I appreciate all of the commentary and builds here. I'm irritated, but not by You. It's just that it's looking like, in order to be survivable and effective, I'll be 'forced' to invest in Kinetic Combats, despite their being horrible excuses for 'enhancements'. And I'll be 'forced' to take Hasten because I won't be able to slot +Recharge instead. And I'll be a non-unique snowflake.
And even after all of that, my Defense will not be close to capped, Resistance will be lower than I like, and Hasten won't be permanent, so I'll be faced with irregular performance issues. Which means I'll have yet another matter requiring my attention for maintenance. And gripe, gripe, gripe, etc.
I know I'll have to find my own balance. Maybe try it without Hasten. Maybe 4-slot Taunt for a smidge more Defense.
Again, I'm not mad at you guys, just mad at the game for making things difficult.

I didn't feel Consume really needed to be slotted for endurance with the way the rest of the build was crafted. (The build I posted has an endurance differential of 2.45 end/second recovery. If you include Accolades, this will jump to 2.76 end/second. This doesn't include the two P-shifter procs which are typically expected to give, on average, the equivalent of .2 end/sec each. Which would drive your endurance recovery differential to 3.16. This doesn't include doing anything with the Alpha slot.) So, except for certain mobs, you really shouldn't be needing Consume for endurance recovery all that often.
Hopefully you got some ideas out of the build you liked.
As for my concept of 'enough accuracy', her current build runs about 160%, 180% accuracy with Tactics. You build is carrying about 100%, although the Kismet will help. That's enough to hit even-level bosses, but who plays at that level, these days?
And Incarnate content is much tougher than even +4 regular enemies. I would hope to have the build stable and effective Before adding Alpha and Accolades and whatnot. I don't want to wait until after L50 to slap enough bandaids on the character to function.
That's the fear, you know? That she'll suddenly become un-fun, because she can't measure up to the content.

So, I watched a Storm/** Defender do awesome things, but she needed a Scrapper to dish the damage while Herd-i-cane was in play... And I thought, 'Hey, a Beastmaster has a crew of Scrapper-types on call...' and I thought I'd make one.
So, I made him, but a few DFB runs and a crazy fire-farmer mean that I've got levels that I'm not totally sure how to use! I'm not a total newb, so I know my way around the game, but I don't have the experience with Beasts that would make this easy for me. So I'm turning to the Pros again.
My playstyle is solo & small teams in PvE and occasional TFs. For this character, I'm aiming for near-combat support as well as damage and debuffs, while the critters chew up the opposition. I think I'll want fairly robust defense, as well as boosting the performance of my furry friends.
Here is the initial ladder of powers that I think I want. I'd like feedback on power-choices, slotting, and strategy - with an initial target of Level 27. I can deal with the remaining levels when I get to them - so I need a Leveling build, not a finalized one.

So, like Rangle's build, you'd drop Power Slice (and the Sweep combo), but then, Keep 1K Cuts because it does good damage? Or drop 1K Cuts too, since it's not in your 'only need 4 powers' plan? And then use Hasten to give yourself enough recharge to make it work? Have you played this combo?
I approve of your idea for making a SO-build first - I usually do that too. It helps me see what is important and my practical limits.
By my lights, Rangle's build is dangerously low on Accuracy, although the Kismet will help. One could argue that a Tanker's job is not to 'arrest' those +4s, but simply to hold them, so the rest of the team can take them down, but I've always hated that idea.
On the other hand, that build Does have almost 35% Defense from the KCs and other fantastically expensive IOs. Even Consume is slotted to eke out a little more Defense, instead of endurance recovery.
It's all very frustrating. It makes me wonder if the Devs actually play these sets with SOs, or if they have secret boosters that they use to make it 'fun' for them. I don't have a billion influence to sink into this character.

Hi, New Dawn, yep, we've wrangled before.
I admit, the 'expensive' bits, Karma, Numina, P-shifters, I got with Merits. Also, I don't have that last set of Scirroccos, as I Just earned the slots they'd go into. That also means that I've yet to Play with an effective Attack Vitals combo, most of the time it all missed horribly.
So, since I don't have Hasten (still hate it, you know?) I was forced to use my trusty lower-level attacks. Good thing I have them well slotted!
If, instead of insisting that my build was pretty good, I were to throw it completely open for you to revamp, how would you build, it, New Dawn?

