    Hover Speed

Are you referring to the difference in speed between slotted and unslotted Hover?

With 3 lv50 Fly IOs, Hover is 28.4mph. With no enhancement, it's 18.9mph. The difference is 9.5mph, or ~50.26% of the unenhanced speed. But the fly enhancements aren't being applied to the speed, they're being applied to the FlySpeed buf given to you by Hover.

Hover applies a -101% FlySpeed debuff, a +50% unenhanceable FlySpeed buff, and a +50% enhanceable FlySpeed buff. The latter is what your enhancements affect. (Note that Inherent Fitness will add +13.65% FlySpeed buff from Swift without enhancements.) With no enhancements, you have a net -1% FlySpeed debuff, while at 18.9mph. You can extrapolate your base speed from that, which is what the FlySpeed buffs are calculated against.

    No, just no.

We don't need no stinkin' set bonuses.

Why would you stick 5 common IOs in the toggles? Why not 3?

OTOH, you've always been able to reach softcap with SR when you count pools powers:

    Level 1: Focused Fighting -- DefBuff(A), DefBuff(3), DefBuff(3)
    Level 2: Focused Senses -- DefBuff(A), DefBuff(5), DefBuff(5)
    Level 4: Agile -- DefBuff(A), DefBuff(7), DefBuff(7)
    Level 6: Boxing -- Empty(A)
    Level 8: Combat Jumping -- DefBuff(A), DefBuff(9), DefBuff(9)
    Level 10: Maneuvers -- DefBuff(A), DefBuff(11), DefBuff(11)
    Level 12: Hover -- DefBuff(A), DefBuff(13), DefBuff(13)
    Level 14: Tough -- Empty(A)
    Level 16: Dodge -- DefBuff(A), DefBuff(17), DefBuff(17)

    Level 20: Weave -- DefBuff(A), DefBuff(21), DefBuff(21)

    Level 28: Lucky -- DefBuff(A), DefBuff(29), DefBuff(29)

    Level 35: Evasion -- DefBuff(A), DefBuff(36), DefBuff(36)

That's softcap to Melee/Ranged/AoE using +0 SOs at level 36 (when Evasion becomes available +slots), plus 15.2% to everything else. At level 21 (Weave +slots), you've still got softcap to Melee and Ranged.
  4. Thinking back to Guild Wars, I've seen a parallel between the WST and the Zaishen Challenge Quests. In GW, you can get a new Zaishen Challenge Quest each day from a specific contact (er... signpost) in the main PvP staging area. Completing Zaishen quests awards Copper Zaishen Coins, which can be used to buy items, or upgrade to Silver Zaishen Coins. Silver coins can then be used to buy rarer and more expensive items (including Skill Tomes, a rare drop which occurs only in hard mode), and Gold coins can be used to buy rarer items still -- none of the items available for Gold Zaishen Coins are available as a normal purchase, and some of them are only available with Gold Zaishen Coins.

Zaishen Challenge Quests change each 24 hours, and come in three varieties: Mission quests (complete a mission existing in the game), Bounty quests (defeat a boss-rank monster existing in the game), and Combat quests (participate in a PvP scenario). Our WST is very similar to the first option; each week we participate in an existing TF for extra rewards. But what about the second option? Our GMs go unnoticed and, other than the occasional badger getting some buddies to help, rarely attacked.

Proposal: In addition to the weekly TF, set a weekly GM which will give extra rewards. If a Notice of the Well seems like too much of a reward for a GM, fine, but double or triple merits for the first time you defeat the GM that week doesn't seem so bad. (I say triple, as some players may feel 4 merits is still not worth their time.)

I have no expectation of the third option for Zaishen Challenge Quests ever gaining an equivalence here, as we neither have popular PvP nor interesting PvP scenarios.

And depending on what day of the week you play, a week could be normal.

Nobody trying to farm shards is going to run -1x8. They'll run +0x8 at least, since you don't get shards from lv49 enemies.
  7. What feature of I20 are you specifically thinking will change anything?

