If you simply removed level 53 bids and removed all recipes/IOs over level 50 (51-53), then players would come up with other ways of storing the access influence.
The simplest way would be to create bank characters and store an excess 2B that way. However, I'm sure you'll point out that there would be limits to how much such a thing can be done.
However, you can also store access influence not just through bids but also sales. Consider you had two accounts. Account #1 buys up all the level 12 confuse trainings on the market and lists one for 1 inf. Account #1 buys it for 2B. Account #1 just sold his 1 inf for 2B and never cashes it in. Account #1 has just stored 2B without having to resort to a bid. This method doesn't require any level 53 recipes, and is just a variation of the influence transfer method a lot of players use. If you don't have two accounts, a trusted friend or SG mate could be used as well.
Finally, as other posters have pointed out, simply reducing the amount of influence that can be stored won't do a thing to reduce price inflation. That's flawed logic. The issue isn't just storage but also how quickly a player can accumulate influence. I can get from 0 to the influence cap in 6 days. I've done it 9 times. There are other players that can gain influence just as fast (if not faster). The restriction you'd put on how much influence we can carry wouldn't affect us much at all. Further, I have multiple characters I can farm with, so I could even rotate them as I needed.
I understand that you're making a suggestion to perhaps help those who are less capable of making influence. However, the problem you are trying to tackle is much more complicated than can be solved with a simple (and somewhat misguided) solution. -

Thank you OP for your post giving your experience with these powersets I'm sure that someone somewhere will find them very helpful, and I'm pretty sure newer players arent going to worry about a 20% increase in dps vs an 18% increase or if one power activates .03~ seconds faster. Most new players when they first start are thinking "Oooh this power comes up fast with big numbers over the baddie I like" .... or maybe thats just me when I first started lol....
The OP gave good power set suggestions with bad information. No one is disputing that sword/wp and sword/regen aren't good (though not the "BEST"). They are disputing the "facts" that come along with it, which are WRONG.
This forum, like any online subcommunity, has a tenor and tone. It's helpful but most of the prominent posters are min-maxers. The good thing about min-maxers are that they're blunt and will try to be as correct and as truthful as possible. The bad thing about min-maxers are that they're blunt...feelings can sometimes get hurt, especially if a poster is confronted with truthful information, even if it's presented in a non-confrontational way.
I personally think it is for the very reason that this forum is populated by numbers-oriented forum personalities that new and veteran players seek it out. They know they'll get the truth. It may not be candy coated but correct information is always more valuable than exaggerations or outright falsehoods. -

Also, I wouldn't worry about exemping down that much. I think it's silly. You still have more inspiration slots, more slots in powers than characters at the native level. Set bonuses are pure gravy. How much do you have to stack the deck anyhow? I find it funny when I see a level 50 character who claim they can't function if they exempt down to say level 23 because loss of precious set bonuses. A level 23 hero only has 10 inspiration slots and probably doesn't even have most of their powers with more than 4 slots. This game isn't that hard. -

However, Kinetics is probably the standard "skip fitness" set. Transference at 26 means pretty much infinite endurance.
I can imagine TA and Traps also being endurance friendly enough to play without fitness.
I've played a sonic/dark corruptor without fitness and I found it was playable, so a dark/sonic defender probably is doable as well. -
Heh, I figured this would be the reaction to the OP. I resisted nitpicking and tried to prepare him for the worst.
While this is a very friendly and helpful forum, it can also be harsh. There's been more than a few posters who've come in here with an "ultimate" build and been humbled rather quickly. I know I've been on the receiving end of such criticism. Ultimately, if you can get past the blow to your ego, you can come away with a lot of knowledge. I know that's the reason why I regularly visit this forum. I still learn things here that I wouldn't get elsewhere.
The scrapper forum is like build boot camp. Builds are broken down and made better. -

And no offense, but the information you posted is hardly earth shattering. I think you're going to have to come up with better stuff to wow the tough (but friendly) crowd here in this forum. It's what you get for posting in a forum filled with stat and build junkies. -

Bomb conjures up a number of tech sounding secondaries: sonic blast, electric blast, dual pistols (when available), archery, rad blast.
Acid Bomb IMO would be a name better suited for a villain. -

I took your build and put it side by side with mine. I still don't get it.
I did a power by power comparison and for the most part our recharges and end cost are a wash because some of mine were better and visa versa.
You damage was better but only by 10% on two powers and less that 5% on the rest.
Soul Drain gives a tohitt buff so kismet seems like a wasted slot.
Hasten only has two slots, that screams to me that it is underslotted.
You picked dark consumption over touch of fear. DC can only be used at best every 60 sec. If endurance is not an issue, then to me it is a waste. TOF recharges every 3 sec with a mag 3 fear plus a healthy tohit debuff that I understand stacks. I don't understand how DC is better.
Also, my regeneration is 100% higher.
All other numbers in my opinion are fairly close. I know you probably threw this together and could probably make it a little tighter.
I still don't understand the feeling that you guys think this build is gimped or somehow less than he could be.