Well, I'm not sure if it's a problem, or an opportunity, or what...
My Fire/DB Tanker has reached 40-or-so and in the process of getting those last few levels, I've noticed a few things:
- She is a bit squishier than I'm happy about.
- She sometimes runs out of Endurance much faster than expected, leading to defensive dysfunction and face-planting.
- Sometimes, it seems like the Taunts just don't Work! Baddies just head for the hills, usually returning when it's... less convenient.

So, it appears like there is no way to build a useful amount of Defense - not without gutting my attacks and spending all of my money on stupidly expensive IOs. Should I even bother with Defense? I could gut it out on spamming Healing Flames and the support of a loving Defender?
How do you folks think I should proceed?

Generally, the proportions look good, except for arm-length vs torso length. However, comic-style drawings can forgive a lot. Still, check your own anatomy - elbows reach the ribcage, wrists reach around crotch-level, usually less... so this figure is either the victim of odd perspective, or her arms reach her knees? Tough to get everything in just the right proportion and still looking good, but when you do, then it looks real!

Hmm, I really ought to explore the second ATIO and see what it can do for me.
Anyway, the one detail I think you missed is in the travel slotting. I generally run Power Slide as my movement power and I run it continually, even in battle, along with Combat Jumping. For Travel, I add Super Speed and the Quickfoot Run/End caps my speed as well as saving a little End. When I want Stealth, I switch to Sprint and when I want More Stealth, Sprint + Super Speed. I feel that gives me the most flexibility and explains why I had the slotting I did.

So, I ported Captain Eeep! over to Beta and built him up on the ladder I posted. I learned a few tweaks and tricks from various builds, but this is still only bare slotting, trying to find the very best balance.
And, as Local Man suggested, Dimension Shift is still a wholly skippable power - the duration is just too Short! Distortion Field works very nicely. Time Stop does no damage, but it's a great way to put another enemy 'on hold' - for all of those times when Gravity Distortion just isn't coming back fast enough.
Between Containment and Impact, Gravity is still awesome at juggling 1, 2, sometimes 3 enemies, but when there's more, you'll want a partner to help clean them up. Wormhole is still strange and quirky, but useful when it works right. When I tried it, the enemy was Thoroughly stunned, but scattered, not clumped in the corner, where I wanted them.
Super Speed was almost too fast, but combined with a +Stealth in Sprint, it was quite effective at keeping me unnoticed. I switched to Power Slide when stealthiness was not needed.
So, I'm looking at switching out Dimension Shift for a bit more protection and debuff, in the form of Time's Juncture. The resulting build would look like this:

Searching the forums, I find a confusing plethora of builds and not much Guidance.
One issue is that the posted builds are almost always level 50 tweaked, incarnated, purple, specialized builds for one person's playstyle. Meanwhile, I'm just trying to figure out what to do with my level 27 Controller. Frankly, an encounter with DFB followed by a rogue power-leveler means that I jumped a dozen levels in a single evening and have no idea what I'm doing! The other thing I notice is that some of the builds on the forums are Gravity Controllers and some of them are Time Controllers... each with completely different ideas about what power is most important.
So... frankly, this is a bunch of powers tossed onto the ladder almost at random. I have some experience with Gravity Control, but none with Time Manipulation and none with the new/changed aspects of Gravity. I'm hoping that your feedback and discussion will help me to find the right balance between Gravity and Time and Pools to make a good middle-level Controller that I can enjoy playing in normal content. A leveling build is what I need.

True, Energy Melee - Energy Transfer does do damage to you, and most of the time a Tanker won't even notice the damage.

Well, City Information Tracker does display aggregate tracking data on their front page. http://cit.cohtitan.com/
However, they split the data between 'heroic' and 'villainous' archetypes, so the most popular are Scrapper and Brute... which doesn't say which is more popular.
