Yes, a very knowledgeable and experienced collector of an commissioner of art. I believe he even does some agency for the artists he works with.
Check out the guide/article/posts he's written about how to commission art and collect it - he'll tell you how to get the most out of an artist, so you'll receive a picture you love.
And, for the Artists, those same guides may help you to get what you need from a commissioner - so you can turn out art you'll be proud of.

Taking Hurdle will improve the character's speed and maneuverability on the ground (though, sadly, only in Human form). I'd say put 2 Flyspeeds in your flight powers and be done. Alternately, you can slot Defense into Combat Flight.

Invulnerability/Dual Blades is no worse than any other Tanker set, Before SOs, you're not fully capable, but your Capable Enough. Endurance is an issue and you have to manage it (I slot my attacks with 2 Acc, 1 EndRed First, and worry about damage/recharge later), but that's true of All Tankers (except Willpower, of course). Once you get SOs (and Stamina helps too!) then the whole thing smooths out. Mine is only level 19, but I'm having a blast.
I also have Fire/DB and Will/DB Tankers in the 30s, and my main is Inv/EM, at 50. Dual Blades is not about micro-managing, it's more like 'dancing the pattern' of the combos, and only slightly more complicated than a regular attack-chain. Only, with Dual Blades, your attack-chain has Extra Effects! Dance the combo correctly and you get a prize! All you have to do is follow the bouncing ba... er, orange ring-thing.
Again, it's no harder than any other Tanker, and Tankers aren't any harder than other ATs, you just have to adopt an effective playstyle and learn to manage.

Not to be a recidivist jerk, but I really don't like the results of CMA's guide. Yes, you are relatively bulletproof, but terribly lacking in +Accuracy, +Recharge, and Endurance. The Reactive Armors aren't bad (except for the Price), but they only give you 5-6% or so. The Kinetic Combat or Smashing Haymaker are fantastically expensive - if they can be had at all!
What I did was follow the general pattern of the guide, shoehorned in the Fighting Pool, and paid attention to my slotting. I still managed +90% Resistance and 35% Defense. If the game is 'balanced around SOs' like they say, then this ought to be Plenty! And if you're into 'extreme sports', well, you can pay for the privilege and like it, 'The Full Awesome' certainly will make you hard to kill.

Take it from a professional massage therapist, all of those bones and muscles are Fascinating! Da Vinci and Buonarroti (and others) advanced medical knowledge in the Renaissance by cutting up corpses and studying how the joints and muscles went together, but the Reason they did it was Art! And if they hadn't had such close ties to the Church (for their Art), they'd have been burned at the stake for necromancy.
Knowing how all of those parts go together, how they interact, and how they Move is one of the things that separates skilled art from 'just a bunch of lines on a page'. I encourage you, I exhort you - study anatomy!

I'm curious - Why Skip Smite? It's one of your stronger attacks. I mean, sure, there are other things you can take, from the Primary and Pools, but I'd never skip a good attack. Particularly such a good attack.
And you're going without a Travel power?

I disagree, New Dawn, while the combo might be slightly less durable than some Tankers, it compensates with 2 Heals, two Endurance siphons, and 2 Build-ups. It's going to be a roller-coaster ride, but the toon should be a ton of fun and great for doing significant destruction to single targets. Everything he hits will have a hard(er) time hitting him back, and the more he hits them, the harder it will get to respond.
He won't be 'avoiding' the hardcore, or be relegated to off-tank, because his team will support him and they Need him to be a focus for aggro. They're All in the 'must not die, not even once' category and if the Tanker goes down, it's not looking good for the rest of the team.
That said, the group may choose to avoid the high-end TFs, as being just too much risk, or Not. Is that what you meant by 'avoid hardcore'? You may be right about that.

I have no trouble with my own Inv/SS Tanker, or Fire/SS, or WP/SS. I take (almost) all of the attacks and slot with 2 Acc, 1 EndRed, 2 Dam SOs, and go to town. Yes, large mobs of mobs can be difficult and tedious, when solo, so I arrange to have fewer, but Tougher mobs. When the game gives me large clusters anyway, I just use pulling tactics to break off bite-sized chunks, then it's just Jab, Punch, Jab, Haymaker, Jab, Punch, Jab, K.O. until the baddies don't get up anymore.
This generally sucks for End, until you get SOs and Stamina (or another Endurance generation power) after which, you're golden. You still have to take a knee from time to time, but it's not a huge issue - IMO.
Granted, SS doesn't have AoE attacks, until Footstomp and it's an ungodly long climb to L38, but Footstomp makes you feel Super! - Boom! Every nearby enemy falls down and flops on his back. Combine that with a Damage Aura or a Burn Patch, and stuff just dies!
But You have Invulnerability, which means you ignore the dozen piddly minions trying to stab you in the back, while You go up to the biggest, Ugliest baddie in the bunch and hammer him into the ground. Then find the next biggest and repeat.
And if you want to make a new Tanker, with an eye towards mass minion death, instead, then I suggest Fire/** or Electric/**, coupled with **/Fire, **/ Electric, or **/Axe or **/Mace, or even **/Dual Blades, each of which is well known for AoE attacks.