1. Use of Kinetic Combats in all of your primary attacks. 22% accuracy and 85% damage isn't impressive. I realize you have global bonuses, but so would other builds which would stack those on top of 60%+ accuracy and 95%+ damage. Over time, that makes a difference. Further, the endurance and recharge stats of your attacks are mediocre at 41%.
Also from a set bonus standpoint, Kinetic Combats only offer 1.88% melee and a modest hitpoint boost. They pale compared to other choices you can make in those slots and are far more expensive to boot. Consider it takes 2 sets (8 slots) of Kinetic Combat to make up the 3.75% melee defense granted by 6 slotting Touch of Death or Obliteration. The fact that you have 4 sets of 4 Kinetic Combat points to slotting inefficiency.
Another consideration is that if you ever exempt down, you'd only have 22% accuracy in many of your key attacks, even if you managed to keep some of your other set bonuses.
2. Use of mules / poor slotting. You have health, touch of fear and manuevers all 6 slotted.
*If you are 6 slotting Numina for the ranged +def then it's much better used in true grit, where you'd get hipoints, all the set bonuses and better innate regen.
* While sipon insight does give melee and AoE bonuses, there are other ways to get those that are much more efficient. Grabbing dark consumption and slotting it with Obliterations for example would yield you melee +def and the AoE defense could be grabbed by just slotting super jump with 1 more slot of Blessing of the Zephyr.
* Manuevers at 6 slots is wasteful because there are many better ways to get the 5% recharge bonus and the ranged defense. From an enhancement (not set bonus standpoint), the last two sets do almost nothing for your build. You could've gotten an equivalent amount of ranged defense by 6 slotting one of your attacks with Mako's Bite for example. Another attack could also take Crushing Impact. Makos and Crushing Impact add hitpoints, accuracy and minor damage buffs and do more for your build than Red Fortune would.
3. Dark Consumption is better IMO for a number of reasons. One it's an AoE in a set that is AoE light. Two, it replenishes endurance is a power set that can be very endurance hungry. Three, since you're soft capped, the tohit buffs from Touch of Fear lose alot of their potency. It probably doesn't contribute much to your survival. Four, from a set standpoint, it takes the Obliteration set which adds melee +def and recharge.
4. For as much as you spent, you only managed +47.5% global recharge. That isn't a stat that most of us would consider "beastly". It's merely average, maybe even below average. If you're shields, you want a high global recharge so you can abuse shield charge as much as possible 60%+ would be pretty good, but some builds have much, much higher.
Anyway, hopefully this is helpful. At the end of the day, none of our opinions really matter and if you're happy with your character as-is then that's all that counts. -

If I don't auto my mez protection, I'd auto hasten. Even on characters with toggle mez protection and no hasten, I wouldn't do this. Also, I find the auto firing mechanism to be a tad unreliable. -

This game has always been casual player friendly. What that term means can be debated forever with no resolution, but applied to a specific example like "should we open up epic ATs at 20"... you can run it through the filter of "is that a move that helps the casual player expirience more of joy this game can offer... the answer is quite simply yes.
I see no harm to have them accessible to a larger number of players. My e-peen will survive the fact that it's easier for newer players to unlock them. -
Aye, Willpower. Strong with just SOs. Shield defense requires some modest investment to get the same level of power, though with heavy investment shields becomes arguably the strongest scrapper secondary.

