Yeah, I got that you'd basically set yourself up as a 'nexus of destruction' and woe unto any bad-thing that got close. Which is Great, but occasionally, some Precision is helpful.
So, here's what I did.
I boosted your End Recovery as well as Total End, a bit. I boosted your Hps and Regen, as well. Also, to compensate for 'stealing' Hasten from you, I added some global recharge and there are options for gaining more.
Every single one of your attacks is fully functional, now and you have half-again as much Defense. Again, you could make choices that improve that.
Your global Accuracy is up a whole SO-worth, 32% and you have 5% global Damage-buff, which can be toggled to 15% with Assault. You could take additional Leadership toggles - I even suggest that you do so, but they will put the hurt on your Endurance, in exchange for More To-Hit and/or Defense.
Check out the different slotting in Ripper and Spine Burst - they have different strengths and your final, Live build might use either, both, or neither, depending on if you can get the Enhancements for it. You will want to make you own choices about that.
Also, I worked more range into Throw Spines - More range = longer Cone = more Area = more dead things = win!
Anyway, this is my suggestion, your build may differ.

I like what you're building, here.
It's a Triumph of Frankenslotting.
And yet, it's terribly unbalanced. You have ED-capped many things that don't need it. Your single-target attacks have no Endurance reduction, so if you have to use them, you'll run out of Endurance and all of your toggles will crash. You have Dark Regeneration maxed out for Accuracy and Recharge, but not for Endurance - which is where it's really going to hurt you the most.
You have Hasten - which is fine, really, "Everybody" takes Hasten. But it makes no sense to me, when you have no shortage of attacks and you have no 'nuke-type' powers that can benefit from the Recharge. It looks like the only reason you have Hasten, is so that you can build your entire attack-chain out of AoEs. Okay, it makes Conserve Power come up more often, too, so you can use that to compensate for not End-slotting your attacks.
I'm going to take this build out back, and straighten it out a little, for you. Unfortunately, it may leave you with More questions, rather than less, but I hope to make it more efficient and effective.

Hey, thanks for the response! I do appreciate your willingness to share.
Unfortunately, I'm not looking for a super build. As I said, I posted the build, as it currently stands, after 3 respecs already, and I'm trying to pick my last power and spend the remaining 4 slots, and populate the empties - with the goal of having him ready to play and Have Fun (most importantly) soon.
I've already spent most of my influence, getting him to where he is. I expect I'll have to run a bunch of Tips and Arcs to earn some merits, so I can buy the Unique recipes. For sure, I cannot afford to buy the good stuff on the Market!
My own experience with Spines/Invulnerability - particularly with this character, is that Physical Perfection is very helpful. To switch to Mu, I would have to change my Alignment first... Which means I need to complete this build and Play.
As I said in my first post, I need to finish this build, or use my last respec to make a small adjustment - I don't have the Influence (or the inclination, really) to completely redesign him from the ground up.
What I'm hoping for, is for some guidance on those Last Five powers and the final slots. Something I can reasonably afford right now, so I can get back in the game and... anticipate, possibly, eventually rebuilding him with the awesome IO Sets that everyone covets.

Well, I swear I've read this all forwards and backwards and can't quite find what I'm looking for.
I'd like to bind a toggle to my mouse Button4, such that a click of the button toggles it on, or off, depending on the current state. So, I click it on, but then I want it off, so I click again. Later, I've clicked it on, but I get mezzed, which toggles the power off, so I get un-mezzed and click and the toggle turns on.
It appears that I can bind Button4 to a tray-slot and have this effect, but I want to use this with multiple characters, who may Not all have their trays set up the same. So it would be simpler to just call the power by name... Can I do this?

For an in-game band-aid, I've found just about anything that changes the 'status' of the missing player will fix the bug - Promoting them to team leader seems to work every time.
However, this is not just an 'annoyance', since I can't tell if my teammate needs one of the extra green/blue Inspirations I've picked up, or if he needs a heal. Worse, I can't use the team interface to target him and cast buffs/heals, but have to mouse-click Him to target him - in combat, that's dangerous and difficult.
This needs to be fixed.

