It doesn't do enough damage to get the target in trouble, and it only does damage if the target was at full health when you cast EM.

Ok, I'm intrigued. What is it that you're not saying?
I know that the original version robbed the character of almost all HP, turned off the character's regeneration based powers and left them with nothing but defense and resistance to keep them alive, and finally ended with the standard crash PLUS the fact that the character's HP is still bottomed out which seems to total up to the ultimate in inappropriately mismatched power to powerset flop. (not to mention anti-climactic seeing as how one would think that the entire point of the Regeneration set IS TO REGENERATE) But is there something else that your inferring or does that about sum it up?
[/ QUOTE ]That sums it up, but that's just the symptoms of the disease. The net result of all of that is that the old MoG does almost nothing in most situations, and as I said in my post, is the equivalent of -300% psi resistance.

[/ QUOTE ]All NPCs will try to use their biggest attack at the start of battle if they can. AVs with nukes are specifically prevented from using the nuke until they're at 50% or 25% hp. -

I could see a 'Spy' AT as you say (Epic available to both sides) and introduced with GR would make sense, but I'd almost expect that it would be the Hallmark of the Expansion and showcased even more than Maelstrom and Desdemona. Of course, it's still a good way down the pike... apparently. So there's plenty of time to give a new Epic its props.
Still, I'd really wonder what a 'Spy' AT could/would do that would make it a whole lot different than a Bane. I just dunno.

Re: Where's the "glory" of Moment of Glory?!
The Glory is the fact that your defense is capped and your resistance nearly so. The 15s duration makes it a Moment of Glory.
Edit: The previous version of MoG actually did very little for a Regen's survivability against non-Psionic damage, and was the equivalent of a -300% resistance debuff against Psionic. -
Each map has spawn points placed manually by the devs.
You'll always get the same number of spawns in a mission, and team size/difficulty affects how large each spawn is. -

Like Knockback, Repel does not stack to overcome protection. Get your eleven Force Fielders together. If for nothing else, I'm sure it'll be a nice test of everyone's graphics cards.

The problem is that allowing +res effects to be buffable means that any source of +damage (Fulcrum Shift, Siphon Power, Fury, Defiance, Build Up, Aim, Power Build Up, any red inspiration...) will buff the +res. If the +res in the sonic shields were buffable, for example, a Sonic defender could just eat a few red inspirations before passing out the buffs, and be able to res-cap everyone on the team by themselves. A medium red would be like adding another SO resistance to your power that isn't affected by ED.

[/ QUOTE ]Dark Miasma and Storm Summoning are also affected, though to a lesser degree. Some healing powers are also affected (Healing Flames, Reconstruction, Hoarfrost, Earth's Embrace, for example); while the ATs that get those healing powers don'thave access to PB/PBU, they do have access to +Heal set bonuses, which don't work for them. Certain APP powers (like Frozen Armor) are also affected. -
Short Circuit is the only power in Electric Blast you should even think about slotting with Endmod. And even then I'd still say damage it a bigger priority.

PBU will also boost the -special in Benumb.
To go in to detail on why PBU doesn't boost some things you think it probably should:
Every power has one or more effects. Each effect can be flagged with "Ignores Enhancements and buffs" (buffs being things like PBU). The entire power itself can be flagged as "Ignores buffs", which applies to all effects of the power.
Damage Resistance power effects are NEVER buffable, because allowing buffs on +res (or -res) means that they're buffed by +damage. This was shown during I11 beta, when High Pain Tolerance's +res was set to be buffable, and Willpower Brutes became incredibly good as their Fury buffed the resistance of their HPT. That's just the way the game works.
Therefore, all +/-res effects must be flagged to not accept buffs. As mentioned, there are two ways to do that; make the effect unenhanceable, or make the entire power unbuffable. It's not a problem for -res, since we're not generally allowed to enhance it anyway. All the -res effects can just be unenhanceable. But if the devs want a +res effect to be enhanceable, such as in the Cold Domination or Sonic Resonance shields, they must make the entire power unbuffable, so that the +res can be enhanceable.
The unfortunate side effect is that the +def in Cold Dom shields or powers like Arctic Fog, Shadow Fall, and Steamy Mist is unaffected by PBU. -

If you use the /playernote feature to keep notes for yourself, I recommend using names that players can't use, so that you're not accidentally putting a note on someone named "@favorites", or what have you.
An easy way to do this is to include an underscore in the name, since only NCSoft employees can have underscores in their name at all. For example, "/playernote fav_arcs" -
You can certainly make an angel glow with the current auras. "Death glow" could be tricky, since dark colors are less visible, but I think a Tendrils aura with a mid-dark purple would work well.

I would feel swindled if buying the third box alone gives you access to all the current archetypes, even if you can't play around in the zones inherent to Heroes/Villains.

1) There's been nothing that I've seen saying Going Rogue can stand alone; it's been billed as an expansion to the City of Heroes franchise, not an "expanshalone" like CoV was.
2) For some time now (a year? something like that), anyone purchasing JUST CoH or JUST CoV still got access to both sides of the game. So even if GR was a standalone product, granting access to both sides wouldn't be any different from the CoH, CoH:CE, CoV, CoV:CE, GvE, CoHMSE, or CoH:AE versions of the game available now, as far as access to the game goes. -

If you've got hundreds of seeders, you can download hundreds of hours of video in just a few hours. If you've got a piddling seeder pool, it could take weeks to complete the torrent. Or worse, if there are no active seeders, you get stuck at X% completion with no end to the torrent in sight. I recall torrenting an anime movie last year and I was stuck at 96% for two months before someone came along to seed me the last 4% of my file.

*/Recharge IOs in a toggle will boost the recharge of the toggle. Most toggles, after turning off, must recharge before you can use them again. Most toggles don't have very long recharge, though, so it's rarely a concern.
