You can have Russian Nesting Cities in the real world, and while I wouldn't personally call King's Row a city, it's not an impossibility.

    Also: See "Galaxy City".

According to the devs, there's a single bar to meet for participation; if you reach that point, you get components, but the rarity of the components you get is completely random. In other words: you only have the power to avoid the booby prize; nothing you do will give you a better chance at rares.
  3. The DoT can stack up to 5 times, and yes the rain can apply the DoT now. Patch AoEs with Reactive are extremely powerful now.
  4. League chat drives you crazy, but Team chat doesn't?

Really? I still see plenty of those going on.

    A Few Ideas

No, the devs are not working on any other travel powers. Besides, most of your suggestions would work better as an alternate animation for an existing power: tunneling as an alternate for Super Speed, ice bridge as an alternate for Fly, etc.

A grappling hook is sufficiently different from the existing travel powers that it would merit a new power, but there's problems with the mechanics of having it. First, a grappling hook needs to attach to something (skyhooks are just silly); this would require making significant modifications to every single map in order to allow attachment points for your hook. Second, what about areas with little overhead to attach your grapple to? The Hollows, Independence Port, Croatoa, and Nerva Archipelago -- to name a few -- all have wide open areas that a grappling hook simply wouldn't work.

There's also /servertime, for those who care what time it is in the time zone where the server is located
  8. No, mechanically, KB and KD are the exact same thing.

When Willpower was new, people were complaining about losing aggro despite using Rise to the Challenge. Then, Castle and Ghost Widow eventually sifted through the code and discovered exactly how Taunt worked - as a multiplier to Threat, based on the remaining duration of the Taunt. This explained the problem with RttC, since its duration is short compared to other Taunt auras.

Previously, everyone (except, presumably, whoever originally wrote the Threat code) thought that Taunt was a binary thing. Now we know it's not. There was never any intent to change it.

If lasting longer than 4 hours, contact your doctor immediately.

Even though you can't slot for "knockdown" mechanically its handled somewhat differently.
You're looking at animations; HelinCarnate is talking about game mechanics. In game mechanics, there is no such thing as "knockdown". However, if you're hit by a low-magnitude knockback, the game client plays an animation sequence called "knockdown".

Demorecords only tell you how the models and camera are moved, not what information is being passed over the network, or being calculated on the server, etc.
  13. I frequently end up not using inspirations on my Mastermind. I've taken to chugging the small inspirations as soon as I see them, and then dropping the medium and large ones in my SG base between missions. The inspiration bins are starting to get full... I'm gonna have to start cutting out the medium ones, soon >.>
  14. Interesting idea, but I think the site needs a little bit of design work. For example, there's a tag cloud on the search page, but no real indication of the tags when looking at the one existing example (and why it it tagged with 'wings'?). When I click one of the tags, the page that comes up isn't distinguished from the main page at all; if I don't look at the URL, I might think I just ended back up at main. But that's really just layout issues.

Also, there's a login, but it doesn't seem to stop me from uploading stuff as a guest. Is that intentional?

  16. We don't have enough information on how Threat is calculated to give you a solid answer on that.

There aren't any healing powers in any Dominator primary or secondary. They can get Rise of the Phoenix or Hoarfrost with APPs, but those are the only Dominator-specific healing powers (temporary powers, the Medicine pool, and the Destiny Rebirth tree are available to all ATs).

That means when they are debuffed with that 500% Regen Debuff, after it is resisted, they will be regenerating roughly 537 HP every 15 seconds or roughly 36 HP/second. This makes defeating them much, much easier.
Regeneration modifies how frequently an entity regains health, not how much health is gained. An AV will normally heal 5% of their max HP every 15 seconds; an AVs debuffed by 50% (after resistance) will heal 5% of their max HP every 30 seconds, NOT 2.5% of their max HP every 15 seconds.
