Windows skinning programs like Window Blinds are known to cause this problem. I didn't see anything in your Hijack This that jumped out at me, but I don't know the names of all such programs.
You seem to have a lot of toolbars and other extraneous startup programs running, I'd trying turning some of them off to see if that helps. -
My main concern with your build is that the attacks are underslotted for damage, and the ST attacks are underslotted for accuracy as well. I'd add a fifth slot to all of them.
Here's what I would do; Psi and F/C defense are a little lower, as is regen, but all the attacks are fully slotted. I dropped Assault and Vengeance for LBE and SoW; Resurgence would also be a reasonable choice if you don't want SoW.

I would amend this recommendation to be as follows: The first priority should be soft-capping S/L/E/NE defense with one in range of Invinc. If it is possible to soft-cap F/C defense as well, terrific, but don't sacrifice your other slotting to get it. Psi defense is a low priority compared to other build requirements.

3. Pick up Manuvers. Place it in the slot you got rid of Tough in. Remember, your bread and butter is defense.
And while I feel that Tough is useful in itself, the real benefit is that it opens up Weave, which has twice the defense of Maneuvers at a smaller endurance cost. Granted, it takes 3 power slots to get Weave, but IMO it's worth it unless you're critically short of power slots, and I find that's much less often the case now that Fitness is inherent.
Also, it makes absolutely no difference where you put the Steadfast +Def, since it is a global and by definition 'always on'. Hoarfrost, Tough and PF work equally well for Ice.
To the OP:
The biggest problem with this build is that you have too much S/L defense and are not soft-capped to E/NE. Adjust your slotting accordingly.
All of your defense toggles are underslotted for end reduction. I would try to free up another slot for each and put in the LotG Def/End/Rchg.
The additional slot in PF is giving you just an additional 3% Fire resistance; you'd get more use out of that slot elsewhere.
Frozen Fists could use another slot. The CI Acc/Dam you have in Ice Sword is fine, though I prefer the Mako's Acc/Dam/End/Rchg.
Ice Armor absolutely does NOT need additional KB protection! Drop the KB IO in SJ and put a common jump IO there instead.
Use Eradication in Icicles and Frozen Aura instead of Obliteration so you'll be soft-capped to E/NE. Use 3-4 Erad and a slot of two from another set to make sure you have sufficient end reduction.
Ice Patch is perma with just one recharge slot, so pull two slots from it and use them elsewhere.

EA is underslotted for Defense; I'd go with PS EndMod, EndMod/Rchg, EndMod/Acc/Rchg and LotG Def/Rchg, Defense, and +Recharge instead.
Try to free up 4 slots and put a Reactive Armor set in Tough. The Steadfast +Def can go in PF or as a 6th slot in Hoarfrost.
Greater Ice Sword is regarded pretty much universally as a crappy attack. I'd drop it and get Frozen Touch instead.
Hibernate gets no benefit from recharge slotting. Slot it with a Heal or Endmod common and call it a day.
WHOA! Just now noticed that you do not have Chilling Embrace--correct that immediately! Not only is it your taunt aura (critical to have since you don't have Taunt,) but the slows provide a lot of damage mitigation. I'd drop Permafrost and get CE instead.
Here's what I would do with your build. It still has a lot of S/L def, so you could easily replace the Kinetic Combat sets with Smashing Haymaker and save yourself a ton of influence. Alternatively, you could use one KC set and slot the other ST attack with something like Crushing Impact.
P.S. You're two over the rule of 5 on 9% acc bonuses, but there's not much that can be done about that unless you want to replace some of the Positron's Blast sets.

It was lots of fun, and my baby Elec/Stone tank went from level 6 to level 13 doing tip missions with a very nice bunch of tanks.

We've had Fios for several years and love it, there's been virtually no down time.
A few months back when I was having persistent problems staying connected to CoH, I called them for help. The tech took my problem seriously and reconfigured something on his end that made the problem go away.

The problem is that if you're taking enough damage all at once, even with the super-high regen levels that WP can reach you won't regen fast enough to keep you alive--that's why WP is considered to be not as good as Invul at taking Alphas.
And in a situation where you're taking damage through soft-capped defense, having a lot of HPs and for Invul, a lot of recharge to get DP up faster is much more likely to save you than regen.

