Actually, I did in Outbreak the first time I started and I was rushing and didn't move my powers on my toolbars. I self destructed as soon as I entered the door mish [which I didn't do the second time].But it was still worth it, opened 3 presents, got Candy Canes for 2 of them. Both sold for 68k each, listed at 10.

Best I was able to do below (around 659k in 29:44). I'm wondering if just grabbing 540 AE tickets is just faster. I know if I get a friend to help me, 540 tickets are easy, but that would be against the spirit of this exercise.
Not sure if there's a character that can rack up tickets that quickly at level 2-4.

I suspect some of the higher end IOs may go via direct player sales eventually, especially during this time of free server transfers. -
Might be more trouble than it's worth. I have a few influence capped characters so I'd have to arrange to influence transfer to one and then screen cap. I readily recognize that I'm not close to being among the wealthiest. I also spend like a debutante with her daddy's no limit credit card. Along with that 3% PvP IO, I also picked up a Panacea proc and a Panacea heal, which set me back another 2.5B. That's 4.5B influence gone.

I've done this several times.
1. Do the tutorial, don't go for Isolator obviously. Make sure you get the two large inspirations, but don't use them. 5 mins.
2. Go to Atlas Park, train up at Ms. Liberty for level 2. Sell the two training enhancers for 40 inf each, now you have your listing fees. 1 min.
3. List the two inspirations for 10 inf each. You'll get around 5k for the red and 35-50k for the green, starting you with a minimum of 40k.
4. You can hold 1 recipe, but 10 enhancements and probably 10 salvage (these values are probably wrong, but they're close enough). Do the following:
a) Buy up any SO for 500-5000 inf. The level 50+ power 10 SOs (accuracy, damage, recharge, end redx, etc.) are worth more and worth bidding at 5000. The non power 10, lowball. I can usually fill up with 10 and for under 40k. At this point, go back to the trainer and sell these. You should have around 50-80k profit, giving you about 90-120k.
b) Use the 120k to buy up another round for SOs and to buy 1 level 50 common (not rare or uncommon) recipe.
c) You can also start lowballing uncommon salvage. I usually pick on Alchemical Gold or Pneumatic Pistons. Buy up a stack of 10 to sell.
d) Repeat steps a through c for about 10 trips and you will have 2M easily.
However, in reality, I never do this. I get enough for 100k or so and then just go play. Money drops like rain just through play, and the 100k is plenty to do some low level marketing. My characters typically have 40-50M by level 20 with modest marketing. -

Why did you go with /Electricity? Why not /Energy for Boost Range, Power Boost, and Build Up, plus a level 1 power that knocks enemies out of melee?
Or /Devices if you want the immob to be only an immob? Plus the other utility powers, and the Gun Drone with its ranged attacks?
Or even why not /Mental for the ranged Scare?
Also, disagree with his suggestion to slot secondary effects on attacks. Pound for pound, the bread and butter accuracy, damage, end redx and recharge are better choices in almost every way if you go with SO slotting. If you can sneak in some of those via IOs, then maybe, but I'd still recommend forgoing that and just enhance the "bread and butter" enhancement values (acc, dmg, end redx, rech).
-Def is simply less valuable on a blaster because of the access to build up and aim. The only situation where I think it might be decent is against Capt. Mako in the Statesman TF as a poor man's debuff. In every other situation I can imagine, build up and aim will allow you to overcome defenses more readily if not outright defeating the foe targeted, rendering the -def moot anyway.
Also, aim does *NOT* buff defense. I'm thinking the OP meant buffs tohit which is something different. -

400, 800 and 2500 are the magic numbers in the game minion level hp, lt level hp, boss hp, respectively. Full auto with out build up just doesnt cut it. With build up the minions are cleared a lts and bosses seriously hurt. Toss in the fact that /dev requires prep before every spawn well you have just attached a giant time sink to your play. The reason that it doesn't do well with teams is that except for certain crotoa missions and respec trials the team has killed the spawns by the time you have set your mines, caltrops and summoned the gun drone.
There is good reason devices was the set that was most resoundingly selected for complete redesign voiding the cottage rule in the recent thread on the topic. Ar + Dev is a great theme but not so hot gameplay -
Do want us to post what we've created up to this point or what we've posted up starting today? I've done 16 rolls of 30-34 at this point, and I sort of stopped keeping track.

I tried the same combination and hated it. I leveled it to level 38 and deleted it. It's a great teaming toon, awful for soloing. Again, purely my opinion. I'm pretty particular about what characters should be able to accomplish at certain levels, and AR/Mental didn't cut the mustard. Strangely, my AR/Ice and a Rad/Mental both succeeded where AR/Mental failed.

Melee defense
Ranged defense is a nice to have, but remember you still have resists and your heal. Melee attacks from mobs hit harder than those from range. Plus as a MA scrapper, you'll be spending the bulk of your time in their faces. Max out melee defense first. -
My opinion based on having multiple AR characters:
Blaster
AR/Energy = Boost range and AR cones
AR/Ice = Very strong synergy. Ice manipulation provides great mitigation tools and build up. Slows in secondary allows for slow animating AR attacks to function well.
AR/Devices*
(* = acquired taste, different playstyle, mostly solo)
Corruptor
AR/Cold = AoEs + sleet
AR/Rad = AoEs + EF and a self heal/AM
AR/Dark = AoEs + tar patch
Defender
Traps/AR = Thematic and AoEs + Acid Mortar
Cold/AR = See above for corruptor
Sonic/AR**
(** = Heavily IO'ed build that caps smash/lethal resistance along with soft capped range/AoE defense)
Again, this is just opinion. Other players will probably cite different reasons, and based on playstyle, their reasoning is probably just as valid as mine. -

It's unnoticeable most of the time. I'd skip it and put something in instead that gave you better enhancement values. The other five decimation IOs short you on damage by quite a bit.

