Most of the defense/Resists are too low to be of any use without lots of stacking.
+res is less commonly sought (fewer available than +def, smaller values), but I've built a Brute (in Mids', not in the game) with 90% res to all (including Psionic and Toxic) while in Power Surge. Outside PS, he's at 61.71% Sm/Le, 38.6% Fi/Co, 90% En/Ps, 33.66% Ne, and 4.58% To. In PS, it would take more than 1,013.5% resistance debuffing to get his Energy resistance below the cap.
PS is on a 588.2s recharge (~70% rech), with neither recharge enhancements nor Hasten. The build concept (capped to all in PS) worked before purples and PvP IOs, but adding in Hecatomb and Shield Wall makes the build more gameplay-viable. (Previously, I had Dark Watcher's Despair slotted in the attacks... =/) Shuffling things around and making use of the City Traveler vet reward also allows for Energize

The build has unfortunately gone overboard on the 2.5% recovery set bonus, but it's unavoidable to get the +psi resists.
And yes, Power Surge is slotted with 5 and a half Resistance enhancements. But that's required to keep the Toxic and Psionic resistance capped.
Edit: Come to think of it, those out of PS resistance values would be pretty nice against Arachnos, who are mostly Sm/Le/En/Ps, with a few small Toxic DoTs... -
Actually, I was gonna respond with "Play Firey Aura", until the Self Destruct power caught my eye. Then I read the whole set. I think it sounds like an interesting idea!

Stealth does two things for a tank:

2) Makes it less likely that you'll get additional spawns to join the fray (which could be dangerous to you or your team)
And, with respect to the second advantage, if you do want an extra spawn, you can still attack them and they'll ignore your stealth. So, having unsuppressed stealth is strictly superior to having suppressed stealth, or no stealth. The only possible disadvantage to stealth is that you won't get a second spawn to attack you, which you can work around by simply attacking the second spawn first.
* [Group Invisibility] does reduce your Threat rating (by reducing your Threat Level stat, which is a part of the Threat rating calculation), but that's an effect of the power, not the stealth. The same applies to [Super Speed], though the -threat from SS suppresses while the -threat from GI does not. -
To be fair, the bartenders in PD only sell inspirations in the Tiki Room (only available to VIPs who bought the GvE edition of the game). The other bartenders either don't act as vendors, or only sell temp powers, and then only during the winter/spring events.
As to the suggestion: I think it would be amusing for the hospitals to sell Awakens. "Oh you died? Here. Take this so you don't need to come back." -

One of the problems with DoT effects is the natural healing rate of the enemy. I can't tell you how many times I've watched my controllers (who usually have one of thier two 'primary attack' powers as a DoT) go: zap...tick...tick...tick and leave the mob with a tiny sliver of life because it got a heal tick in there during the DoT effect, where a burst attack would have dropped them.
One advantage of DoTs is that you can shoot one enemy with a DoT you know will kill them, and move on to the next, letting the first die. DoTs do deliver higher total damage, so you could possibly deliver two DoT attacks to two targets in the same time it takes a burst set to deliver two attacks to one target. In both cases you're attempting to kill one target, but the DoT character is also damaging a second.

Think about it for a minute. Consider a Blaster shooting everything in sight. Just like a Blaster tossing off AoEs recklessly, shooting everything with single-target attacks once or twice generates a bunch of Threat the Blaster doesn't need. And while target A may be about to die due to the DoT, he's not dead yet... -

Empaths have one high tier power that has +recharge, that few actually even take, and it takes too long to recharge so they can't put it on the whole team.
Even healers should like it; it's got a huge +regen buff.
Also, if you've got two Empaths each with Hasten and Adrenalin Boost, they can cast AB on each other to get perma AB (~82s recharge, 90s duration; well... you may end up with periods of ~36s downtime because you need a bit more recharge for perma Hasten). A full team of Empaths can certainly get AB on everyone

Seriously, the most you could possibly list something for is 2,000,000,000 inf; 5% of that is 100,000,000. Nothing is worth 2B, and very very few people would be able to afford 2B anyway.
A more realistic high-ticket price is 100,000,000 (not entirely unreasonable for a decent purple recipe/IO), 5% of which is 5,000,000. At level 50 when you'd likely have such an item to sell, earning 5M inf is just a few missions away.
A more middle-of-the-road item could sell for 5,000,000 (like some rare salvage), and the list price for that would be 250,000; if you can't get 250K in a short time at level 50, you're doing something wrong. It's a bit more understandable at lower levels, but still not hard to do. I spend more money on enhancements.
Yes, that's intentional. That stick is there to encourage you to list lower the first time. -

Rularuu bosses have a Resistance cap of 200%
So yeah, avoid any MArc that has Rularuu bosses teaming up with Sonic Resonance custom minions and lieutenants

Night Widows tend to have lethal damage (and toxic DoTs) more than psi. It's the Fortunatas that are loaded to the gills with Psionic damage.
Night Widows have 2 powers in their set that deal Psionic damage; one of them is a T1 blast, and the other is a slow-animating cone. Fortunatas have 8 Psionic damage powers. 2 are the same ones held by Night Widows, and 1 only does very minor damage, leaving 5 Psionic attacks that Night Widows don't have. -

A vet can make more use of Superspeed than I can. For someone feeling his way around, flight is a big relief, as GrinningSpade noted above.
Personally, I love Tactics, and Leadership in general. If I could control everyone in the game, they'd all have Leadership in their buildsQuote:- Do most MM's take Leadership?
It clearly helps. But all powers help, and Fleeting's offers it one build, while in another, he replaces it with more control options. How useful have other players found Tactics and Maneuvers?
Of course, I can't control everyone. But Leadership is a good pool if you like to team, since it buffs everyone. Stacked Leadership is even better. I mean, if everyone on an 8-man team were running slotted Maneuvers, they would have in excess of 27% defense (depending on the AT composition of the team). For comparison, an SR Scrapper on SOs has about 30% defense, and the soft cap for defense is 45%. If all 8 people on the team were running Assault, you'd essentially be doubling the damage enhancement in your attacks.
On my characters, I try to fit in Tactics whenever I can (yes, including Scrappers/Tankers/Brutes/Stalkers when I can find room). Whether I lead into Tactics with Maneuvers or Assault depends on a lot of factors, like what sort of build it is, but I rarely have both Maneuvers and Assault. Vengeance I usually only take on characters I'm setting up for more of a support role. Sometimes, I can't find room until late in the build. I think my Thugs/Dark's current build has Tactics at 47, for example.
Your pets do more damage than you do, as a Mastermind. However, your pets can attack at the same time as you, so taking attacks on a Mastermind doesn't reduce your damage output. At the same time, it doesn't increase your damage output as much as adding a pet; but then you only get so many pets. I'd have to do some number crunching to be sure, but I think Tar Patch is a greater increase to your damage output than Empty Clips is. That's certainly true on teams and more than likely true once you've got all your pets, but I'm not sure about the low levels (when you've only got a couple of pets, and when the blasts become available).Quote:- Can I make an effective Thugs/ build without Dual Wield or Empty Clips?
GrinningSpade suggests it for damage, and Fleeting for control (through Knockback). Both are good things, but once again, so are other powers, and as a newcomer, I figured my pets would do more damage than I do. Is that not so?
For my MMs, I like to take one or two of the blasts in the low levels and respec out of them later, simply because I think it's boring to stand around doing nothing while my pets kill things. This is especially true for /Force Fields MMs.
Edit: Also, until they give us a Dual Pistols blast set, the three Thugs/ attacks are the only way to get Dual Pistols, and they do look cool