You should focus primarily on S/L/E/NE def and not worry about F/C def so much. To that end, I'd drop the Aegis set in MoB and 4-slot it with Reactive Armor instead. That way, you can drop the Kinetic Combat set in Boxing and use those slots elsewhere.
All the attacks slotted with Kinetic Combat are underslotted for accuracy and damage, add at least one slot to each; I like using the Mako's Acc/Dam/End/Rchg.
Fast Healing is way overslotted, I'd drop it back to 3 slots, 4 at most, and put the Numina +Regen/Recov in Health or PP instead.
If you can scrounge up the slots, add another two Mocking Beratement slots to Taunt, which will give you some F/C def and a nice Recharge bonus.
Quick Recovery has a higher base value than Stamina, so slot it accordingly. If you don't have enough slots to 3 slot QR, Stamina, and PP, put 3-4 in QR and Stamina and single slot PP, since it has half the value of Stamina.
I'd use another set of RA in Tough. Weave has a higher base value than CJ and a much higher end cost, so if you're going to 4-slot one of them it should be Weave.
Whirling Hands is way underslotted and 3 slots of Eradication has more than twice the E/NE def bonus as Cleaving Blow. Use 3-4 slots of Erad and another one or two from another set so it has sufficient end reduction.
Tactics is using a lot of slots and personally, I don't think it's that useful. Take one of the slots and get the Kismet +Acc instead to put in a defense power. I'd probably pick up a travel power over Tactics.
As mentioned earlier, Physical Perfection has half the regen/recovery value of Health and Stamina, yet you've slotted PP more fully than Health. Take some of those slots and put them in Health. PP is fine with one or two slots.
I would probably pick another epic than Energy Mastery since WP has abundant regen and recovery already, but it does have the advantage that you can get away with using few slots.
Here's what I would recommend for your build; it's soft-capped to S/L/E/NE and has around 41% F/C def. The recovery is higher, the regen a little lower, and all the attacks are well slotted for accuracy, damage, and end reduction. Recharge is a little higher, too.

I second getting some sort of program that monitors the CPU/GPU temps.
My daughter's laptop was getting super-hot almost immediately on start-up, and squirting some compressed air in the vent fixed the problem entirely. If you confirm it's overheating, I'd try that before taking it apart. -

First of all, you have way too much S/L defense. Remember, with Invinc you'll have more defense anytime you're fighting more than one foe. I wouldn't go above 47-48% defense with one in range of Invinc.
It really makes no sense to 4 slot RPD and leave Tough with the base slot. Tough has a much higher base value and requires endurance to run, which RPD does not. I'd put the RAs in Tough and the Steadfast +Def in RPD. A second common IO in RPD will get you to the S/L resistance cap. In your final build, I would delay RPD to the 20s or 30s and ResEn and ResEl to the 30s or 40s, which would allow you to take your attacks much sooner.
TI and UY are poorly slotted; underslotted for resistance and overslotted for end reduction. Drop the Endurance IO and use a Res/Rchg instead.
Try to find another slot for Jab, it's really worth slotting now with Bruising, and 4 slotted with KCs it's underslotted for Accuracy and Damage. If you can't afford two slots, a Mako's Add/Dam/End/Rchg would work well.
Dull Pain is very underslotted, you want to get as close to 95% Heal and Recharge enhancement as possible. I prefer Doctored Wounds for DP, but if you want to keep the Numina's for the regen bonus, add a couple of slots of Doctored Wounds to fully slot it.
You don't need the KC set in KoB for S/L defense, and as is it's underslotted for damage. I'd drop the KC set and use something like Crushing Impact instead, which will save you a lot of influence as well.
I'm not a fan of Gaussian's for a typed defense build, the defense bonuses are pretty small for the amount of slots it takes. I'd pull those slots if you need them elsewhere.
Similarly, Health is way overslotted and the E/NE bonus is small for the number of slots needed to get it.
The slots in Brawl and Boxing are rather baffling. Why don't you use two of those slots in an attack you'll actually use, like Jab?
Weave is very underslotted. Free up a slot and add a LotG Defense.
Here's what I would do with your build; this version has less S/L defense (though still soft-capped) and a little less regen, but your attacks and Dull Pain are fully slotted. It also has two fewer KC sets, so it'll be considerably less expensive.
EDIT: Previous build was over the rule of 5 on 10% regen bonuses, now fixed. It's still over on one of the HP bonuses, but I left it because the other accompanying set bonuses are desirable.

I found some instructions for correcting these type of errors using a program called EasyBCD, and I was going to try that if the upgrade wasn't likely to do the trick.

My daughter's laptop has recently started giving this error message when restarted. She is able to boot from the recovery disk and can access everything on the hard drive, but it consistently gives the NTLDR error when she tries to boot from the hard drive. This gives me hope that it's probably not a hard drive failure.
She's currently on Vista, and I've been planning to upgrade her computer to Windows 7 anyway--everything is backed up and ready to go. Here's my question: will installing the Win 7 upgrade fix the NTLDR error, or should I make an effort to take care of it before upgrading?

