And if you read the Paragonwiki links above, you'll find that your hit chance is capped at 95%; Mids' does not cap the displayed value. However, the value goes down as you face opponents higher level than you, or opponents with Defense buffs or ToHit debuffs. -
The only way I could really justify that statement is for Regeneration, because Stalkers have less HP. Generally, the power that Hide replaces isn't very important to them (such as Death Shroud), or isn't exactly a necessity (such as Quick Recovery). In fact, because of Hide's superior defense while Hidden and the fact that both Scrappers and Stalkers share the same base values, I would call several of the Stalker secondaries better than their Scrapper equivalents.

Technically. In the same sense that Foot Stomp is Knock Back.
Aside from the direction vector of the motion imparted on the target, Knockup and Knockback behave identically. Air Superiority is low enough magnitude for the KU to be turned into KD. -

Since MS's 'wingding font' has never been accepted as a Net standard, it's use is severely frowned upon. It conflicts with Unicode; non-Windows OSs don't have access to it (Unix and Mac); and browsers which play by the rules and don't use it (FireFox) won't display it.

I'd take the Willpower rez, mostly because I love Mutation so much. The other sets I tend to look at the rez as a lv49 power

I believe DarkGob is correct; the original version of the power was a click rather than a toggle, and they just never changed the name.

A simple solution could be a m / [1 + %ⁿ], where m is the base KB rating, and n is some constant decided upon for the formula. If n = 2, ~264.5% kbrdx is needed to bring m = 6 down to 0.75. If n = 3, ~191.2% kbrdx is needed to bring m = 6 down to 0.75. etc. Alternatively, a different formula could be... um... formulated
For reference, 3 +0 schedule D enhs (current Knockback) is 168%
