Not just that. There are far too many items (Paragon Rewards, Badges, Purchased Powers, Attuned IO's, etc) in the game that are account specific unlocks for the devs to allow character transfers between accounts.

2 free slots were awarded if a player was subscribed at the release of Issue 12 and for a few weeks after (no longer obtainable). If unassigned, these turned into Global Slot Tokens at Freedom launch. If assigned, these turned into Server Slot Tokens at Freedom launch.
2 free slots are awarded for applying a Going Rogue serial code (if applied before Freedom launch only) (no longer obtainable). If unassigned, these turned into Global Slot Tokens at Freedom launch. If assigned, these turned into Server Slot Tokens at Freedom launch.
1 free Global Slot Token is granted for every 12 months of paid subscription time.
Premium Players receive at least two Global Character Slot Tokens to apply to any server except the VIP-only server, Exalted. Premium Players can unlock more character slots on each accessible server, for a total possible of 36 characters on 15 servers (540 total slots).
Please note that Premium Players can unlock character slots occupied by characters that require further licenses to utilize. For instance, Masterminds and Controllers require 13 Reward Tokens or a separate purchase on the Paragon Market before being able to play them as a Premium Player. However, the game will allow a player without these licenses to unlock a Mastermind, resulting in an unlocked character that still cannot be played because the system has no way of knowing that a player doesn't intend to buy the unlock for the restricted AT's. -

Also I don't know how many Paragon Rewards you were awared for the time your account was previously active, but if you don't have enough already I strongly urge you to get at least 5 Paragon Reward tokens so you can unlock permanent access to the global channels.
The global channels are where most of the games communities congregate. They offer easy communication across all the servers and factions making it much easier to find teams, especially if you play on more than one server.
You get Paragon Rewards one of two ways. 1 reward for each month you subscribe or 1 reward for every 1200 Paragon Points you buy.
Another great way of meeting people is participating in player sponsored event such as Tanker Tuesdays. Each week players with Tanks meet on a different server and run missions, task forces, etc. The only requirement is that everyone runs a Tank.

So cry all the crocodile tears you like about the big bad prices, the fact still remains that the price is more than fair for what we get. You always have the option of doing without and using the other methods to pull enhancements off of builds. -
400 points would be a fair price if they were sold individually per character. However these are account wide unlocks, and the devs are basing the price on the fact that each account can have up to 768 characters on it.

I'm sorry you guys yes I will point the finger now at the community. Whats the problem with it? Some would consider waving a carrot in front of a starving animal, animal cruelty. Well paragon I can be cruel too! There is still plenty of content to get people to spend their hard earned money (when they are earning it).
I remember why I never started to publicly discuss on forums, and other media. So I am gone...not that any of you give a flying fkkkkk.

It's not about being "picky"; it's about being decent and fair and wise.
I wouldn't give a starving man something as harmful as starving or not enough to get a cheap meal at least, though I would rather feed him than give him money as that accomplishes the goal without opening it up to a scam by somebody who ends up begging up to a hundred thousand dollars a year or more. -

If a player wants to strip a build of it's enhancements he or she can buy enhancement unslotters and additional enhancement trays in order to minimize the number of respecs they need to burn if any.
If a player isn't concerned with reassigning the slots on his builds powers he can strip a build by just using enhancement unslotters and never use a respec at all. -

Those were added as part of a response to the issues raised in your Change 1 listing. There were other reasons for adding them besides Respecs, but Respecs were part of the reason. -

I just did a respec for one of my scrappers yesterday. There were enough changes that I ended up losing a significant number of IOs, and to be frank, the "value" creditied for these items is well below market value.
I also dont think i should have to burn several respecs to keep these IOs.
My proposal is to add an email icon at the bottom where you can drop IOs.
An email would be automatically created - sent to your global id with the IO as an attachment.

I cant tell you how many times I'm in the middle of a respec, and someone sends me a tell. You have 2 options, ignore it or cancel out of the respec to respond - then start all over.
It would be nice to have a very small, unobtrusive chat section somewhere on the screen - maybe limit it to just responding to tells.
2. Buy enhancement unslotters and the two extra enhancement storage trays to remove the extra enhancements that won't fit into the 30 slots in your enhancements trays once you start the respec, and put them into base storage, emails, whatever to clear your trays.
3. Use /hide so you won't be bothered by annoying tells.
4. Do the respec in 1 shot.
Oh and the respec pays you what the enhancements are actually worth, not what you can sucker out of impatient players on the market who suffers from "gotta have it now!" impulse issues. -
The OP didn't say anything about reassigning the slots the enhancements were in. Just that he "lost" enhancements he couldn't keep in his trays.

You can't put attuned IO's purchased from the Paragon Market in SG storage.