Definitely needs work. First of all, don't bother to slot for resistance bonuses; you won't be able to accrue enough to make a difference for non-S/L resistance, and you can easily hard cap S/L resists on a Invul tank with just TI, UY, RPD and Tough. Your goal should be to soft-cap S/L defense with one in range in Invinc, and if possible, N/NE defense as well.
Regarding your power picks, is there a specific reason why you're skipping Energy Transfer? Sure, it's slow now, but it's still the most damaging attack in the set and worth taking, IMO. If you really don't want the two big, slow attacks, I'd get ET over TF since it does more damage.
Also, take Tough Hide earlier, it's a must-have power. ResEn and ResEl can easily be delayed until the 30s or 40s. Also, if you're able to soft-cap defense you probably don't need Aid Self or Unstoppable. They're not bad choices, but Combat Jumping is a good power and give you some additional defense as well.
Why the Earth Mastery pool? If you're going to take (and presumably use) epic attacks IMO they should be more than single slotted. Besides, I think there are a lot of better choices for epic attacks, and the pools that have Ranged attacks will also help you reach the soft-cap for E/NE defense.
Okay, slotting. First of all, ditch the PvP IOs. They are hideously expensive and you don't need them, the 3% resist IO in particular is a complete waste of influence, IMO.
Your armor toggles are all waaay overslotted. You don't need more than 4 slots to fully slot for def/res and end reduction, and the sets you've chosen don't have the most useful set bonuses. Go with 4 Reactive Armor in the resistance toggles and 4 LotG or GotA in the defense toggles. (3 slots is enough for Tough Hide.)
Mako's Bite and Scirocco's Dervish are poor choices for a typed defense build because they give primarily positional defense bonuses. Go with Kinetic Combat or Smashing Haymaker (4 slots plus a 5th slot from another set) in the ST attacks and 3-4 Eradication plus another couple of set IOs in Whirling Hands.
Numina's is not a good choice for Dull Pain; its defense bonus is primarily positional and the +Regen/Recovery unique will only be active when DP is. Put the unique in Health. I prefer 5 Doctored Wounds instead, since they will nearly fully slot DP for both Heal and Recharge.
For comparison purposes, here's my Invul/EM tank, which is soft-capped to S/L/E/NE and has 40% F/C def. I'll probably eventually replace the GotA sets in Weave and Tough Hide with LotG for the recharge bonus now that I have the Cardiac alpha.

"Team levels" could be shortened to 1 column of "# of team mates eligible to receive shard drops", and it would probably be more accurate as lvl 50s don't necessarily have the alpha slot unlocked. -

From the top:
Way too much S/L defense, not enough E/NE. Remember, you'll have higher defense if you are facing one than one foe. Or you would, if Invinc was slotted properly. As it is, it's woefully underslotted for defense. I'd ditch the Gaussian's set and 4-slot it with LotG.
All your attacks slotted with Kinetic Combat are underslotted for accuracy and damage. Put another slot in each; I like the Mako's Acc/Dam/End/Rchg but any IO with accuracy and damage will do.
Combustion is underslotted for accuracy and end reduction, swap out the Eradication Damage for the Acc/Dam/End/Rchg.
TI, UY and Tough are underslotted for resistance and over slotted for end reduction. Swap out the End IO for a Res/End/Rchg. That will allow you to drop slots from RPD and still hit the S/L resistance cap.
IMO, relying on Hover for defense is a bad idea, unless you're planning on using it all the time. Similarly, slotting the Kismet +Acc there isn't optimal because it'll only be active when Hover is. Put it in Tough Hide instead.
Oblit is not a good choice for typed defense, the S/L def bonus is relatively small for 6 slots and there's very little end reduction. Slot it with Eradication similar to Combustion.
Weave is underslotted for end reduction. I'd add a fourth slot for a LotG Def/End/Rchg.
Move the Steadfast +Def to RPD and put another 3 slots of Aegis in ResEn if you can scrounge up the slots.
Any particular reason you're not using a Perf Shifter +End in Stamina? I'd drop the End/Acc/Rchg and get the proc instead.
Here's what I would do with your build. I dropped one set of Kinetic Combat and you could easily drop another since you're still way over on S/L defense. This build is soft-capped to E/NE with both Hover and CJ running, and close to it with just CJ. F/C def is nearly soft-capped with both CJ and Hover. The attacks are much better slotted as well.
