work closely together.
University courses are based upon these standards although judjing from the comments I see from US based programmers here and on other forums it would appear there is little regulation regarding standards there. Indeed membership confers the letters MBCS which is indicative of the same level of knowledge as an Honours degree and requires that to be maintained.

You are right in that the profession isn't licensed (in most parts of the world at least) and membership of a professional body isn't mandatory however the rest of your statement is totally false.

Perhaps you need to do some research and find out which professional body DOES manage it in your part of the world.

When I was at school we were taught Winter approximates to Nov/ Dec/ Jan. The actual start and end dates vary according to climatological factors.

I tend to take the Axe over Sands as at least when you miss with it you aren't left rooted in place for ever. It also seems to have a *lot* better to-hit than Sands.

sound like this could potentially be a UAC issue (assuming you are running Win7 or Vista)
I assume the game was installed with admin rights either before upgrading to Win7 or Vista or after having allowed the installer to elevate privileges.
These priileges allow write access to the Program Files folder and other protected locations.
If you don't allow privilege elevation when running the game then it won't be able to write to that folder and Windows behaviour is to save the changes to a local copy leaving the original unchanged. If the game picks up the value from the original locations you will see the old values.
