It could also happen if he has said no to the UAC elevation prompt as the default install location is in the Program Files folder which is a protected location.
Assuming he said yes when installing and then no when running the install would be made to the program files folder and the file in there would be read by the game but when saving it Windows would write to a cached copy which would then mean those updates would never be seen. -
The 1.04V VCore min looks odd as well unless your PC had just come out of hibernate.
And I don't believe that 675000 RPM figure - I suspect thats more a bug with the hardware monitor though. -

This may be down to the type of cable you are using to connect your monitors but even a basic VGA cable should pass back the monitor details - I'm not sure about the HDMI spec if you are using that but would expect it to do so also.
However your CoH resolution is set higher than Windows is reporting that your monitor is capable of. This may be part of the problem.
Check if you have a driver disk provided for your monitor and install that if necessary - most won't need a specific one as the drivers provided with Windows are fairly comprehensive.
Then run the harware detection wizard. It should be able to detect both monitors correctly, reporting back Manufacturer, model number, and max resolution -
This is a bug that has been affecting all trials using multi team leagues for some months now and has been widely reported.
When the league enters the trial all teams will be disbanded and will be recreated as people zone in. The first person to zone in will get league leader status, and then the teams should build back up as they were originally hower its this recreating of them that is broken.
The league leadership is mostly annoying as the person getting it probably isn't set up to display everyone and so it can take a while to locate the original league leader in the team lists and promote them so they can restore the teams.
The team leader changing isn't such a problem on iTrials as everyone has to be 50 anyway, the Hallowe'en trial also set the team level so it wouldn't have been an issue there either. You may have highlighted a problem which may have been seen as minimal impact previously but if new trials don't impose a level it will have a greater impact. -

I've been using the same wireless connection and 1GB of RAM to play the game just fine for years. I don't think that's the problem, considering the only thing that changed was the graphics card. Integrated graphics are disabled in the BIOS. Again, the only game I'm having trouble with is CoH so far.
Also are all the other games you are running using DirectX? CoH is an OpenGl game and so they may not be directly comparable. -

A couple of thing I'm noticing there
You have a wireless network driver there - are you actually connecting over wireless as that can affect game performance.
The other is that you only have 1Gb of system RAM and your pagefile usage is showing 500Mb out of 1Gb used. If you are having to swap memory to disk on a frequent basis that will cripple performannce - generally you will see lots of nasty red lag spikes corresponding to the page requests.
I'd suggest loading up Perfmon or even task manager and monitoring page requests/disk usage to confirm if that is a problem or just a one off issue.
Oh wait - integrated graphics on the MB. Check that this is actually disabled in the BIOS -

Its up to you as to whether you use them to unlock a slot with a character already in it or an empty slot.
Note this will only work if you haven't already allocated the full number of slots to that server whilst VIP -

Nope since then - this is the past year - I'd played it during the reactivation period last year but not since until just before Freedom launched -
Based on what happened with my old US account when I reactivated it, having not played it for about a year, the items I had in auction slots were still present as stored although the auction itself was cancelled. I'm sure I had some things up for sale as well as any buy requests.

Note the link refers to the .NET 3.5 framework. This is significantly different from .NET4 so if you have .NET 4 framework installed but not .NET 3.5 you still need to install .NET3.5

well the driver does control what fan profile you use and also the default settings for it so perfectly possible.
I'm not aware of any AMD/ATi drivers that seriously messed that up (otoh NVidia did with about 3 versions of theirs).
I'm assuming you don't have your pc sitting next to a heat source - drawing hot air in won't help with cooling!
Apart from posting up your specs from the links already supplied by NewChemicals check that your graphics card fan(s) are working and not clogged with dust. Then do the same for your system fans. (Whilst your at it also check your CPU and PSU fans).
Some zones put a much higher load on the graphics than others - Praetoria, Arachnos Bases, one of the Labs, the new Atlas are all known to be particularly high.
Its sounding like your system is running near to its thermal limits normally and the extra demands from complex geometries are pushing it over the edge. -

You can use it in the corridors through the lifts and also in one of the vaults (that one's almost certainly a bug) and also in the Ski Lodge, elsewhere TP supression is in effect so no TP of any type including Base, Mission and PD in the main area will work.

