Then the character's name is marked as being available. If a character's name is marked as available, someone can use that name on a new character (or for a name change). The name remains marked as available until you log in to that character. -

I tihnk the OP is asking for the popup to only appear once for each team they're on, rather than each time they zone. I've got my SK slider set to 50, but my exemplar slider set to 23, for example. Thus, I'm always willing to sk without warning, but if I'm (say) going below lv27 on my lv50 characters (locking me out of my T9 primary power), I want notice. But I don't need notice every time I zone.

Also, simply having sovereignty doesn't protect you. What of the Sovereign Military Order of Malta?

Fact: They most assuredly are. This is a subject near and dear to my heart, since I've written a map patch myself. Their current attitude seems to be that if it's harmless and doesn't cause copyright violation, they don't pursue it. In some cases, such as the Splasher utility, they've come very close to semi-endorsing it as okay, but where the rubber meets the road--in the Terms of Service and the EULA, they are technically not allowed, and NCsoft/Paragon Studios are well within their rights to nuke these utilities if they so desire at any time. Will they? Probably not. Can they? Absolutely yes.
Now, if there were a game mod that actually altered the .exe or the .piggs, that would be a different story entirely. -

When they reinstated the policy (and changed the cutoff from lv35 to lv5), they told us the only announcement we'd get is if the policy changes. They might be running the script every time the server goes down for maintenance, or they may have never run it since the policy change. We have no way of knowing. -

Actually they're not. Minions and Players need mag > 1 to mez. Lieutenants need mag > 2 to mez. Bosses need mag > 3 to mez (illustrated by Mesmerize, mag 3.5). Most mez powers are mag 3 (meaning Players, Minions, and Lieutenants need 1 mez to be taken out), but the magnitude requirements between Players and Lieutenants are different.
HOWEVER
Players are also harder to hit with a given mez than a lieutenant is (in PvE), so it's more like 4 for players (1 / 0.25) and 4 for Lieutenants (2 / 0.5). (And 6 for Bosses [3 / 0.5] and 2 for Minions [1 / 0.5]) -

Because it's not a temporary power. It's an inherent power. Hence, it's in the inherent powers section, rather than the temporary powers section.
The reason the various Tarot buffs are in the temp powers section is because Mystic Fortune doesn't grant a buff. It grants a temporary power. Which is also why you still have the Mystic Fortune buff after dying and rezzing. -

Make your primary be Broad Sword or Katana, take Parry/Divine Avalanche, slot with Defense SOs, and your Melee will be capped with a single Parry and 0 in range of Phalanx. Triple-stacked Parry and Phalanx puts your Melee Defense at 120.2% (80.18% short of the hard cap on Defense)
So no, IOs aren't even required to softcap your defenses on a Shield Scrapper on large teams
Edit: You can replace CJ with Hover if you want to be a hoverscrapper, and not change the values. -

45% def is roughly 4 times the protection of 30% def (45%: 5% chance to be hit by minions with standard attacks; 30%: 20% chance to be hit by minions with standard attacks). I don't have a statistic on how many critter powers contain Smashing_Attack or Lethal_Attack vectors compared to Ranged_Attack/Melee_Attack/AOE_Attack vectors, but at a guess I would put the former set at 70% and the latter set at 90%.
Going off those numbers, 45% S/L defense protects you from ~66.5% of incoming damage/mezzes, while 30% R/M/A defense protects you from ~72% of incoming damage/mezzes. Those numbers are on average over time, based on the assumption (pulled out of my ***) of 70% of critter powers having S/L attack vector components vs. 90% having R/M/A attack vector components, and only approximate since I was only calculating hit chance for minions (lieutenants, bosses, elite bosses, and archvillains/heroes have progressively higher hit chances, but not absurdly so)
Also, it's late and my mind is only half on the problem, so, it's possible that my calculations for the final incoming damage/mez are off.
(My same calculations put 45% R/M/A def at protecting you from 85.5% of incoming damage/mez) -
Correct. Even if we had to pay to obtain the game client, making a backup would be legal. The only time "backups" become a problem is when the thing you're backing up isn't free to obtain, and you try to distribute it (for free or for money)

In practice, many MMOs (and even some offline games) present death penalties which are very poorly thought out. Losing a level or making your gear degrade/break is essentially having the game say, "Hey, you weren't able to win this fight... so I'll let you try again, but this time, you're weaker!"
In CoH, the death penalty is that it will take you longer to reach your next level. that's perfectly acceptable to me.
In Guild Wars, there are actually two different death penalties, depending on what you're doing and whether only you die, or your whole party dies. In general, death means your max health/mana goes down by a certain percentage (capping out at -60%). This is a bad death penalty, as the game if forcing you to try again at what you failed, but weaker this time*. Its better than some, since there's a cap on how much your ability can be degraded. If your entire team dies (or rather, if all the players and the henchmen/heroes with rezzes die), in general, you get the death penalty from before, and you're teleported to the nearest resurrection shrine you've activated, adding a time sink (sometimes a significant one) as you run back to where you were before dying. If you're on one of the storyline missions and your entire team dies, you're ejected from the mission, and have to start over**. This is a fine penalty to me, as it doesn't degrade your ability to finish the mission, it just forces you to try again.
* If you enter a town or outpost, the penalty is removed. If you gain Morale (generally from defeating a boss), part of the penalty is removed
** The -maxhp/-maxmana penalty still technically applies, but since you're ejected from the mission after a team wipe, you're also sent back to a town/outpost rather than a resurrection shrine, so the penalty is immediately removed.
