Increase Density is 1 minute, partially to prevent griefing with the power's -speed. Clear Mind/Clarity/Enforced Morale/Thaw last 90s. These powers are NOT necessary to have 100% uptime, even if you're able to. Melee characters, for example, have no need for them in the general case (exceptions exist, such as tanking Ghost Widow). And often it's perfectly fine to use them reactively. O2 Boost lasts 1 minute, but it doesn't have the broad specturm as the other five, and it's still an OK heal. It's most useful for people using an Awaken inspiration, to remove their stun and heal them a bit.
Fortitude, Frostwork, and Forge last 2 minutes, but their long recharge time makes it impossible to buff a full team anyway. -
Also, check out the Comic and Hero/Villain Culture board. While it is in some senses a 'general discussion' place, there is a fair amount of comic discussion that goes on there. A quick glance at the first page suggest 8 comic-book realted threads right now. (I make no guarantee about tangents.)

A better inf sink, I think, would be to encourage more base use (via more things to do with bases, both for full SGs and solo SGs), along with a better inf => prestige conversion ratio. One that people would be willing to pay.
In addition, perhaps a way to contribute inf to the SG which may only be spent on buying prestige. Perhaps I don't have enough inf to buy a prestige conversion, but I can donate 10,000 inf now, and 150,000 next week.
Another option would be to increase Wentworth/Black Market's profit margins from 5% to 10% or 15%. The market's cut mostly decides the lower end of an item's price (few things sell for less than 5 inf now), rather than an effect on the upper value. -

While it takes a little bit more legwork, you can also check out the powers that various AVs/EBs have on City of Data. For example, Mako (Recluse's Victory version) and Mako (Regular version).
The unfortunate problem doing it in this fashion is that sometimes critters share powers from a different powerset. While Mako uses the 'Mako' powerset, he also uses the 'AV Resistances' powerset, which is the PToD. In other cases the problem can be exacerbated further, but AV-class enemies are the least problematic in this fashion. -

Defenders and Corruptors use the exact same Power Mastery pool. The fully-qualified name of the power is Epic.Power_Mastery.Total_Focus for both ATs.

The question wasn't about Achilles Heel in Snow Storm, but rather "any proc" in Snow Storm. For example, Impeded Swiftness: Chance for Smashing Damage.

For example, Captain Castillo summons a Force Field Generator, which provides him with +def. The Nemesis Lieutenants near Nemesis will grant him +def from Vigilance when they die. Sister Psyche has Force Field powers. Mynx has Super Reflexes powers. -

Primal characters can reach Praetoria via Pocket D. Then you'll be with your friends, and as a bonus, you'll have a team, which gets you faster levels, and therefore out of Praetoria. -

Fire Control doesn't have a "smoke" customization option. It has a power literally named "Smoke".

Wonderslug hit the nail on the head. This suggestion is already in effect, and has been since day one.
In point of fact, I'm not certain the powers system can support Effect A protecting you from Effect B. As Wonderslug said, all protections are merely the inverses of the effect they're protecting you from. Hell, it was even too much trouble to add in Toxic defense, think about the developer reaction to defense magnitude.
