Roughly the same thing they do with a bunch of printed pictures with numbers on them. Swap them for something that IS of use.
If you get down to full-on Mad Max level, money is no use- everything's barter. You get a little more complex, though, and instead of swapping a cuisinart blade for two hours of battery time and two hours of battery time for a pair of sunglasses, you end up using something inherently worthless as intermediate currency. Gold is a good choice- it is small, portable, pretty, hard to fake [although the bitemarks would probably tend to add up] and it's not much good for anything else.
Then the next thing you know people are standardizing it and stamping something into it so you know it's good and you don't have to bite it, and bam we're back to gold coins. -

I don't make my money creating artificial shortages. Either I don't have the guts or ... something, because every few months I forget, and I try it again, and I lose a couple hundred million and back out.
I've made money wrecking OTHER people's artificial shortages, though... -

As mentioned by Ironblade: the level is the level of the IO you're CRAFTING. You can craft any level IO when you are, yourself, any level.

It's a little confusing. For instance, to get "battery powered" you craft some number of level 15's AND some number of level 20's; they can be either Endurance Modification or Endurance Recovery. So you can mix EndMod/EndRec, but you can't mix L15/L20: it has to be 6 at level 15 and 6 at level 20. (obviously you can do more than 6 at one level, but it won't get you the "memorized" badge any faster.) Then you can make L15 or L20, EndMod or EndRed, as you like for half crafting cost and no recipe needed.
To get the worktable you get all the badges at level 10, level 15-20, level 25-30, and level 35-40, plus a certain "total number crafted" badge. You do NOT need the level 45-50 crafting badges! (They'll help with total number crafted, and they're often a good way to make money. But you don't NEED them.)
I usually go slowly, selling my goodies, through the ones where I can break even or make inf- Damage, EndWhatever, Recharge Reduction, Accuracy, Defense or Resistance (depending on what's in short supply and/or what's cheap to build), Healing, level 15-40. The level 10's are mostly junk that you delete, the mezzes are all junk that you delete. I don't remember what else you have to craft. -

Here's what I generally look at:
* Max level
* Orange recipe that "someone would use"
* Good spread between recipe/crafted AND low number of crafted for sale.
* Only work around 5 of the same IO at one time, with 2-3 niches on a character.
* I usually go for either the most-desired item in a less desired set, or the second-best item in a highly desired set, but that's personal choice. [Miracle: Heal/Rech is not as desired as Miracle: Recovery, but people who are going for a set bonus will frequently jump on the Heal/Rech or the Heal next. On the other hand, people only slot Serendipity because they want another Def/End or something, so you go for the Def/End as The One That Moves. These are not really high-profit examples, necessarily. ]
This is heavily slanted towards my playstyle, which is "hop on 2-3 times a day to flip stuff around." A watched pot is my pot. On the other hand if you were running 100-200 market slots you shouldn't have a problem running 20-50 on a couple of guys.
Go ahead, check Pool C. I'm going to tell you right now that there's at least one recipe that sells for 2 million where the crafted sells for 35 million. At the moment.

I find that the "practical minimum" for many crafted Pool C's is around 10 million. There are utter junk recipes still and always, but there are some things in the middle. Devastation, Aegis, things like that.
If I'm buying specific recipes, something that was very good (and very well known) for a very long time was Kinetic Combat Def/End and Def/Rech. It dropped down last I looked, but it might be back up; it was 100-150 million for a single h/v merit in the golden months, 60ish last I looked. -

For the original question, I had the impression that you got more XP for "+4/x1" than "0/x1" but no more for "0/x8" than "0/x1". I'm not somewhere I can check it, though. -
AE farming vs. level 50 "in-game" farming (cim wall, shadowshard, demon mission, whatever the cool kids are doing these days): which do you think is more profitable?
AE gets you a lot of what you want [eg 15-19 bronze recipes] and none of what you don't.
L50 streetsweeping gets you the chance for purple drops.
I'm content to farm Wents, but I'm just wondering how the Producers Of Raw Material feel these days. -

... ok, usually don't make 10x my investment, but usually I'm making 5-20 million per item sold.
If I feel poor I do specific Alignment Merit-making things.
If I feel rich I play with purples. ("Feel rich" = "Be OK with losing 100 million if I guess wrong." ) There can be a LOT of money in it when you guess right, though.
If I want money fast... well, there's "fast" in calendar terms and "fast" in terms of spending the least time sitting in front of the computer. In calendar terms, running a batch of task forces on different characters, buying alignment merits, and buying trendy recipes is fairly quick. That's a lot of time in front of the computer, though. I actually like going out and beating up badguys; some people would rather not. If you run level 50+/- content you might generate purples as well; when TopDoc published his farming numbers about a third of his inf came from purples, and they've just gotten more expensive since then.
There are various sketchy things which are 1) easy to screw up and 2) not all that profitable. (quasicornering the market on a specific common salvage being a classic way to make lousy money while spending a lot of time and annoying a lot of people. Uncommons may be more profitable, I don't know. )
I only flip things if they're stupidly cheap at the moment, or they can't be crafted, or both. For instance, respec recipes. They stayed around 100-120M for a long enough time to make me think I'd guessed wrong, but eventually I did sell 'em for 200+ million each.