Hmm, I went back to view the images again, and noted BW's link to DA 'with explanation', so I went to read that... Very well conceived.
Anything to do with Arachnos seems to have this Skills vs Manipulation aspect, particularly with the Soldiers. That part of the image/message came though, quite clearly to me. The poor, confused girl, trapped in the middle of it makes absolute sense as a story, but that part is also what threw off my appreciation of the Magician card itself. That's what made it seem wrong to me.
She is the victim of the Manipulation, forced to acquire the Mastery of skills, but this image seems more like the cover of the first novel in a trillogy - 'Clueless', 'Trials', and 'Mastery'. Of course, 'Tarot' was just the theme of the Month and, at no point were you instructed to 'draw a Tarot card', so, honestly, except for the confusion, this picture is pure win.
And why do I care? 'The Magician' just happens to be my favorite card in the deck - I often feel like 'The Fool' who is trying to become 'The Magician'. To overcome the manipulation and gain the mastery.

Glad of the acknowledgement, CR, just keep it in perspective. You do Superb character work. In this instance, you put more time and effort into that fantastic face than most of us would be able to appreciate, when viewing the whole piece.
Since I'm often working on images that will be viewed through the internet, and most often only Briefly, I get my nose ground in the 'information density' issue... often. I'll get "Wow, fantastic picture you found/created, but people are going to look at it 3 inches by 2 inches, for about 10 seconds... How much bandwidth and rendering time is that really worth? Can you do more with less?"
My feedback-issue here is not that you didn't do much with the background - you crafted a very nice frame for the central figure, which refocuses the viewer's eye on that figure. (A very nice figure!) However, one of the keys to classic Tarot art is in the layers of symbols and meanings embedded in each image. Each card tells a story, hinting at past and future, as well as the present 'encounter' on the journey through the cards.
So, I know you know this, but I'll say it anyway - it helps to have a final composition in mind and to expend your time and energy based on the Whole image. Granted, in the "Queen of Cups" as you composed it, She was pretty much the only thing we are looking at and her face was worth extra effort. However, you could have done a lot more with the image, if you'd balanced the time differently.
I'd originally thought of posting my commentary along with a vote, in the voting thread, but it was too late for that. Besides, I kinda hate contributing to 'competition' between good people with different levels of ability. That's especially true when different style-choices and different strengths can have such wildly variable effects.
Then there's the personality aspect...
So I'm much happier posting feedback and praise, after the whole thing is over.
Well done Everyone! Let's do this again this month and have a blast with it! And then - Double Feature time! We get to see what Samuraiko does with the inspiration provided - it should be awesome!

What I like best about Tartyrsause's entry is how very close to the classic card illustrations it is, in style.
BW's piece is full of details and subtlety - really, very well drawn! My only 'problem' with it, is that the central figure (I presume the girl is the central figure) does Not convey (to me) the 'confident mastery of skills' inherent in 'The Magician'. She seem un-confident... which does tell an interesting story, but I'm not sure it's right for the Card. It would make an intriguing book-cover, though.
CR lavished art and skill on his image, but it all went into his central figure, the Queen, so we're lacking the background support details that help tell the tale in traditional tarot cards. If one Knows the 'Queen of Cups' and some of her meanings, then most of the qualities of the queen Are conveyed, here. But, except for the... 'person' of the queen, there is less meaning here. Awesome character art, though.
Defiance Jones and DeeDee both made the cards they drew relate to their character, or ours... which I found very effective. I felt those were less about the card, itself, and more about how its Meaning applies to heroes.
I really like Liz/SyrusB's approach. These are, indeed 'missing' cards from the Mystic Fortune power. I love the character art and the way they convey mood.

Therefore, the most effective way to get More out of Freezing Rain is to hit them with it Again, thus enhancing for Recharge is the best answer.

And, even if CR did choose other people's characters, or used their actor/ess references for canon characters, he still has to think of the plot, draw the poster, and do well enough As An Artist, to garner the praise and votes of the masses.
What are you complaining about? That you didn't think of it yourself? That CR is harnessing the ideas of others, to help stimulate his own creativity?
I'm sorry, I don't see what the problem is. Heck, you can read the this thread, yourself, and get ideas.