Okay, not going to do the Freakolympics arc for a while. Last night, still buzzed on champagne, I blitz through the arc three times for 99 merits. With some leftover merits, I did 5 rolls:

Not exactly the best rolls, but they're up there. The Edict of the Masters and Luck of the Gamblers are dirt cheap of course. -

And yeah, I would definitely PvP again if it were fixed. If they brought skill back into it and not reduced it to a game of damage spam. But they'd have to do *a lot* of fixing. It's pretty borked as it is right now. It wasn't pretty back before issue 13, but it was a far sight better than it is now. -

Right now I am suffering from alt-itis syndrome. I’ve made far too many alts and now I’m interested in trying my hand at a controller. Sure, I would love to be able to solo AVs for the challenge and I also like farming. I don’t have much influence atm, maybe 300 million, but I don’t mind working my way up. Also of note is that I’ve only got 2 level 50s and both are scrappers. So far the others have all retired. But, I am looking for a new play style I just have not found it yet. I enjoy my human only PB too, but he seems to be more of a side distraction atm.
I should also mention I normally solo. I’ll join a team when I can, but I tend to go afk a bunch due to work and family.
Now, of course I might get into the pet concept later as my toon progresses, but from the start I just don’t “feel” it.

It's my contention that the game is vastly different for people who belong to strong social networks and those who don't. This is probably obvious to a lot of long-term players. If you have membership in some of the key global chat channels, all of a sudden teaming opportunities, the opportunities to take part in task forces and raids (at almost all hours) or even to PL your alts to 22 (so you can slot SOs) become things you take for granted.
The game is vastly different for those who aren't socially active. If they are on a team oriented character, their sole source of fast xp could be pick up groups which vary in quality from good to very poor. Supergroups can help, but I find that many SGs (not all of them, but many of them) are former shells of what they once were. Long time players have many characters, and many SGs are often just warehouses for alts.
As the game has matured, I've noticed that many veterans have carved away a social niche for themselves, surrounding themselves with people with similar experience and in-game motivations. This isn't a bad thing, but these niches are often hard to crack. Public chat channels still exist and some do thrive, but I've seen more than a fair share of them become inactive or, worse yet, degrade to a level that they are only slightly better than broadcast and completely worthless as a teaming mechanism.
I have no real agenda in bringing up this topic, but I can't help but feel that this phenomenon is somewhat related to the declaration by many players that some servers are virtually empty. Certainly player populations on the smaller servers can shrink down to a handful of players in off peak hours, but I wonder if it's because those players are teaming with friends on other servers, finding teaming opportunities through their social network.
Also, I think CoH/V could be a somewhat unwelcoming game for a new player. The player base is mature and somewhat insular (which is somewhat expected for a mature game). I think it's somewhat difficult for a new player who might only have a handful of characters in their teens to match up with a group that have multiple 50s. I know there are players who go out of their way to help a new player, but eventually, even they want to play the characters they enjoy and not get stuck "baby-sitting" all the time.
Is this a problem? Probably not. It's anyone's guess on how widespread this is. And this post is based on only one player's observation, so it just comes down to my opinion. I have absolutely zero scientific fact or data that can back up my observations. However, I am a little concerned about how truly welcoming this game is for new players. Admission into one of these "gated communities" can often open up a world of opportunity for a new player, while a player without membership could see a mostly empty landscape. -
Fire manipulation on paper sounds like a decent way to supplement a primary which is largely single target. Unfortunately, that's only on paper. In reality, you'll take way too much damage before you get a chance to unleash some of those AoEs. Combustion and burn in particular will root you and will cause you to die before you finish animating the power. This isn't to say they aren't decent if you're teaming alot, but you'll rue them if you're soloing.
Fire sword circle is a nice power. Fast and does good damage. Blazing aura isn't that great largely because you have to be right in their faces for it do damage. Not so great for a blaster primary like ice which has long range blasts. I'm not a fan of hot feet, largely because it draws a lot of aggro for minimal damage (yes, I'm aware, it can do a lot of damage over time, but we're talking blasters without mitigation, not fire controllers).
I'd suggest you reroll if your blaster isn't high level yet and if you're not particularly tied to concept. There are better synergies with other combinations.
Fire/Ice - opposite of what you have but better. Fire is high damage, and have both good single target and AoE options. Ice manipulation, as opposed to having just more damage, actually has some nice mitigation utilities such as a hold, an AoE -recharge and slow and ice patch. It's a pretty solid combination.
Rad/Fire - works better than Ice/Fire because you have a PBAoE damage powers in the primary that work with powers like fire sword circle. Point blank damage powers work pretty well if you can deliver them quickly and defeat your foes before you take much damage.
If you're dead set on playing this combination, the advice that Laevateinn gave is solid. -
The 'Green Deer' as my SG mate calls them will debuff defense with quicksand and earth attacks. Yes, you have lots of debuff resistance, but at +2/x8 you'll be getting hit more than normal in the BNY missions.

I tweaked your build a little and came up with this. I boosted your regen to 309% and boosted recovery a smidgen. I also took out a lot of procs out of your powers/attacks. While they're fun, they aren't exactly effective. In particular, slug had no accuracy in it. :/ I kept the hold proc in gun drone...that's an interesting use for that power I hadn't thought of. Gun drone could be pretty interesting as a proc bot.
I ran out of slots actually...
