Yes, but even if DA is unslotted and your toggles and passives are fully slotted you'll be above the 45% cap (at 45.42% to be exact).

DA's DMG is very small in relation to the higher tier ones, figures wise you're DMG 3 slotted is no better than Gambler's Cut, as they both do the same DMG, but when something goes Melee with me, I would rather attack chain my DA = +DEF vs things, than use miss out on it; and in PvP vs Stalkers missing 8/10 ASd and Brutes getting annoyed at me for using them as DEF buffage.. than use it as a DMGer which you have already, and lose outon that lovely +DEF addition(s), I find my chain has more than enough with the powers as it is.. and I've found it easier with 3DEF, than 1 DEF in DA, to go head to head with things in Melee (PvE or PvP), as it's a constant +DEF every time it hits.

In PvP I can see the point in 3-slotting DA for def but there is no point at all in PvE as it goes way over the cap.

DA is most definately an attack with a +def secondary effect. I'm not entirely sure how slotting DA for def rather than damage results in better DPS...
As always it is personal opinion but this is a prime example of how the lack of 'official' information about the game mechanics from the devs results in wasted slots. -
Yep, Elude doesn't need any slotting for defence in PvE to hit the 'soft' cap which is for mobs up to +5s.

A Scrapper's role is to kill, and not slotting DA for damage will greatly decrease your rate of damage. I have mine slotted 2xAcc, 3xDamage, 1xDefBuff (3xAcc is overkill really) and if your SR toggles and passives are fully slotted one application of DA will put you over the PvE soft def cap of 45%. It's far better to slot for damage than defence buff. -

For an AT which is all about dealing damage, that's my problem with it :P
I only use it on problem mobs like Sappers, the rest of the time it's just drawing out the inevitable kill. -

MA gets same amount of knockdowns and then disorients to boot. id rather give a disorient that lasts the length of focused chi than have someone get up and whack me. Air sup is good but id rather unleash a nice attack chain that can keep connecting on a disorientated boss.

It's true that MA has the same number of knockdowns but I find when playing it the knockdowns are much less important than in Claws, infact they are more a nuisance than a help (Crane Kick's knockback can sometimes be a bit annoying). Also none of the disorients have a 100% chance to mez (except Cobra Strike which is pretty meh) and so are pretty unreliable.
I've never used Air Sup on my Claws Scrapper as the redraw annoys me, but although the mob may not be permanently on the floor there is still plenty of mitigation. -

Statistically it has a higher single target DPS but that only really comes into effect in longer fights eg. against bosses and AVs. The vast majority of PvE is against minions where burst damage is much more effective and MA has higher burst damage than Claws. -

Really? Sure MA kills faster than Claws but I'd have thought that would have been balanced by the damage mitigation of Claws, knockdown is a huge help. -
Mind/Storm is pretty bad, the secondary makes the sleeps in the primary pretty useless.

None of the defence sets in both CoH and CoV (Scrappers, Tankers, Brutes and Stalkers) have Fear resistance in their level 38 powers. -
Power-wise it looks good and most of the slotting is fine as well.
I think that 3xAcc in each attack is a bit overkill, I slot mine 2xAcc, 3xDam and 1xRecharge because I can chain Strike, Slash, Focus and sometimes Eviscerate easier with the quicker recharge.
If you can find the slots it's also useful to slot Follow Up for damage as otherwise you risk losing the benefit of the damage buff because during the time it takes to use FU you can use a more powerful attack.
It might be a mistake but make sure you've got 3xHeal in Integration! It doesn't use much end so it might be worth taking out the EndRdx and putting them somewhere else where the slot will be more useful.
Make sure you've got 3xDamage in Shockwave! Damage is king in this game, especially for Scrappers.
MoG hits the resistance cap (75%) with just the one DamRes enhancement so stick another DefBuff in it's place. I prefer 3xDefBuff, 1xDamRes and 2xRecharge but swapping a DefBuff for a Recharge is also fine.
You probably don't need Conserve Power as for Claws/Regen end shouldn't be an issue - and if it is a problem you can easily fix it if you plan on running Focussed Accuracy all the time, changing attack slotting to 1xAcc, 3xDamage, 1xEnd and 1xRecharge. Might be worth getting Spin or another pool power instead.
Revive doesn't really need slotting and especially not with that much recharge - unless you intend to die lots! I just stick a Heal in the single slot as slots are better spent elsewhere (for example another heal in Instant Healing).

Claws-wise you definately want Slash and all your attacks need 3xDamage in them. I put Slash in instead of Spin but you can choose to lose some other powers if you feel like you want Spin in there. If you're levelling up from level 1 I'd be tempted to get Swipe somewhere between levels 1 and 10 and respec it out in the 20s as it's a bit short on attacks pre-Focus and it probably won't be very fun to play!
As said above I'd be tempted to drop Tough as it's not really as useful as you might think and also I'm not sure of the benefits of having both Fly and Teleport.
Your Regen slotting is spot on, but I'd still be tempted to get the Fitness pool as well though. One thing I did note while sorting that above build was the lack of slots.

With all due respect, Scrappers are the most one-dimensional archtype in the game (as Maelwys said above). They have one role: to do damage. Any debuffs you have are weak and are only really noticable when combined with other players.
A Scrapper can't really 'tank' as they have no real way to hold aggro, but my Claws/Regen can probably take more damage than yours as it can kill faster thereby reducing incoming damage.
You're right, I do have an Empathy defender. It was my first 50, and I hated it - but I never 'spammed' heals. It was in the days pre-ED when an offensive empath was feasible. It was still pretty [censored] though. I haven't played that hero for over a year. -

It is still worth it because of its pure damage and extra chance to crit. Eviscerate is an important power on my claws/ninjitsu stalker. Besides I love its animation so much I dont care if it takes so long(you dont hear me say this on many powers)

You're right - the animation is pretty neat...I've still got it (although Focus only does slightly less damage) as it can be useful if you have a gap in your attack chain or are slowed. -

In my opinion most of the epic powers are made redundant by the powers in Claws. The set has an end bonus so uses less than other Scrapper sets and when combined with Stamina and Quick Recovery I rarely run out of end, especially without Tough running. Sappers are easy to deal with due to the various knockdown tools you have available and Carnies require just a little extra downtime. I never saw the point in taking Laser Beam Eyes as Focus does much higher damage, has a better secondary effect and although it isn't as far ranged it's plenty for situations where mobs may just be out of reach. Plus if I remember correctly LBE requires you to put your claws away. The same goes for Energy Torrent - you have Shockwave which does higher damage, takes half the time to recharge and uses less end as well. -

What powers have you got? None of those you listed are really needed for a Scrapper - my first 50 Regen had Tough but my 2nd didn't - and to be honest I didn't notice any difference in survivability.

Quills is an excellent power, you'll actually find that it does a lot of damage without you noticing. It also makes it much easier to herd up groups.

Yeah, either that or 2xAcc, 2xDam and 2xRecharge - depends on what level foes you usually face.

I'd slot Damage instead of ToHit, the bonus isn't really worth enhancing but slotting damage instead helps to limit the drop in damage you'll get when using this instead of a standard attack.
