Going off of numbers, not experience, but...
In PvP:
* Grants +20% regen to you when you cast it, for 120s
* 20% chance to grant 7.5 end to you when you cast it
* 20% chance to grant 7.5 end to all allies in range of the Triage Beacon every 10s (including right when it's summoned)
Edit: In PvP, the TB would also grant +regen to itself, but it's not targetable so it doesn't really matter
In PvE:
* 20% chance to deliver a scale 0.67 heal (depends on your AT and level) to you when you cast it
* 20% chance to deliver a scale 0.67 heal (depends on your level) to all allies in range of Triage Beacon every 10s (including right when it's summoned)

They're all the same size. I've played all three types of DM characters. Tar Patch is identical for all of them.

No, he was attempting to give a hint at upcoming powers without giving away too much. Most assume he meant to say that they don't need to proliferate more powersets (yet) when they're introducing new ones but without actually saying it.

Maybe not. Doesnt twilight grasp give pretty strong -regen? Multiply that by 8 and then add in the crazy thugs damage and a -resist proc in the appropriate powers (on all 8 masterminds) and it could be nasty on an AV.

[/ QUOTE ]TG is -50% regen, and you need about -667% to floor a lv50 AV's regen. Of course, -resist is generally better than -regen, and Tar Patch is -30% res for each MM, and with enough recharge it can be stacked. -

[/ QUOTE ]The SR passives, like some other powers are quite literally special cases to the powers system. They've got expressions to determine the value of the effect, rather than static scalars multiplied by a value pulled from a lookup table. Most of the expressions are based on your health, or similar in-combat circumstances, and aren't very useful outside the game anyway. And even if Tomax did alter CoD to accommodate for the special case expressions, I believe they're in postfix notation, which most players wouldn't understand anyway.

So much so that, unless you actually go and bring proof of your claims which can be reproduced, I'll believe CoD over you. -

Depends on the TF. Most of the newer ones run 1-1.5 hours on an average team. Some of the older ones could take 2-3 hours. Then there's Quaterfield...

Or move/try it in an AoE, while not an enormous benefit I slotted Call to the Sandman: Chance of Heal Self in Siren's Song and while one instance of the proc firing is meh, it will fairly frequently fires off on multiple foes at a time which is much less "meh"

[/ QUOTE ]No, Entropic Chaos can't go in an AoE, but Call of the Sandman (exact same proc effect, in a sleep set) can go into AoE sleeps. -

ONLY allow the player to craft IO's that are unlocked by the individual level/type crafting badges... Of course Set IOs and such would be immune from these things as you already need to own the recipe to craft them. Add regular recipes that you already own or pickup in missions to the 'allowed without the badge list'.