Also, make sure you've tried to logon with caps locks and num locks off. Passwords are case sensitive.
Finally, there is a posibility you've been hacked. There isn't, at this moment, any issue with the account services for other players, so this is an issue with just you.
If you suspect that you've been hacked, I would strongly urge you to scan/clean/inspect your computer prior to typing in any passwords. There could be a keylogger on your system. -

Back to the question posed by the OP: as Umbral suggested, Kat/WP or BS/WP are both very solid choices and are strong right out of the box. -

I'm of the belief that better innate regen + recovery is just better in most cases than aid self. If you need to solo an AV, bring along 3 small greens. When you're below the soft cap, aid self is useful, but when you're approaching the soft cap, it becomes relegated to a situational power, and one that can be replaced with inspirations that are commonly available. I would never have it on a soft cap build unless I'm building narrowly to beat AVs without inspiration use.
BTW, I made my first soft capped kat/sr when BoTZ IOs weren't available. So, I know how to build them without using expensive IOs as well. However, there's no arguing that BoTZ make it easier. -

yes but the Gaussians gives the 2.5 all around to make the soft cap. take it away and you fall into 41% - 43 %. Plus there are times when it feels like I can't hit something, use FA, and then I hit it frequently. Again, it's a situational power but one that aids in situations I find rather annoying.
Boxing tough.... ugh, now there is a waste. It's funny but I threw in that part about "Could go box/tough but I already" part in there cause I knew I'd get "Go boxing/ tough" Seriously when do people actually USE boxing? It's a completely wasted power. Even more than the ones I picked.
And picking up tough just to slot some expensive IO in it isn't really my style as I'd never turn it on. It's not that amazing when it's usually your only resistance and I can get the +3% through IOs anyhow. Hence why I passed on them.
So, if you had a million dollars would you look at it and say: "I have too much money. I guess I'll have to throw it all out." and then drop down to where you had to continue working 40 hrs a week to survive? No? That's how a view Aid Self. You can't have too much of a good thing. Plus miracles add to AoE defense. The redux is just because I didn't have anywhere else I wanted to slot anything.
However, on the "How much do you plan on getting hit?" question. I'll answer with "Depends on what I'm fighting" Some things in the game still auto hit. Some things have higher accuracy (Bosses for example). I feel stronger having powers that SAVE me when I run into these things as opposed to having powers just because it's the norm. -

