It doesn't change the fact that the devs intended players to be able to form closed leagues because they deliberately included that feature as part of the queue system.
This isn't a case of players using an obscure work around whose unintended side effect is the ability to form a closed league. Closed leagues are working exactly as intended. -

Does it accomplish what you want for minimal/no cost? Yup!
Premium accounts can't join SG's until they earn 2 reward tokens because SG access is a 2nd tier paragon reward.
Reward tokens can be acquired on Premium accounts by purchasing Paragon Points, So in order to get enough tokens to unlock SG access a player must spend $30 bucks because you get 1 reward token for every 1200 points purchased.
Hardly minimal/no cost. -

Closed leagues eliminates the butt hurt players would feel when they found they were booted from off of leagues they weren't invited to join. Which was happening before the devs added closed leagues.
The devs made preforming necessary when they decided to make the spawning of AV's dependent upon the number of players in the league. I've watched players quit teams after the trial started when they saw the number of members wasn't enough to spawn the AV's. -
And don't let this discourage you from posting future suggestions. While the devs are against this idea you aren't alone in wanting it. We aren't shooting this down, they are.

The devs have flat out told us just after Freedom launched that this will not happen SG's are intended to be social groups not solo groups.
They also said if they were to add a feature that allowed SG invites to be sent via email they would deliberately design it so we could not send invites to our own characters. -

The truth hurts. Some people have an aversion to starting teams. There are consequences for that. One of which is waiting around in queue hoping someone else will start an open league and have a slot available for them.

And if the people complaining about having to wait forever in queue would take the initiative to recruit their own teams they'd be doing the DFB as frequently as everyone else.

Premium accounts are forced to invite complete strangers into their SG's who have to be VIP's in order to have access to base storage. Otherwise they will lose all access to their bases when the first rent becomes due because only VIP's can pay base rent.
F2P accounts can't even join SG's unless they spend money. -

They also have two types of test servers now days. The old test server could be used for testing the IO's and have an automatic timer that deletes characters after a week, while the Beta server could remain as it is for testing new content. They could also give Free and Prem accounts to just the old test server.

400 points costs $5 dollars. So 1000 points equals $12.50. So you're now suggesting the company give people a credit of $12.50 for every character they get to level 50?
Why spend a dime on the market when you can get unlimited points by power leveling. Yeah no one would ever try to abuse that idea.
Just give it up already. You aren't getting any additional reward just for reaching an easily attainable level cap. -

2. Getting to level 50 isn't an accomplishment. It's ridiculously easy to reach with very little effort. -

The only real problem with the new Holiday Trial is that it should never have been turned into a trial in the first place. It was working fine the original way it was designed.
