Well Zwill did say in his announcement that this was a test of a pilot program. It makes perfect sense that you aren't going to blow a test out of proportion nor give away anything uber-awesome.
You are going to save that for the actual launch of the feature, and hype that up. -

Very true, but how hard is it to add someone to your ignore list? We already know at least one of the devs has admitted that he made use of the ignore tool on those kinds of PM's. That's it for me on this topic. Either they give a bit better thing next time or we don't even bother checking after a month of "next to nothing".
Game developers never learn. You can't give too good of an incentive or too little because players will tire of both and end up pushed farther away from whatever the developers want them interested in than they were before the incentive was added.
They need to give something a little better than "a single one of their cheapest and most unfulfilling consumables", but not something too good.
(Edit: How does Firefox not know that "unfulfilling" is a word when it knows of "unfulfilled"?)

i actually remember it being partially due to technical reasons, i believe when this was brought up a year or 2 ago it was stated it prolly wouldnt happen because it would require an immense amount of work because our powersets are essentially hardcoded with character creation so allowing us to change it would require an infeasable amount of work along with the balance reasons you mentioned

Skynet simply ends back a few hundred Terminator's that have been designed with internal ADM's (Atomic Demolitions) and programmed to go off as soon as they get within killzone range of their targets. There's no reason for Skynet to announce hostilities for a stand up fight. Just quietly and peacefully approach the targets and BOOM as soon as they are in range of ground zero. -

Eh, I'd consider his storm bit to be an APP style thing, Electrical Mastery if that was available to tanks. His main thing is smashy and taking the hits.
It would be much easier to create Thor in the AE as an NPC rather than as a PC.
Or as a dev. I've seen a couple of their characters builds at events in game and they can have every power set all at once if the want. -