I see a lot of wasted power picks and slots in that build.
I'd dump elude and focused accuracy in a heartbeat. Both are completely unneeded. You're already at the soft cap, so all elude gets you is +run speed and the endurance bonus. Both can be made up by just slotting Gift of the Ancients in the places where you currently have Red Fortune. If you're really concerned about endurance burn in long fights, take conserve power and slot a recharge IO in its default slot.
I'd take anything other than focused accuracy, especially since you don't need the +perception. I'd slot a kismet +acc in combat jumping and call it a day. You also won't miss the .45 end/sec cost. The Gaussians can go into Build Up.
I'd take all those slots and move them to health and up both recovery and regen. Also, you should pick up physical perfection since you've already have body. Your other pick can be either hasten or tough, depending on preference, both can be useful. I'd lean towards boxing/tough.
I also think aid self is way overslotted. 3 slots: 1 end/heal, 1 heal/rech, 1 heal/rech/end is all you need. How much do you plan to get hit anyhow? The interrupt redx isn't as needed that much in a soft capped build, but it doesn't hurt. Practiced brawler can also shed a slot. With the recharge you have, it's perma with just 1 recharge. -
tl;dr version: continue improving teaming, costumes and content
In my mind there are three features that are largely responsible for the longevity of the City of Heroes franchise and arguably raise it over some of its competitors. If I was responsible for game development, I would ensure that these features were constantly enhanced and made best in class.
Teaming
The City of games have arguably the best teaming mechanics in the market. This is the game that pioneered features like sidekicking and the looking for team search interface that has been widely leveraged in other games. What's more, subtle things like having the number of enemies scale automatically to the number of teammates allow for very quick ad hoc additions/subtractions of teammates without having the mission become too hard or too easy.
However, many games have made advances in this area. World of Warcraft, for example, has introduced a very popular feature that allows you to join a pick up group at a click of a button. Say what you will about this feature, but the people I've talked to who have actually used this feature are largely positive about it.
This isn't to say that I'm advocating having this feature in this game (though admittedly, I'd like it). However, there are two enhancements that I think could improve teaming substantially without resorting to an automatic grouping function:
1. The first is the oft requested 'Looking for More' feature that allows teams to advertise if they have open spots. A text field could be included so the team could state what they are looking for or if they'll take any character/AT.
2. The second feature would be a global chat channel directory. The directory should allow for the use of meta tags that could identify the nature of the channel (teaming, TFs, social, RP, etc.), show whether the channel is public or private and is accepting new members. Chat channels, more than SG affiliations, has become the primary social grouping mechanism in the game.
Costumes
Character customization is another area where the City of games have set pioneering standards. Many players get hooked to the game when they get exposed to the character creator for the very first time. However, the competition have noticed and have answered. There are now other games that boast fairly impressive customization features of their own.
Issue 16 brought power customization, a feature that was long wanted by much of the player base. I would hope that the developers continue in finishing out this feature, allowing for the customization of epic ATs, epic power pools and perhaps more customization options.
The other thing I hope to see is the inclusion of more plain but flexible costume pieces. The booster pack costume pieces look great and while clever players have figured out how to use them for a variety of different characters, the pieces aren't as flexible as a new (but plain) boot style or a new jacket. I look at booster packs as akin to the Star Wars or medieval-themed LEGO sets. The packs contain a lot of intricate pieces that usually work better as a unified set than in mixing and matching. I'd like to see more plain LEGO (costume) pieces that are not limited by a preconceived theme.
Content
With the promotion of War Witch as lead developer, one of the game's new emphasis will be content. That's a great move since while the content and lore of the City of games is rich, years of playing the same content have made much of it stale for much of the player base.
Here's a few things I'd like to see:
1. Less warehouse, office, tech lab, cave maps. While such a setting suits some of the low level thugs you see in Atlas Park or King's Row, they aren't really suitable when you face high powered villains such as the Rikti. I don't think it's a stretch to say that these maps are overused and should be phased out as newer and more interesting maps become available.
2. Continuation of the Coming Storm overarching story. When Cimerora and Ouroborous was introduced hints of the Coming Storm excited lore junkies such as myself. Unfortunately recent issues never developed this story further. This should be rectified in future updates.
3. More villain only content. One of the easiest and most compelling ways to even out the hero and villain populations is to offer more stuff for villains to do. Offering co-op content that allows villains to fight the greater evil is a cop out. Alternate leveling paths, particularly in the teens, where Cap Au Diable is the only choice for villains, would also be very welcome. Further, villains can use a new strike force or two, particularly at levels 10-15 and 30-35. Actually, they can use more than just two, because villains have nothing to compare to the two task forces available in Stirga and the Katie Hanon in Crotoa.
4. Refresh the 1 to 20 game not just in Praetoria but also in Paragon City and the Rogue Isles. The first few levels are your first impression to a new player. It's not much of a stretch to say that such an impression is one of the key determinants of retaining new players. Players should be given a choice to start from any one of the three possible alignments and turn towards one of the other two. It would be wonderful to see branching capabilities as promised in Going Rogue make its way into Paragon and the Rogue Isles. -

I know getting stamina at 20 will help, but does the set just bloom late? Looks like there are some really fantastic tools in late game /kin, which is good cause right now it's just... meh. REASSURE ME DAMNIT!
At the lower levels, you're pretty much team dependent. It's a horrible toon solo.
With that said, once you get to level 32 things get a lot better. Level 35 brings a final end to your endurance issue with transference. Level 38 brings a lot more damage with fulcrum shift - which helps out teammates more than you for the time being. Level 41 is where the tire meets the road. Once you see what a fulcrum shifted fire ball could do, it will all seem worth it.
This is why many of the fire/kins who you see running around have been PL'ed. Many of them will tell you that fire/kins are wonderful to play because they've never actually *played* the character from level 1 to 50. -

Mid's shows it as a 7% -defense and a 9.75% -res. The -res isn't enhanceable, and for for high damage scrappers, 9.75% -res is almost background noise. Oh and it eats up almost 23 pts of endurance too. -

Also, it's good to see that you've versed yourself in the lore of the game. As you play the various story arcs, you'll get to love some of the interconnected stories.

I built a new gaming rig last night and got back into the game after a week away. The Gladiator Armor +3% def had 370 bidders, 0 supply, last sold on 1-24-10 hero side.
Prices of these are not dropping. The large numbers of bidders suggests that a) these IOs are being sold off market for a huge mark up, especially in light of the fact that server transfers are still free, and b) the supply for these is (and probably always have been) exceedingly small.
When I bid for mine, I was able to acquire one for the influence cap after about 6 day wait. There was also only 170+ ebidders, and it has now more than doubled. I have two 2B influence bids for this recipe and neither have filled since I posted them about two weeks ago. Actually, I would've been surprised if they had.
I pretty much agree with Conflict that the bulk of supply for this particular PvP IO is probably from afk farming.