They are well received, 'popular' is a matter of taste and expectation. If the team is 'expecting' a Granite tank and get a sparking ball of lightning, instead... well, they might be disappointed, or not, depending on the Tanker's skill.
Electric Tanks are similar to Fire Tanks - it's a Fine idea, YMMV.
No major synergies - no Lack of same.
I, for one, thoroughly enjoy my Electric/Electric Tanker, as well as my Shield/Electric Tanker, and my Electric/Electric Brute, and my Dual Blades/Electric Scrapper too!

Um, actually, Fire-Minded is referring to a Fire/Fire Tanker's superior AoE abilities, not single target, so in that case, a Tanker could dish our more damage (to a Mob of targets) than a Scrapper could. This isn't a comparison of damage output to an AV, but damage output to a Crowd. **/Fire Tankers get more AoE than Scrappers do.
Scrappers are still the single-target damage kings.

In addition to taunt/aggro, you have stuns, knocks, slows, debuffs, fears, etc. all to help 'control' enemy behavior. So, a Tanker can be seen as a melee-range Controller.

Alright, then. With a Build.
You don't have enough attacks to not be bored. You have several things over-slotted, others slotted badly, and still others are under-slotted.
Mids has a Feature (used to be a bug) which allows you to take a travel power early and without a prerequisite - this is ONLY possible in-game if you have the 60-month Veteran's reward. Judging from your forum Joined On date, you don't actually have that, yet (although I could be wrong).
Therefore, you cannot take Fly without Hover or Air Superiority. If you can bear to give up Flight, I would suggest the Leaping pool, with Combat Jumping and Super Jumping, and Hurdle, instead of Hover/Fly/Sprint - which would gain you 2-3 more slots to put elsewhere, and faster movement.
Additionally, with more attacks, you can output more damage, slot more sets with +Recharge, and don't have to take Hasten - since there is Zero reason for more haste, except to make your few attacks go farther. Additionally, since you have to take Boxing anyway, there is No Point in not Using it to the maximum potential! So it's been put in where it can do you some good.
Also, I put some +Stealth in Sprint. You can use a Veteran/Prestige movement power for your general running around and have Sprint for those times when you want to try to be a little sneakier.

Your toggles only need 4 slots each. Your attacks ought to have 5 slots, though some may benefit from 6. Dull Pain needs 4 or 5. Tough and Weave will benefit from 40-50% EndRed, though you can tough it out at 30-some and eat a few blue pez to stay healthy. Passives only need 3-4 slots, if that much. Rage should have 60% or more Recharge - More has some useful effects, and it ultimately benefits from 4, 5, or 6 slots, depending on your enhancements.
When you get into your upper levels (or before, if you're ambitious) you should consider the information in this guide: http://boards.cityofheroes.com/showthread.php?t=126983. I don't follow it strictly, myself, but it is Very useful to consider Defense layered on top of your already excellent Resistance.

Um... The Avatar is... ungentlemanly.
The Art has many excellent qualities, like the use of highlight and line to convey dimension. Daughter's position looks highly uncomfortable and... a bit rude. As for Mother, she's well-drawn, but what happened to the rest of her left arm? It could be tucked behind her back, but the line doesn't suggest that - it looks amputated. Finally, is that a big, thick tail, or has she lost other bits of anatomy, too?
Overall, the art is well done, but I'm not enamored of the composition and some of the anatomical details seem off.

Rather than trying to analyze everything that is or isn't optimized about your build, I'll simply offer another, which is somewhat different. It loosely follows the model which I call 'The Full Awesome' after CMA's guide. However, I admit, even as much tweaking and re-balancing as I've done on this build, it could still be further tweaked and optimized to fit a different standard of performance.
I'll point out that it does Not have Hasten, but still garners 27% haste from IOs. Jumping speed is capped, and also has some endurance reduction. S/L Defense is Almost capped with one enemy in range of Invincibility, and others (except Psi) are substantial. The build also lacks Taunt, but slots some taunt enhancement in Invincibility, to help hold aggro.
It also has excellent Regeneration and Recovery, so you may not need Dull Pain perma'd.
