Speculation? Alright, here's my guesses.

A paid expansion pack with new zones, arcs, mission types, tilesets etc.
Graphics upgrade
Power customization
Going rogue
Less clearly defined AT's that can cross sides at will. ie: anti-hero types like Punisher.
Universal enhancement slots, for post level 50 progression.

Basically, pretty much all the stuff that was in that survey a while back.

If you created the shortcut correctly, then that shouldn't happen. Open up the shortcut properties and paste your target line in here please.

There's a common problem with the desktop shortcut not being created properly. Sometimes it just links back to the installer, sometimes it links to the US version. Both will try to reinstall.

Browse to your install folder (Commonly C:\Program Files\City of Heroes), and look for the file "Cohupdater.EU.exe" (The .EXE part might be hidden, depends on your view settings). Right click and drag this file to the desktop, release the button, and choose "Create shortcut" from the menu that pops up. All should be well then.

Or they could just disable all slots and enhancements, make you fight with unslotted powers.
