That's more of an individual store policy. I've worked at places that flat out refuse to serve drive thru customers unless they were in/on (for motorcycles) a motor vehicle. They wouldn't even cut people on bicycles slack. One place even had a sign posted outside the window that said "No walk up service. Customers using the drive thru must be inside a motor vehicle."

Accessing any of the Incarnate content required Going Rogue. Going Rogue was not a momentary experience. It is a continuing, ongoing expansion and the incarnate system fell under its umbrella.
Again, under the new hybrid business model... there is zero wrong with dividing things up however they wish, but the incarnate system was indeed a part of Going Rogue. Just as the First Ward zone would likely be, if Going Rogue hadn't been added freely to any subscription (which is a nice thing).
EDIT: Just wanted to finish that off a bit better and a bit friendlier...
It's all good, as far as I am concerned and I certainly don't want to have any argument about it in this thread (I see now that it is a highly contested debate elsewhere, hehe). -
So it's one of the bugs associated with the release of I21. All that can be done is notify CS and wait for the bugs to be straightened out.

Not sure why you worded it that way, but you had to have Going Rogue for that system and that was always the case.
The Incarnate system itself wasn't added to the game until Issue 19 which went live November 30, 2010. That's three months after the launch of Going Rogue. -

My vet badges have always been awarded at the time I originally stared my account. So I didn't get them until the evening of my renewal date. In my case the 9th of each month.

Assuming this isn't just a bug that cropped up because of all the stuff being added with I21's release, any account inactivity could delay a vet badge from being awarded.
Do you recall if the account was inactive at any time within the past year? If so you'll have to wait a little longer to get the badge. If not, CS will have to look into it. -

This wasn't a scheduled downtime as it was an unforeseen circumstance when they had to do more hardware upgrades and physically move the servers when they did hardware upgrades last week.
