On my Fire/** Tankers, I usually take Combat Jumping at 10 and Super Jump at 14 and never take Hasten, but YMMV.
I usually start looking at IOs at level 27, but don't get into them seriously until level 32. It depends on the character and how much cash I have lying around.

And so we are left with the 'real' question and answer. That being "What is the best AT/Powerset for ME?" To which the answer is "How the heck would we know? Go out and try them all!"
Even if you were to tighten the focus of your question and ask, "What is the best for this particular situation?" the answer would still be "Whatever works for you!"
The ultimate answer is that there is no 'best'. Making one something 'best' would be a stupid tactic for the Devs to take. If they did so, the game would become City of 'Best' - which is the most boring game I can think of. I much prefer City of 'Variable', where the Players are what makes the difference.
So quit looking for a shortcut to greatness and go out and Try Things, read lots of guides, come back to the forums to discuss/research tactics and strategies, and in a year or so, you might be able to answer your 'best' question for yourself.

For Invulnerability... Well, it's an old set, so your 'primer' guides are whatever you like, but Call Me Awesome's two guides, focussed on Maximizing Invulnerability, are superb for both the lower levels and upper. I find them Useful, even if I don't take the advice! My own Invulnerability Tanker is only 'half Awesome', as I tend to emphasize the attacks too much to go the 'Full Awesome' route.

There's a bug in Mid's where Ninja Run over-rides the Kheldian Innate travel powers. In order to circumvent that, they used to suggest editing the powers database (in Mid's) to either remove Ninja Ran, or set it at a level 50 power, which prevented the overlap. The 'permanent' fix requires some changes in the core-code, which is not as easy as it might sound.
Ninja Run still works on every character, even the Kheldians, but Mid's doesn't 'need' to display it as much as it 'needs' to display the Teleport and Fly powers for Kheldians.

Also, Consume is available MUCH earlier than Power Sink and even though it requires Acc slotting, it also has a 20 foot radius, rather than the mere 10 feet of Power Sink and does damage (granted, not much).
I do agree, comparing FA's performance to ElA points out the need for some tweaks to FA, but the set isn't completely useless!

I have several PBs and a Warshade, besides the human-form PB above, but none of them are out of their teens, yet, so I can't really say if it easier, or not. I think it depends on your playstyle and your play-situation (whether you solo a lot, or can always find teams). Best suggestion is 'try everything' and see what works for you. Kheldians are Flexible and no two are quite the same.

Because you cannot DO 'Attack Vitals' until level 26. And you cannot DO 'Sweep' until level 32. Perhaps, 'Weaken' and 'Empower' (which you can acquire at level 6 and 8) Might be useful? And, as you just said, you cannot chain and re-chain 'Attack Vitals' with 'Blinding Feint', unless you take Hasten (and slot a good bit of Recharge)...
So, maybe my advice was useful after all?

Attacks are Fast, but low damage - individually.
No 'Big Earth-shattering Attacks', no big orange numbers. Instead, you have the 'death of a hundred cuts', a steady stream of small, quick attacks - you are a Living DoT.
S/L damage only.
Mitigation, Power-up, De-buffs are all in the Combos.
Set presumes that you will take and use the Combos.
Until or unless you develop high levels of recharge and/or lots of slots, there's not really anything you can skip (except the Taunt). **FYI, this is also true of Willpower, so a very tight build.
First set Designed to use attack chains - so they flow together quickly and are very flashy!
Timing the attack Combos can be a chore and may (slightly) mitigate Rage generation.
Combo 'special effects' require all three attacks in the Combo to Hit a target - more emphasis on Accuracy & To-hit enhancement for effectiveness.
Initial levels - single-target focus, AoEs come in post L30.
That's all I can think of, off the top of my head. I have a half-dozen Dual-Bladers and really enjoy the set.

For the last couple of days, I've been getting strange graphical artifacts, encoding errors, and display errors, when visiting the forums. Pages will show, with bizarrely colored masks (usually yellow, or red), or display with just a long string of seeming gibberish (looks like it could be code, but I don't recognize the syntax), or the Firefox responds with outright error messages (usually about encoding errors or 'compression' errors). Is anyone else experiencing this? Be Well! Fireheart

Yes, except for a few niggling details, even Plasma's old guides are still fully viable. The only Major change made to Kheldians is that the Inherent team-bonuses now work in the Forms, as well. The right team make-up can turn your Nova form into a bullet-proof engine of squidy-Death, or your Dwarf into a dark Scrapper-Tank, or your Human form into... well, you get the picture.
There have been some damage adjustments, so the raw numbers may not work anymore, but everything else is relatively consistent.

Let me know because I'm planning on upgrading a few things anyway and this is useful. As a matter of fact, the navigation buttons was one of the things I wanted to fix.
Perhaps it's Firefox that's the culprit. As a web-designer myself, I know how pesky those cross-browser features can be. Perhaps I'm just old-fashioned.
Anyway, yes, I see that you've got your basic tools there - the site makes a little more sense, now.

I don't want to cause more work for you, LD, but I do think that, to emphasize the 'Envy', you could bring the Flier and its passengers in closer to the focus. Have them at the next pump over and not halfway across the lot. You may have to push the Chaser partway out of the picture to do it, but that would allow you to get in closer to it and allow more detail in its 'Tattooine Reject' look.