If you do try and use your Base teleport power when in PD - you will get the prompt to choose the base but it wont take you there and you power will start to recharge as if its been used.
Assuming you use it from an area that isn't suppressed there are another couple of possibilites.
Base shut down - you will go to the base and be immediately kicked back to the base portal exit location. Not sure if there actually is one for PD - there should be for all zones - its not the same location as the portal in most if not all zones (some have an exit location even though there is no portal Striga, Hive etc)
No base created - in this case you won't leave and the tp power will be used and need to recharge. - this could also happen if the base server is down. -

I have to argue with customers that when you take a backup then delete a file you don't really want to go into the backup and delete the file there as well. -
Given that this was taken during the day before you expected it could this be a time zone issue.
They take it out at 12:00:01 am 13 Dec 2011 their time but that is 16:00:01 pm 12 Dec 2011 your time. -

You mean you get weeks off from support? Sounds like a dream job.
Hmm I also forgot the "User stuck on other side of Atlantic due to ash cloud" that I had a few months back. - that was about 6 weeks and the reason you can't get back to them is because they've left the company - at least after finding that bit out resolving the problem is easy. -

The process of fixing something like this
Receive bug report
Attempt to reproduce bug from typical inadequate report typically ~5-10 minutes
Contact user to clarify - probably multiple times as users don't tend to respond ~ 5 minutes to 1 hour
Reproduce bug and identify cause of problem 15 mins to 1 day
get bug for approved to be fixed ~1 hour - 1 week for decision
If not approved put aside and fix something else until its priority increases.
When approved refamiliarise yourself with the cause ~5 mins to 1 hour
Check out code - few seconds
load code and any necessary prerequisites into editor - ~1-10 minutes
fix code ~few seconds to few hours
Developer test fix ~5 mins to 1 hour - (do the changes work)
check code back in - ~1 minute
carry out QC procedures ~1 hour
send for testing ~1 hour-1 day - (do the changes break anything else)
release to beta test ~1 week
release to live
as you can see that 5 second fix can easily take over an day after approval before it goes to beta, and can easily be a week or more just to get it approved.
The biggest problem as I said is that the bug reports received almost always do not give sufficient information to reproduce the bug - far less reproduce it consistently and if it can't be reproduced it can't be fixed. If it can only be intermittently reproduced then expect the time to diagnose the problem to increase at least 100fold.
This problem is not limited to CoH or even games software - its all software. I see it all the time where I get a screenshot of an error dialog with no clue as to what the user was doing when they received it - and that is when the users are being paid. -

Note also that accessing disc cache is a *LOT* slower than accessing physical RAM and this can be seen in CoH as lag spikes when your system needs to page memory to and from the cache file.
In short unless you fully understand how memory caching works don't disable it.
Ideally the cache should be located on your fastest disk and if the OS supports it then use a dedicated cache partition rather than a cache file (*nix variants do, I don't think Windows does). Just don't create a RAM disk and then put the cache on that! (actually that could be valid if you have more RAM than the OS can access AND have drivers and specialist software to access the rest. - Upgrading to a 64bit OS would probably be cheaper though.) -
You must be either a Hero (for Hero Merits) or a Villain (for Villain Merits) - you then must run 10 hero or villain tip missions (more if you let some of them time out) and then the Morality Mission - choosing to confirm your current alignment. Once you have confirmed your alignment you will find the reward option enabled on successful completion of one of the SSA arcs.
Note specifically Rogues and Vigilantes cannot earn them. They would need to run the 10 tips and Morality to become Hero or Villain and then a further 10 and a Morality mission to confirm their new alignment.
Note also if you change alignment any unspent A-Merits will be lost.