    Old school help

    1. You're hearing people talk about Ancillary Power Pools or Patron Power Pools, available at level 41 and above. Tankers get Arctic Mastery, Earth Mastery, Energy Mastery, Pyre Mastery, and the four Patron Pools (Soul [Ghost Widow], Leviathan [Mako], Mace [Black Scorpion], and Mu [Scirocco]).

    2. When you start the game you can create a Hero, Villain, or Praetorian. Praetorians start in the Praetorian dimension for levels 1-20, at which point they must pick Hero or Villain. Rogue and Vigilante are the 'in transit' alignments between Hero and Villain. The main benefit to Rogue and Vigilante is that you can visit both the Rogue Isles and Paragon City.

    3. There is a lot of level 50 content. The newest is for Incarnates (to become an Incarnate, speak with Mender Ramiel in Ouroboros. Reach Ouroboros with the Ouroboros Poral power granted to you when your character experiences time travel.) The recipes you're referring to is probably the Invention System. Not level 50 content per-se, but many players don't engage in it heavily until level 50.

    4. You can find the auction house in Atlas Park, King's Row, Steel Canyon, and Talos Island (Wentworth's Fine Consignments), as well in Cap Au Diable, Mercy Isle, Port Oakes, Sharkhead Isle, and St. Martial (Black Market). You can find them on your minimap as a gold 'W' (Wentworth's) or a black-gray '$' (Black Market).

    5. You may want to start a new character in order to see all of the stuff that's changed, but there's no real need to start over if you don't want to.

You've been gone a long time, so I recommend reading what's changed since you left. In particular, look at the new features of each issue. See: Paragonwiki.

    Badge Ranks

Essentially, we already have what you're asking for.

When you heal 250,000 hp, you get the Fixer/Medic badge (Clay...? Healing Badge)
At 1,000,000 hp, you get the Doc/Surgeon badge (Tin...? Healing Badge)
At 2,000,000 hp, you get the Mad Scientist/Doctor badge (Copper Healing Badge)
3,000,000 hp: Medical Specialist badge (Bronze Healing Badge)
5,000,000 hp: Medicine (Wo)Man badge (Silver Healing Badge)
10,000,000 hp: Empath badge (Gold Healing Badge)

Heck, we even have something slightly more close to what you're asking for, with Qualified/Accelerated/Speed Demon (Bronze, Silver, and Gold on the Expert Slope), and Surefooted/Agile/Speeder (Bronze, Silver, and Gold on the Advanced Slope).

It's tolerated for the same reason I can go buy a Popsicle from each Popsicle stand in the city, then start my own Popsicle stand selling what I've bought. Obviously, I want to sell my Popsicle for a profit, so my price will be higher, too. But when all the other Popsicle stands run out of stock because of the Popsicle(s) I bought, the people will be forced to come to me. Muahaha!

You still get 15ft stealth even when clicking glowies. Of course, the stealth you stack it with will probably suppress, so you'll need to be 30ft away (at least) to not draw aggro.
  14. Also, that suppression includes clicking glowies, which doesn't necessarily mean you have aggro at that point. If you can click glowies and maintain stealth, you don't have to worry about clearing the nearby spawn if you don't want to.

  17. Allaria's got a Fujitsu AH530 laptop, and she's tried downloading a new video driver from Fujitsu's website. The green figure for setting the character's scales does not show up at all.

EDIT: Allaria ran through the editor with an invisible character, and I had her lower her graphics setting to minimum while in-game, and she can see things now.
  18. Redside, you can find Paragon Protector Elites in The Fab (north of Spider City in Grandville). Other than that, you're stuck with missions.

Just add Presence Pool for a Taunt on top of the 4 Holds.

    Flags

When using the search window do build a PuG, I give preference to people with flags set. Of course, there are many people who don't bother with (or don't know about) the LFT flags, so I'll still send tells to other people who aren't on teams.
