It's end draining you've got there with the elec primary. Devices I'm not too sure about, although used in conjuction with elec, it should be good.
In terms of making your character look speedy or seem speedy, I'd think a bot kind of thing would work. Sharp edges, etc. Power wise, well anything caught in Caltrops will make you look faster for a start -
Never bite off more than you can chew at early levels. Always try and 'parry' your target (hitting the mob while remaining out of their attack range, incredibly useful against melee types).
Blasters can take some punishment, more than Controllers can do anyway, when they run out of end, which is never good. Never listen to ANYONE who tells you to strike first, don't snipe bosses in a large group, don't use AoE attacks when a controller has just used Mass Hynopsis, unless the mobs are all green and blue to you and it'll likely kill them.
Having a positive attitude as a blaster also works wonders -

Nevermind, hold my hand and roll an elec/elec blaster, I'm sure we're the coolest blasters out there anyway.

No seriously, I find my elec/elec blaster capable in most situtions, it's now leaned towards straight fighting with a good few melee attacks and knockback / telsa cage / immob with a few stuns flying around. Chuck in BU, Ball Lightning and Short Circuit, I think Elec is one of the best group clearers when you have a tank to hold your hand, or scrapper running about.
I have heard of good things about Fire, Power is always popular (hiss...), I've been impressed by a few Archery, Gun, Devices, whatitsname blasters and Sonic I haven't seen much of, at all

Uh, I use stealth.
Trust me, it works. The thing right now is that a lot of players are putting the Leadership pool into their builds - one of the powers being +Perception, ie, they can see through stealth, Hide, Invisibility, etc - not sure of the exact maths, but that's why stealth has been 'nerfed' (untrue of course).
Just by using stealth, I have surprised a few players in PVP, maybe not stalkers or the builds with Leadership, but enough for me to keep it for my PVE / PVP build.
And swallowing a couple of yellows also goes against hiding players -

PVP. Not a good way to work off work related stress, that much I can say -
I still think that even if it is 3 slots, you shouldn't be able to mass drain EVERYTHING (including bosses) in one go. Bosses are there to challenge you and make you use more than one uber power.

You're kidding, right?
It's one attack that drains endurance in a short range AoE. So what if it only does 1 third to a boss? That's pretty reasonable in my opinion; ever notice your other powers? Lightning Bolt can drain endurance (while transferring it back to you) as well as Thunderous Blast; while it leaves you without endurance for a bit, so are the mobs.

Any particular zone you go to the arena? I've wondered how they work, and only go to the villian/hero PVP areas really, but I'll tag along for this.

I'm known for being a loud mouth git at times, but /em slap normally sorts me out -
I have Swift - Health - Stamina and Stealth respecced into my blaster about a month or so ago, reasonably pleased with it, but I don't want to see the Fitness pool overused on all my alts. He's a little bit harder to take down, he lasts a little bit longer in a fight. Works for me.

I hang around in PVP on occasion on Defiant some nights and I quite enjoy it, but I've been bugged by a villian only power for a while now; I think it's a stalker / brute power (possibly both, since it's only happened to me in melee or short range) and it stops everything hostile I do towards an enemy. Which a) is damned cool b) scary when you get Placated and you suddenly get jumped by lots of sharp protuding objects by magic.
I'm not whining, I just wondered if it's a hold, or sleep, or whatever and if there's anything possible that negates it's effects (which I think are pretty short anyway). -
Frazzle.d, first toon, Charged Bolts, yes, yes, hell yes it's still in my build at level 35. Will I get rid of it if I respec? Nah, probably not, even if I am getting Hasten at 38.
(Though Aim is tempting, but sod it, I just want to constantly be chucking SOMETHING at a mob) -

Corrupters can fight me to a standstill, particularly Ice and Rad types, not really fought the others. Doms....I think I seen one in Bloody Bay once
My first instinct is to go for MMs, I find they're easier to take down, with the lowest HP of ALL archtypes in the game. Brutes come second with droppable toggles, I avoid Stalkers to my best ability.
