That's normal. Most computer's fans (especially the video card fan which I suspect is the main source of the noise) are temperature sensitive these days.
When there's more heat being produced, such as when you're taxing your system playing a game, they rev up to full speed. When the system is idle, they slow down since they don't need to move as much air.
As long as it sounds like normal fan whirrrrr type noise, you're good. If it sounds like a grinding noise or something to that effect, it means one of your fans is probably starting to go.
EDIT: You might want to pop your case open and check the dust situation inside. Over time, heatsinks get clogged causing the fans to have to work harder. Things just might need a good cleaning out with a can of compressed air. -
If I'm not mistaken there is no prize for winning. None. Nothing. The entire point of this thing is to have fun and enjoy some excellent art from people in the community.
It doesn't even matter if you're eliminated because you can post a piece that's themed with the month anyway!

This used to happen. Or it happened sporadically. I think it was always supposed to work like that but there was a bug in the animation system somewhere that prevented it from happening reliably.

The game is balanced around level 50. Always has been. Extending out the level cap would require a lot of game balance work to make doable.
I think the case with WoW or whatever is that they had always planned to raise the level cap and worked that into their power/ability balance from the initial design phases. -

Then it closed back up again and we got the end of beta event and then the servers closed down for a couple days until the head start weekend for pre-order folks. -

If you don't have leopard, you should buy the $169 version. The EULA of the $30 upgrade requires that you have a valid Leopard license. That said...
The $30 disc is the same as the $169 disc. It does not check for Leopard before installing.

I totally see your point and do agree with it. Somebody who's an expert in the field has an opinion that probably will bear more weight, being more informed. I'm not arguing against that at all.
What ticks me off is the idea that a non-artist's opinion should be dismissed out of hand simply because they're not an artist. Going back to your plumbing example, the actual plumber is probably going to get it right. But that doesn't mean that the non-plumber is automatically always wrong. I may not be an expert but I can tell that the seal around the drain has sprung a leak or if one of the pipes is broken. I still have helpful commentary to add to the discussion. -

As far as the criticism thing goes... Around here, it's probably better to say nothing or ask if they want critiques. The tone here seems more laid back and geared towards showing off cool stuff than it is looking for critiques. But some artists ask specifically, so obviously they're looking for it. It really depends on the person. -
Yeah, good money says you're looking at the wikia paragonwiki. Which is abandoned and should no longer be used. Either use the link Aett gave or paragonwiki.com (they both point to the same wiki) to get to the correct one.

If it was ever possible at all, it was most definitely a bug.
You were never supposed to be able to coalition hero groups and villain groups. -

We're in a mid-issue lull at the moment. Server load tends to be cyclical, heavy when a new issue comes out, and then dropping off from there until it hits it's lowest peak just before a new issue comes out.
This time, compounded with people wandering off to check out CO (and possibly wandering back in later) makes the effect a little more pronounced. -

Yeah. With a boxed expansion on the way and healthy player numbers still, I think CoH is in no danger of closing up any time soon.

Software designers for Windows tend to shoot for the lowest possible platform (windows xp) because of the large number of people who refuse to upgrade. Mac users tend to stay closer to the latest version.
