  1. Yeah, now that you bring it up, I recall reading Arcana's prediction, but I never kept up with it.
  2. Now, if you're trying to use satellite where your connection gives you a big fat finger whenever the sky even thinks about raining... that's another story.

You're capable of doing more than just pasting a Mids' build using the wrong formatting option without any other substance to your post. I've seen you do it. Why don't you try doing it now?

It is plausible that heroes train themselves in self defense without learning how to be an expert hand to hand combatant, although boxing, kick, combat jumping don't qualify as expert HtH combat.
The self defense pool is called "Super Reflexes".

Let me repeat: having to cast two debuffs to have the effect of one from another set isn't an animation time problem. It's a power sucking problem.
No, I'm making the argument that TA's animation times are a problem: the effects you wish to achieve are generally spread between multiple powers, mean you have to spend more time animating to achieve what you want. The advantage that TA does have is the wide array of debuffs TA has available. I think Radiation Emission is the only one that can really match TA's spread.

You're sort of right. The 2-for-1 thing is merely a rule of thumb, not a fact. It's also more accurate starting from 0% of both, rather than adding to some existing value.

It's also true that it's generally easier to get defense; even the resistance inspirations are poor. If I had to guess (and I do), this is mostly an I9-era worry about making it too easy to reach the resistance cap (and instead they made it too easy to reach the defense softcap).

Defense also helps you avoid mezzing effects, but apart from multi-million/billion inf IO builds, the people reaching noticeable levels of defense are the melee ATs or FF characters, who already have mez protection. Additionally, resistance benefits from always functioning, while defense is always a roll of the dice. Even when you're at the softcap, your opponent has a 1 in 20 chance of hitting you regardless, and critters also benefit from the streakbreaker just like we do.

But even aside from all that, I think the biggest divergence between resistance and defense is that only Brutes and Tankers* are capable of getting the same protection via resistance as everyone can via defense.

    * Masterminds who combine resistance and the effects of bodyguard mode can reach the 90% protection rate as well, and are even capable of going higher.

2.997 times the HP of a lieutenant at lv50, exactly 3 times the XP of a lieutenant. Barring the boss having higher resistance to your damage type than the lieutenant (which isn't a given, especially if we're talking about the 'No Bosses' option which will downgrade a boss into a lieutenant with the same powers as the boss), the boss is actually slightly better XP/time. (Of course, individual critters may have XP modifiers or powers modifying their HP.)

well, 'A' starts off the alphabet. As you go through the whole thing, your hand gets a bit tired, and by the time 'd' rolls around, you can't manage a capital any more. it's like this:

    A B C d e f...

From in-game canon, Shiva was simply a meteor that broke up and landed in Bloody Bay. And... something in the meteor animated skeletons turning them into goo monsters.

The question remains: where did Shiva come from, and how exactly is it reanimating the corpses?

Ditto. And two damage TOs to sell so that I can afford the posting fee for the insps.
  17. The only character who I match anything to with levels is a prototype robot who is limited to X% power level in order to protect the city from collateral damage (where X = current level, so it's only at half power by lv50)

My first guess would be from the same place that the Menders got theirs from. The I11 trailer has Mender Silos saying there are 11 methods of time travel, and the Pillar of Ice and Flame is just one of them. Considering Silos claims to be from merely 1,000,000 years in the future and the Pillar of Ice and Flame is supposed to be from the end of the universe, Silos would have to have use some other method of time travel to retrieve the Pillar in the first place. Why couldn't the Midnighters do the same?
  19. Delete the stuff that doesn't sell for much / doesn't sell very fast? That's really the only way to get around running to the store: delete things.

If you have a portable workbench, I suppose you could craft some enhancements to get rid of salvage, but that only gets rid of some salvage and possibly a few recipes, and quickly fills your enhancements tray.

Edit: OV makes a fair point, but you can only email a single item at a time, and you can only have so many emails sent (20? I think?).

This is only true if you're below the leader's level. Or more accurately, if you're more than 2 levels below the leader, your level is increased -- why are you complaining? If you're 1 level below the leader or equal to the leader, you're exactly where you were -- why are you complaining? If you're above the leader, you get lowered to the leader's level. I can understand complaining there, but you're also exactly matched to what the task's difficulty is... plus you can get up to 5 more levels' worth of powers that you keep anyway. (Plus you have more slotting opportunities.)
  21. Hover and Combat Jumping have the same defense bonus. For a Blaster, the value is 1.75% without slotting, or about 2.625% with slotting. For a Defender or Tanker, who have a better Melee_Buff_Def stat, the two powers start at 2.5% and go up to ~3.75%

While it's true that some defense is better than none, starting with none and going up to 2.6% probably isn't worth the power selection and 2 slots (3 enhancements), if you could instead get better damage out of your attacks or a more reliable stun/hold power. A dead or stunned/held opponent does zero damage; 2.6% defense will reduce your incoming damage over the long run, on average, assuming you have good luck by about 5%.

For most characters, slotting Hover/CJ isn't worthwhile. It can be worthwhile, however, if you're already approaching 45% defense, where a small increase translates into a larger increase in survivability. (Going from 40% to 45% defense is like halving your incoming damage. Starting at 0%, you'd need to reach 25% to get the same jump in survivability.)

A Super Reflexes Scrapper can reach the softcap using SOs and Hover, Combat Jumping, Maneuvers, and Weave
(It may be tough to run such a build, but few builds can reach 45% without IOs)

But in the 20s bosses have gotten quite tough.
I was referring to a level 20 mentor with a level 3 sidekick fighting a level 21 boss. The sidekick will have trouble due to lack of powers, much less slots.