"Hi, my name is Kitty and they say I’m a ‘Dreamer’.
"All I know is that I can make people fall asleep and have really bad dreams, and sometimes bad things happen to them in those dreams. "Sometimes, I can even make my dreams ‘manifest’ and cause real things to happen. Sometimes they are nice dreams, sometimes they are not.
"So, now IÂ’m a hero and I go around putting bad guys to sleep and giving them nightmares, and then they wake up in the Zig - right?"
Deep background - Somewhere in Paragon City, there is a hospital and in that hospital is a sad, quiet ward, where sad, quiet children lie, each one in a coma. Once, Lucy Dreamtime spent a period there, but she woke up, eventually, and moved on.
However, while she was there, she created and manifested a 'Dream Warrior' to guard her sleep. She didn't want to create anything Scary, so she came up with Kitty. Kitty's existence might have been ephemeral, but Lucy inadvertently harnessed the sleeping dream-power of All of the children on the ward. Now, Kitty is entirely autonomous - except that she has no real 'past', before she became a hero and she still 'works out the issues' of the dreaming children who lend her power.
Amazingly, since Kitty manifested, More of the children eventually wake up and go home, but Kitty's power and her belief in herself continues to grow.
Kitty speaks simply and quietly, with all of the joy and secret wisdom of a child. She knows a great deal - perhaps as much as all of the sleeping minds in Paragon City, but it does not color her simplicity. She 'knows' evil and fights it every day, but she does not fear it.

Code:Mind/Storm is certainly high Endurance-Use, if you don't slot things for EndRed. All too often, however, there are other aspects of the powers that are more critical to enhance. Like Accuracy - when the Minions are Orange and the Bosses are beyond Red, then 'extra' Accuracy is not 'wasted', believe me! Leveraging Mind Control's awesome single-target potency is a lot of fun! Despite the Hasten/Super Speed argument, the Character really needs to Fly (in a cloud of dreams, as it were). I added Combat Jumping for the improved precision and in-combat advantages. Happily, I have 'City Traveler', so I can build this way and skip AS/Hover. For Stealthiness, I'll fit a +Stealth proc into Sprint, so I can toggle it on and off at need.
I definitely need to get more slots in Freezing Rain, Total-Dom, and Terrify soon, but I think these enhancements will work for now.
What do you folks think I should pick up for L28? Shall I take the 'Disco Flash'?

Hello Scrappers,
This isn't anything like an 'uber' build. It's not intended to do anything incredible. I won't be soloing Pylons, or AVs (unless by accident). However, I do want to go out there and play the content.
So, how would you finish this build? If I were to respec, how would you Re-finish this build - no, not completely rebuild from scratch, how would you tweak it to be just a little better? This is the toon, as it currently stands, Live, but with two more levels unclaimed, yet, so he's a full 50, just unbuilt, so far.

Hi folks!
So, I have this cute little Mind/Storm Controller. She's a lot of fun, partly because of the role-play, partly because Mind/Storm just rocks. I played her up to L27 and was respeccing her with Franken-Sets, but then I-19 came along and changed everything, and now I'm ready to re-respec, so I can play some more. Only problem is, more powers to choose means everything is sorta confuzzled and I no longer know what I need and want.
I usually play on a small team, 2-4, or solo and usually play at range, rather than in the mix. I'm often the only 'healer', though by no means a 'primary healer', which is one reason I have O2 and otherwise I'm 'zzz-breaker'.
Solo, I play at +2x1, though I'm getting to where I could stand to raise that. It's another reason, besides the 'I can't stand missing' factor, for the very strong accuracy that I build for.
So, here is my old 'target build' - the SO version that I aim to meet or beat when slotting sets.

I want to add Combat Jumping to my travel mix and love Air Superiority for its answer to mobs that get in my face. Fly is not my default travel power (that's Super Jump) but very appropriate to this character, and I know that it no longer needs multiple slots to be effective, so that's a free slot.
Finally, I am not rich. I do have a couple of 50s with 3-5 hundred-million, but they are spending their money on their own builds. Kitten Dreams has about 5 million inf. If you think she should have a specific enhancement, please include a plan by which a level 27 could reasonably acquire it.
Please assist me in creating a new, improved, level 27 Mind/Storm Controller?

Yeah, I certainly don't object to creating a scene! Just haven't had much inspiration to share - it's highly erratic. Sometimes I see the whole picture in an instant, sometimes I bumble along without any vision at all.

Why would you want to skip any attacks? You need those attacks to do damage, earn exp, and gain levels.

I've been lurking ans even posting occasionally, but so far, none of the scenes and themes have really called out to me, or resonated with my (multifarious) toons. I've been looking forward to each month, hoping for something that fits! Come on, Caemgen, don't quit now!
I mean, I could just post a bunch of random characters and scene ideas, but that wouldn't be creatively interpreting your Theme.

I tried it once, even made sure to buy a version of the game that I have Not applied - Still didn't work. It does work if the game version applies some Unique extra effect, like Collectors Edition, GvE, or GR. However, you can only apply those once.
