    True, but you need more than just Hasten for some other powers to be perma, such as Phantom Army. Since I9, permahasten has been a stepping stone to more difficult PermaX, not generally a goal in and of itself.
  5. Comments are basically just global tells, and I don't think those ever get stored client side. I know you can turn on logging for local tells (in which case the log is in City of Heroes\<your login name>\<their character name> private chatlog.txt), but I don't think global tells get stored.

    Play through the Portal Corp arcs about Praetoria. There are blue (radiation blast) and silver (electrical blast) clockwork developed by Anti-Matter (praetorian Positron) and Neuron (praetorian Synapse), respectively.

    If Kismet were +6% acc, and it was the only bonus to hitting you had, your chance to hit a normal +0 target would rise from 75% to 79.5%. Since it's +6% tohit, if it's the only bonus to your hit chance, your chance to hit rises from 75% to 81%.

    11.25% defense is approximately equal to 22.5% resistance.

    Right. While the animated suits of armor are defeatable, they are deliberately meant to be extremely tough. If you intend to defeat them, take out all the midnighters before clicking the glowies, so you don't get any extra aggro. Additionally, one of the side rooms only has 2 suits in it, so you can deal with them a little at a time if you click the glowies in that room first. (The armors act like normal enemies, not as an ambush. They don't auto aggro on you from different rooms, only when they see you)

    Also, Darrin Wade is a 20-30 contact, which means it's possible for you to have Ouroboros access before infiltrating the midnight squad. If you don't intend to fight the armors and you can get into ouroboros, the most efficient way to do the mission is to drop the Ouroboros Portal right next to the last glowie, and hit OZ at mission complete.

    Can't quote this hard enough. And since Mutation also comes with a nice buff and LR's -regen isn't as useful as so many people think it is (this coming from someone with a Rad/Dark Defender with LR in the build), if forced to chose between the two, I would definitely go with Mutation.

    * I skipped Radiant Aura because it's weak, and healing really isn't my job.
    * I skipped Choking Cloud because I can't really stack it with anything but EM Pulse, it's expensive, and alone it doesn't do much
    * I skipped Dark Pit because it's weak and alone, it doesn't do much (If I had Oppressive Gloom, I might have Dark Pit)
    * I skipped Torrent because little damage plus knockback isn't particularly useful to this character
    * I skipped Life Drain because I've already got an attack chain, and I don't really need the healing
    * I skipped Blackstar because Fallout does more damage, and Blackstar drops Radiation Infection, Enervating Field, Assault, Tactics, Hover, and Temporary Invulnerability
    * I went with Teleport, because Recall Friend makes Fallout/Vengeance even more useful. Also, Teleporting into the center of a spawn and queueing up EM Pulse while Teleport activates looks freaking amazing, and is really effective, in a "What's an alpha strike?" sort of way
    * I picked up Power Mastery purely for Power Build Up. PBU + Vengeance + Fallout is incredible
    * I skipped Conserve Power because I don't need more endurance management
    * I skipped Force of Nature for some of the same reasons I skipped Blackstar (endurance crash). Temp Invulnerability increases my survival instead (and Vengeance...)
    * Totaly Focus looks really cool while Hovering

    Well, it's established in canon (by Manticore) that Pocket D has nothing to do with the Shard. DJ Zero just ripped a hole in space/time with his super powers to generate his own pocket dimension from nothing, and built a night club there.

    The issue with whips is that players and critters are cylinders (or possibly capsules), so wrapping a whip/chain around a target is infeasible. In a full whip set, people would expect at least one animation with the whip wrapping around the target. However, I'm willing to bet the three whip powers in the Demon Summoning set will basically be bullwhip strikes like the Hordelings' tongue.
