Looks like the auto-power issues in Mids are Known by the people at Titan and they're working on a solution.
Meanwhile, any build that Starts with the right number (like and export from Live, or an older build) retains the proper numbers.
I have a level 38 Human-form PB who does revel in having lots of toggles, including the Leadership ones. Great fun! However, this is a Tri-former.
So, when last we saw our intrepid Tri-form Peacebringing Hero, s/he was about to unlock the burly beauty of the 'Star Crab' at level 20. With the continuing limit of SOs (because s/he is a Free player, pitifully poor, or simply stubborn about these things). I pushed this forward to level 27, but I'm not sure what to do next? Is this smart slotting, or is there something smarter?

Good stuff, Bill, I can see how the layers accreted - which actually points up a spot you missed (didn't plug in the second L3 slot). I could be considered a little bit fanatical about Accuracy - your power is pointless and your enhancements are wasted, if you don't hit your target, so I changed the slotting a little on this. However, it also brings up questions - Why Concealment and I'm curious about the reasons for taking Shining Shield?
Did you cover those in your 'Raising a Peacebringer' guide?

Nova's enhanced +To-Hit compensates for single-slotted Accuracy, but does not apply to Human-form powers, so they need more Accuracy.
We are using Single Origin enhancements for simplicity and clarity, despite being unavailable in stores at this level - A player would most likely be slotting Dual Origins at this level. The idea is to convey a particular level of Enhancement, rather than specific slotting. (So, for instance, Nova attacks would be enhanced to about +33% Accuracy, with the rest filled in as Damage.) It also allows consistency as the build ramps up to level 22 and beyond.
About those Respecs - for me, the logical places to use them are level 22 (for the full SO conversion) and again at around level 30-35 (IF you can use IOs at all, they trump SOs at this point. Granted, Franken-slotting and other issues can make them effective at lower levels than this.)
One thing that's kinda amazing - here we are, many years of development later, and Plasma's original guides are still better than 90% relevant.

Not everyone can be a Invuln tank. Your enhanced damage output SHOULD more than offset your need for greater defenses since everything short of EBs should be dead LONG before you're in danger.
However, Fire/Dual Blades has zero innate Defense, let alone an aura that stacks Defense from enemies being near. That means that All of my Defense is coming from Weave... and IO Set Bonuses. Or I can try to arrange things so that I always carry a Bubbler in my back-pocket...
Or I can say 'to heck with it' and pretend that Defense is not an issue...
Or I can try to figure out a middle road.

Okay, I got tired of trying to figure out the best way to do this Incrementally - so I let my friend push me to 50. The build can be relatively Static now.
This leaves me with a simpler question - Which build do I make?
Do I ignore Defense (relatively), since there is little or no Defense in the Powersets?

Now, you might ask, 'Why would you do that?'
The answer is this - people throw around Purple AT/IO Max-incredible Flaming Gigawatt builds, argue about what is best in life (other then the lamentation of the women), and I find myself wondering if anyone even remembers what we're trying to accomplish, because I can't seem to visualize it. Here I am, trying to figure out a Tri-form leveling build that meets my needs, wants, and prejudices and I can't seem to find anything I can use, because of all of the 'noise'. So I went back to the Core Basics and re-read Plasma's Guides.
I feel that a plain vanilla Single Origin build would represent the clearest model. From that, I could make a few choices, get something like I wanted it, and then I could more easily plan out the eventual tweaks and thrills that a Set IO build would have. Furthermore, in a world without IO Bonuses, I will be able to see what is Most Useful, which enhancements are More Important, what powers are truly 'Situational', which powers Just Don't Work, and revisit the true glory of the Slot-Crunch.
I immediately see several 'issues' with this first build, but I'll leave the commentary to You. Just one 'rule' and that is to keep it Single Origin.

I'm putting Mine in AoEs, or Damage Auras.
I understand that Damage Auras basically keep it double-stacked. Will it stack higher? And if so, what sort of quick-firing power is best? Does it stack on activation, or on 'hits'?

Yeah, I'm taking the Phoenix too, if for no other reason than this character has self-reincarnated once already. She laughs at the idea of 'death'. On the other hand, as a celestial being, she knows that Death is not someone to laugh at. Anyway, it makes sense that she can rise from temporary defeat in an explosion of celestial fire.
I admit an attachment for Leadership, but New Dawn is right, dropping it would allow me to take Energy Mastery (in addition to Fighting) and pretty much stop worrying about Endurance problems.
Mister Rangle, let me assure you, I appreciate the guidance inherent in your builds and I fully intend to take advantage of it. I may come out with a slightly different final result, but that will just be Me, clinging to my old prejudices and not a commentary on anyone else.
