VIP's get other incentives with their subs that non subscribers don't get. And as Doc Roswell pointed out the stipend doesn't count towards extra reward points.

And the devs disagree since they set it up to be fair to all players.

The outliers of behaviour do damage the game, people burn out and leave, cry there's not enough content, damage the economy, cause nerfs that effect "normal" play etc etc. If you want to argue that all the mechanics to stop "wrong play" should be removed, like Marty and reward cool downs and ambush nerfs then go ahead.
Nor do I feel comparing DfB to AE is a great defense. The Devs haven't stopped AE PLing but I am pretty sure that if they found a way they would.
Now I have to admit I find it amusing that your argument is that the DfB should be nerfed because you claim the "Outliers" cause nerfs. -
Everyone has the ability to get extra tokens thru the market. People subbing have always had to wait, even when they paid their subs in advance. Nothing has changed since vet rewards were first implemented.
Sure it would have been nice if they had gotten that feature to work because it would have been a cool incentive to add to the discounted sub fees one gets when they pay in advance, but it in no way makes the system of getting vet rewards thru the market unfair. -

I would also add that the difference would seem to me that the couple of people I have met that were endlessly repeating the DfB were doing so because they didn't know what else to do. Which is a little different from people PLing the AE.
Orobouros was specifically designed to repeat content.
The AE was specifically designed to repeat player made content.
TF's have always been repeatable content.
Trials are repeatable content.
Raids are repeatable content.
Incarnate Trials are repeatable content.
Zone Events are repeatable content.
GM's are repeatable content.
As to the players that are endlessly repeating DfB's, who cares. There will always be twits that do that in every MMO. The problem isn't with the game it's with the player. They have tunnelvision. They focus on one thing and ignore everything else. That's a personality quirk. If they weren't doing DfB's they'd be doing AE missions, or sitting in Oro, or begging for PL's/farms.
As long as they aren't breaking any rules or abusing any exploits we have no right telling them their preferred playstyle is wrong.
Now if someone wants to be a good player they can try to entice them into trying other aspects of the game. If not mind they should mind their own damn business. There is no wrong way to play the game. -

This system is exactly what new players have been begging for for years because they claimed it was "unfair" that they had to wait for their vet rewards to unlock, and couldn't buy Vet Rewards by simply spending the same amount of money the long time vets did.
The new system is totally fair and unbiased. Everyone that spends the exact same amount of money gets access to the the same rewards. The ones willing to wait can get it eventually thru just their subscription, while the "Gottahaveitnao's" can get it immediately by simply spending the cash. -
This already exists. It is what players use the test and beta servers for. They copy over the stuff they want to test and try it out before they do anything to their characters on the live servers.
For those that don't have access to the test/beta servers, it's another of the incentives for subscribing. -

You can buy the Celestial Set. You get a reward token for every 1200 paragon points you buy. So if you keep buying points you'll get enough tokens to unlock the Celestial set.

It's a hell of a lot easier to PL to 50 using the AE legitimately than it is the DfB and the game and player quality have been doing just fine for years.
The OP needs to get over his DfB paranoia, get his butt out of Atlas Park, and pay less attention to the Help channel. Oh and if he's a free player he needs to cough up the cash to get himself access to global channels and join a few of them, where he'll meet more experienced groups of players. -

If money was their primary concern there are literally thousands of things that players have been demanding that they could sell just as easily as Power Slide and make more money.

In my case, I will almost always solo something like SSA. It's far faster for me to run it and get the hero merit than to actually form the team. Same with most story arcs. Teams provide, in general, a far slower leveling process that soloing - for most of my toons. (Because teams must be formed, tells sent, questions answered, etc)
However, I like my toons to have the Task Force Commander accolade. Aside from the old Positron tf being available in Ouroboros, the rest of the tfs have to be done on a team.
When I hit level 50, I want my toons to be level shifted at a minimum. This also requires teaming. So, it stands to reason that I would be less familiar with some of the "lesser" players than someone who teams on PUGs on a regular basis.
Just my two cents.

You can believe whatever you like. The fact still remains that the devs decided before Freedom launched that unlimited base access is an incentive to get players to subscribe to the game.
The devs have also maintained the position that SG's/bases are supposed to be used by multiple players, and they've gone out of their way to make solo SG's difficult to create.
1. Premium players must invite a VIP into their SG if they build a base that incurs a monthly rent, or they can pay a sub fee.
2. The devs have flat out told us less than 60 days ago that if they ever added a feature that allowed us to send SG invites via email that they would not allow us to send SG invites to our own characters.
3. After 8 years we still have to either use a second account, or get a friend to help us invite our own characters into personal SG's
And nowhere did I imply that the devs aren't interested in knowing what their customers are willing to pay for. The base community encompasses all players both VIP's and non subscribers.
That being said there are many examples of things players have said they'd be willing to pay for but the devs have said in one way or another that they aren't going to allow. They aren't motivated by nickel and diming the players.
In the meantime while you are trying to change the devs minds, you can use the info I've tried to provide you with to make it easier to build your base. -

Wait . . . exactly how do soloists feel the "sting" of DfB runners than people that team? By definition of being a soloist means they don't team with other people so another persons play style has no impact on them.
People that prefer soloing are going to encounter the few clueless players far less frequently then team players because they like playing solo. -
This game has always had clueless players that don't know basic information. Before the DfB they used super sidekicking and the removal of level restrictions to get PL'd in events like Mothership raids, before that it was the AE, before that they hung out in PI.
There are veteran players that encourage their behavior because they just want door sitters whose only purpose is to increase the mission difficulty for them. Heck there are entire SG's that promote that play style. -
I'm not surprised there is no base license. The devs have gone out of their way to make it difficult for us to create solo SG's. Not having a base license is an incentive to Prems to invite VIP's into their SG's or pay for a subscription.
Of course Prems can easily avoid paying rent by simply not keeping the following items in their bases
Storage Items (per bin) 100 prestige
Auto-Doc / Tree of Wonders 100 prestige
Combat Logs / Contemplation Charts 100 prestige
Robo-Surgery / Spirit Signal 100 prestige
Advanced Worktable / Advanced Forge 100 prestige
Expert Worktable / Expert Forge 100 prestige
Robotic Fabricator / Flames of Hephaestus 100 prestige
Radiation Emulator / Enchanting Crucible 100 prestige
Linear Accelerator / Arcane Crucible 200 prestige
Supercollider / Mystic Crucible 300 prestige
For example Teleporters don't cost any rent. One can buy the worktable to craft the teleporter, then sell the worktable. When rent comes due you don't get charged for the worktable because it isn't there.
The devs are well aware of where base interest lies because the base community has been providing that information for years. -
